MSEDCL To Obtain 500 MW Power To Tide Over June CrisisBy akansha, Section Electricity
The Maharashtra State Electricity Distribution Company Ltd (MSEDCL) has invited bids to procure 500 MW power for this June to avert a crisis if the monsoon is delayed.
The bids have been invited from licensees, power traders, state electricity boards, independent power projects, merchant power plants, power generation companies and captive power plant owners from across the country to supply power between June 1 and June 30, 2010. Bidders can procure power from different sources provided each source supplies a minimum of 25 MW power, the tender notice said. The tenders, to be submitted by 1 pm on March 9, will be opened at 2 pm the same day. On why the power utility was sourcing power for June when the demand falls after the arrival of the monsoon, MSEDCL sources said that there had been a delay in its arrival in the last few years leading to power shortage. In such a situation, the demand from agricultural consumers shoots up since farmers have to irrigate crops using pumps to lift water from wells and rivers. In 2008, the delayed monsoon had led to a major power crisis in the state. The shortfall had crossed 5,000 MW in June that year. The zero- load shedding model being implemented only in Pune then, had to be suspended and the city experienced load-shedding for over four hours per day. "We do not want the situation to worsen this time. Hence, as a standby, we have decided to procure 500 MW power for June. The additional power will be available round-the-clock. We will enter into an agreement with the suppliers so that there is assured power and there will be no uncertainty about its availability," the sources said.
There is also provision of a penalty at the rate of Rs 2 per unit if the supplier or the power utility fails to honour the agreement. Meanwhile, the power utility has geared up to tide over the additional power shortfall expected in April-May when thermal generation sets with a capacity of 710 MW will be shut for early maintenance due to water shortage. "We will get additional 250 MW each from Paras and Parali power plants, 300 MW from Jindal and another 300 MW from Dabhol. The overall power shortfall in the state will not exceed 3,500 MW and will not lead to enhanced load shedding in the state," the sources added.
