Way Cleared For Formation Of PMRDA, State Legislature Approves Amendment To MRTP ActBy akansha, Section Infrastructure
The state legislature has approved an amendment to the Maharashtra Regional Town Planning (MRTP) Act to clear the final legal hurdle in the formation of the Pune Metropolitan Region Development Authority (PMRDA).
"In the recently concluded Nagpur session,both houses (assembly and council) have approved an amendment to the MRTP Act," state principal secretary, urban development department,T C Benjamin told TOI on Tuesday. "The government has approved seed capital of Rs 50 crore each for Pune and Nagpur metropolitan authorities. The approval will be followed by issuing of a notification." A chapter pertaining to the area development authority has been added to the MRTP Act. Now, development planning and implementation will be carried out at three levels -- regional, municipal corporation and through town planning schemes. Earlier, there was no provision in the MRTP Act for implementing regional plans, Benjamin said. "Now the state can form metropolitan authorities wherever required. Municipal corporations and councils, cantonment boards as well as gram panchayats will come under the purview of a parent body, which will ensure integrated development." "The functioning offices of the PMRDA will be located in Pune and Pimpri-Chinchwad areas. We are initially looking for an office place in Nigdi area," Benjamin said.
In 1997, the government had announced formation of the PMRDA and the assembly had passed a resolution in 1999 in favour of it, incorporating several municipal councils and corporations and 100 villages. The actual formation of the body was pending due to technical reason -- amendment to the MRTP Act. The Metropolitan Planning Committee (MPC) for the PMRDA is already in place. In April 2008, polls to the 30-member MPC were conducted. Development of the Pune region would be undertaken according to the draft development plan (DP) prepared by the MPC. The PMRDA would be the implementing agency for this draft DP. "Formation of PMRDA is delayed. Since April 2008, when we were elected as MPC members, no meeting was held," said corporator and MPC member Chetan Tupe. "We are still in dark about the functioning of the MPC and the PMRDA. We had suggested the CM that the PMRDA should have its operational office in Pune."
