CMP Details Missing In Website Version,Maps,Figures Not Included, But Corporators Get Complete Plan

The Pune Municipal Corporation (PMC) has professed to make its functioning transparent and citizens' friendly.
To this end, plans for the city such as the agendas of the general body, standing and city improvement committees and metro reports, com-prehensive mobility plan, other consultancy reports and the environment status report are uploaded on the civic body's website. Citizens and activists can look them up and offer valid suggestions that may be accommodated.
![]() However, the draft of the Comprehensive Mobility Plan (CMP) uploaded on the PMC's website lacks details and has several statistics missing. In contrast, the full version of the plan, with all the maps and figures, has been provided to the corporators recently. They will now offer their suggestions to mayor Mohansingh Rajpal who has spotted several discrepancies in the plan. The CMP is back in the limelight after nearly two years. Over the next one month, all the proposals listed will be discussed first by corporators and later by the MLAs and MPs. Additional city engineer (traffic and transportation) Shriniwas Bonala told TOI that his department will check the version posted on the website. "However, the final version will be posted only when the CMP is approved by the elected representatives of the city," he said. Prashant Inamdar of Pedestrians First said the CMP posted on the website for several months now is a draft in which the proposed changes, including deletion of certain sentences or paragraphs, can be seen in the margin of the pages. "Many maps are not visible. We have demanded that the full version of the CMP, which is yet to be discussed, be posted on the website," he said. Inamdar added that the proposals mentioned in the CMP are only suggestive. "The CMP is just a vision document. It should actually be the basis for an integrated traffic and transportation plan for the city. The terms CMP and the integrated traffic and transportation plan should not be confused. After approving the CMP, the PMC should draw up an integrated traffic plan," he said.
A look at the draft CMP posted on the website on Thursday showed that certain sentences or paragraphs which need to be deleted have been underlined and put in a box on the right margin of the pages. For instance, on page 3, chapter 7, titled, `Vision for Pune city', one of the paragraphs to be deleted states: "The increase in personalised vehicles coupled with slow growth in the PMPML fleet has reduced the share of public transportation trips in Pune. Initiatives were started by the PMC such as the pilot BRT project to not only improve the image of public transport, but increase the public transport dominance in the Pune urban transport. Transportation funding falls short of transportation needs." Chapter 8, which deals with `mobility plan elements', mentions various figures or maps many of them missing. Some figures, which are not shown in the website version, pertain to the overall CMP plan for Pune city and the core areas. They refer to select locations where grade separator facilities may be located, locations of truck terminals, cycle master plan and potential public transport corridors for 2011, 2021 and 2031. When the PMC had started work on a pedestrian subway at Gokhale chowk on Fergusson College road, civic activists had objected to the PMC's claim that the proposed subways had been listed in the CMP.
Pedestrians First, in a letter to municipal commissioner Mahesh Zagade, had said that the copy of the CMP available on the website does not appear to be the final one. It said there were corrections and changes marked on some of the pages in chapters seven and eight. The organisation had also said that the list of subways in CMP was not provided.
