Central Pollution Control Board Issues Festival Guidelines

The Central Pollution Control Board (CPCB) has issued guidelines for the material to be used in making Ganesh idols and their immersion after Ganeshotsav in September.

The guidelines said that idols should be made from materials as described in the scriptures. Use of traditional clay (shadu) to make idols rather than baked clay or plaster of paris should be encouraged, allowed and promoted, it said.

The board has asked that painting of idols be discouraged and if the idols are painted, water soluble and nontoxic natural dyes be used. Use of toxic and nonbiodegradable chemical dyes should be strictly prohibited.

The other guidelines said that material used for worship like flowers, vastra (clothes), decorating material made of paper and plastic should be removed before immersion.

Bio-degradable materials should be collected separately for recycling or composting and non-biodegradable materials be collected separately for disposal in sanitary landfills. Clothes can be sent to orphanages, the guidelines added.

The board has asked local bodies to help curb pollution. "Local bodies and district authorities generally identify adequate number of designated immersion spots to avoid overcrowding and to reduce pollution. Such spots should be notified and public and pooja committees informed preferably a month before such events. All the stakeholders like the river authority, port authority, water supply board and irrigation department should be consulted for identification of immersion ghats, the guidelines said.

The board has asked that a coordination committee comprising the police, NGOs, local authorities and representatives of pooja committees be set up for guiding the public in carrying out the immersion with minimal impact on water bodies.

"Within 48 hours of the immersion, the leftover material at immersion points on the banks of rivers, lakes and beaches should be collected by the local bodies for disposal. In case of immersion of idols in rivers and lakes, arrangements may be made for construction of temporary confined ponds with earthen bunds for immersion. After immersion, supernatant water may be allowed to flow in the river, pond and lake, after checking for colour and turbidity. Lime may be added in temporary confined ponds," the guidelines specified.

The board urged pooja organisers' involvement in a campaign on the ill-effects of the toxic components of colouring materials. Specific leaflets and posters for mass awareness may be prepared and the pooja committees persuaded to display such posters and distribute leaflets among the public.
