Even as the state government has decided to follow stricter norms while granting permission for new colleges, the higher education directorate, headquartered in Pune, is flooded with around 1,500 proposals for new colleges, of this 270 are from the University of Pune.
Checking the credentials of the proposals will be a task for the higher education department as it has decided to physically verify the infrastructure before granting permission for colleges. The decision has been taken in view of the poor infrastructure of several existing colleges. It was also observed that even when 50 per cent seats were vacant in a college, permission was granted to another in the same vicinity. The state government has decided to keep a tab on malpractices by bringing in stricter norms. It may be recalled that Higher Education Minister Rajesh Tope, about two months ago, had hinted at bringing in stricter norms to improve the quality of higher education. R V Keerdak, director of higher education, said though the number of proposals is high and there is little time to scrutinise all these proposals, the directorate will try its best to verify their credentials. We have formed task force and committees to inspect the infrastructure and other aspects. We have found that, in the past, permission was granted to a college even as another college of same stream in the same area had seats vacant. This year, we will monitor such proposals."
"If two or three competent proposals come up for a particular area, then we will set parameters. The directorate will also give the reasons for rejecting a proposal. We have asked the universities to look into the proposals strictly. The final responsibility of managing the colleges lies with the universities ," he said. The UoP has toughened its stand while recommending proposals for new colleges. "It has been clearly mentioned in all the recommendations that admissions should be given only if the colleges fulfil the necessary conditions," said Arun Adsool, UoP acting Vice-Chancellor.
