Central Government Health Scheme (CGHS) Clinics To Be e-Linked To Hospitals

The seven dispensaries under the Central Government Health Scheme (CGHS) in the city are getting fully computerized, a step expected to provide prompt and better services to the one lakh beneficiaries of the scheme, as it will enable the dispensaries to be linked to the 26 city hospitals attached to CGHS.

In fact, one of the dispensaries located on the road to the University of Pune has already been fully computerized, Dr S B Nadoni, Additional Director, CGHS, told The Indian Express. The dispensaries at Mukundnagar, Lullanagar, Camp, Mangalwar Peth and Khadki, as also the one near the RTO will be computerized in phases.

Once the process is completed, the procedure to admit any patient to any of these hospitals will also become simpler, because all they would need is a permission letter, says Nadoni.

Updated reports of the patients and other details will be accessible at Delhi HQ and other centers, once the computerisation process is over The HQ will subsequently be furnished with details of the need for medicines at various dispensaries.

Even as the project is under way, the government has been pushing for a parallel health insurance scheme alongside the CGHS.

The government has invited health insurance consultants across the country to submit their EoI. The invitation for the EoI posted on the Ministry of Health website on June 3 is looking for responses from private insurance companies in the next five months.

Confirming this, R Ravi, Deputy Secretary, Ministry of Health and Family Welfare, said, "We have invited EoI from insurance companies. It does not mean the end of CGHS, as this (a parallel health insurance) can only be a support system for the government scheme. It will take time, around five-six months."

As per the website, the government has invited EoI from insurers and health insurance consultants. The proposed scheme will provide coverage for meeting all hospitalisation expenses up to Rs 500,000 per family per year to beneficiaries subject to stated limits through smart cards. The government expects a minimum of two lakh families to join the scheme in the first year, according to the statement.

CGHS is available in 25 cities while the CGHS employees living outside the CGHS areas are entitled to reimbursement for medical attendance and treatment under the Central Services (Medical Attendance) Rules.

Francis Ellis, General Secretary of the All India CGHS Employees Association, said the Sixth Pay Commission has recommended the introduction of a health insurance scheme in lieu of the CGHS. The proposed scheme shall be voluntary for current set of employees and pensioners but compulsory for future employees and pensioners.

Existing CGHS beneficiaries will have an option to avail themselves of CGHS facilities for OPD requirements and the insurance scheme for inpatient treatment.
