Road Dept Given Powers To Enhance Its NetworkBy akansha, Section Roads in Pune ![]() PLAN TO HELP SPEED UP WORKS EARMARKED IN 1987 DEVELOPMENT PLAN Municipal commissioner Mahesh Zagade's policy of devolution of power for land acquisition to civic departments will help the civic road department speed up roads works earmarked in the 1987 Development Plan (DP) besides laying plans for additional roads. "Land acquisition and budgetary allocation are two major problems in development of roads. With devolution of power for land acquisition the road department is now in a position to decide its priorities and initiate steps to acquire land. This year we are confident of laying 22 km roads earmarked in the DP," said Vivek Kharwadkar, additional city engineer (roads).
![]() Earlier, the powers to acquire land were with the land acquisition department which bought land as per requests of various departments. The PMC has admitted that the road infrastructure has not expanded in tandem with the increase in number of vehicles. According to the PMC's own data, in the last four decades the city's population has increased four times, vehicular population has increased 87 times while the road length has increased only five times. Projections are that the population of the city will touch 45 lakh by 2021 and 57 lakh by 2031. So the road and transport infrastructure needs to meet not only the existing demand but also cater to the future requirements. "It is a fact that in the last 25 to 30 years road infrastructure has not improved significantly. Now with the municipal commissioner putting forward small, medium and long-term plans for road and traffic we are confident this picture will change," said Kharwadkar. Recently, the built operate transfer (BOT) committee of the PMC approved municipal commissioner's proposal to opt for public private partnership (PPP) model to develop two major roads High Capacity Mass Transit Route (HCMTR) route connecting areas between Bopodi and Hadapsar and Warje-Kharadi road.
The 1987 DP had earmarked internal ring road route connecting areas between Bopodi and Hadapsar with an objective to reduce traffic congestion. The estimated cost for this project is of Rs 1,295 crore. The Warje-Kharadi road estimated with cost of Rs 1500 crore is riverside road project to mitigate traffic problem of the city. The 21.6-km and 30-metre-wide road is planned along Mula and Mutha banks and link the Bangalore- Mumbai highway with the Pune-Ahmednagar highway. "We are going ahead with various models for constructing road network. Initially there was opposition to the BOT model but now all parties have accepted it in the standing committee. This year will see major road network development in the city" said Anil Bhosale, NCP leader in the PMC. Budget of Rs 677.09 crore is proposed for roads and traffic planning this year. With the PMC unable to develop reservations earmarked in the DP, many of the places have been encroached upon. Of the 525 reservations spread over 770 hectares earmarked for various amenities, till date the PMC has developed only 35 per cent. "Notwithstanding the claims made by the PMC, the fact remains that encroachments, shifting of reservations and court cases have stalled development of road network in the city. The PMC administration needs to launch a drive focused on road networking," said Aba Bagul, Congress leader in the PMC.
