City Centre Plan: Civic Body Fails To Take Decision

The general body meeting of the Pimpri Chinchwad Municipal Corporation (PCMC) on Friday remained undecided on the administration's proposal to give powers to the municipal commissioner to negotiate with developers to construct a city centre at Chinchwad. Instead, it demanded more details regarding the project.

The PCMC has plans to construct a city/business centre on a public private partnership (PPP) basis on the land reserved for a Regional Science Centre in Chinchwad. The state government has approved the change in reservation. Land measuring 1,37,039.46 sq m is reserved for the city centre and 30,000 sq m is reserved for the Regional Science Centre.

Since it is required that a development agreement and lease deed be signed with the developer, the proposal was tabled before the general body suggesting that powers be given to the municipal commissioner to negotiate with the developers and come to an agreement.

Independent corporator Maruti Bhapkar raised the question of whether changes have been made in the development plan (DP) for construction of the city centre.

Corporators Satish Darekar, Shankar Jagtap, R S Kumar, Shashikiran Gawli and others stated that there was a vast difference in the ready reckoner rate and the market price of the land identified for the project.

Pravin Tupe, joint city engineer, PCMC, informed the house that 25 persons had taken tender forms for the project out of which 17 were found to be eligible. A panel of five members had selected Hafeez Contractor's design. "The PCMC will not make any investment in the project and the developer will construct the centre. He has been given permission to obtain a loan for the project. The state government has approved changes in the project. The developer that gives the highest and appropriate amount to the PCMC will be given the land," he said.

The corporators were not satisfied with Tupe's explanation and demanded that the proposal be kept pending. Bowing to their demands, mayor Aparna Doke announced that the proposal would be kept pending.

The general body meeting also witnessed noisy scenes during the discussion on the proposal to divert funds from one head to another. Independent corporator Maruti Bhapkar pointed out that a decision was taken while discussing the annual budget that no changes would be made in the draft budget prepared by municipal commissioner and will be approved by general body as it is.

He alleged that he was not taken into confidence by the civic administration while taking a decision to construct an auditorium in his ward on build operate transfer (BOT) basis. He wanted to know what would happen to the Rs 2.5 crore approved by the administration for the projects and another Rs 85 lakh diverted from other projects in his ward in his ward.
