MERC, New Proposal For Zero Load-Shedding ModelBy akansha, Section Electricity
The Maharashtra Electricity Regulatory Commission (MERC) reprieve for the Pune model continues despite the lapse of the extended June 30 deadline as the Maharashtra State Electricity Distribution Company Ltd (MSEDCL) has submitted a petition along with a proposal for a new model.
On June 15, MSEDCL submitted a petition before MERC, along with a new proposal for zero load-shedding model for seven revenue districts: Pune, Thane, Vashi, Nagpur, Amravati, Nashik and Aurangabad. The petition was moved after the MERC directed the power distribution company to file a comprehensive petition on or before June 30, failing which the regulatory body would scrap the existing Pune model. The Commission had stated that the comprehensive petition should cover steps taken to incentivise decentralised additional power generation capacity and the road map for the same, steps taken to minimise load-shedding in its licenced area of supply and the road map for the same, road map of MSEDCL to supply continuous power to consumers specifying the milestones to be achieved with time frame and steps taken for appointment of franchisee through competitive bidding process and the road map for the same. Sajag Nagrik Manch president Vivek Velankar said that the latest MSEDCL proposal has several lacunae. He said that in the new proposal, the company has stated that it can acquire 448 MW on a 12-hour basis for the seven cities at an average rate of Rs 7.50 paise per unit, based on rough estimates. However, the 148 MW, which Pune will receive under the new proposal doesn't match as the consumption pattern of a few months last year revealed that an average 300 MW is required to mitigate load-shedding only for Pune.
Likewise, the rate of Rs 7.50 per unit is also hypothetical as prices at times had inflated to Rs 12 to 14. With uncertainty of monsoon this season, the rates proposed by the distribution company can also vary, he added. Besides, the new proposal is totally silent about exemption from reliability charges for domestic consumers who consume less than 300 units per month, which is available under the exiting model. Hence, the exact details of the proposal would only be known when the MERC holds a public hearing to invite suggestions and objections, Velankar observed.
