Hawkers' Rules: Just 10 Suggestions And Objections To The Draft Hawkers

Rules Categorise Roads As No-Hawker, Stationary & Moving Hawker Zones  

The civic body has received just about 10 suggestions and objections to the draft hawkers' rehabilitation rules it has prepared on the lines of model by-laws prepared by the state government.

The last date for sending in suggestions and objections was January 31. The civic administration will now prepare a final draft to be tabled before the general body within 15 days, which will then be forward to the state government.

Some of the highlights of the rules are that the Pune Municipal Corporation proposes to declare main roads as no-hawker zones. The other roads will fall in two categories moving and stationary hawkers' zones.

The detailed procedures for implementing the rules and the phases in which the rules will be implemented have also been laid down.

Distinction has also been made between different kind of sellers, such as those peddling perishable food products, household items, garments or vegetables and fruits.

New concepts, including night bazaars, weekly markets, sky-hawking and hawkers in underground parking areas, have also been introduced in the rules.

The PMC also proposes to provide vocational training to hawkers and vendors to improve their skills or to enable them to opt for better-paying vocations.

However, despite the significance of the policy being framed, just ten suggestions have been made by citizens.

Deputy municipal commissioner (special), Praveen Ashtikar said that the PMC had advertised in newspapers and had issued a gazette notification inviting suggestions and objections from the public.

"We had widely advertised the notification. But the number of recommendations may be low as we have framed the rules in consultation with all concerned parties, such as hawkers' associations and political parties. While framing the rules themselves, we have ensured that they are in the interests of all," Ashtikar said.
