Fare Is Not Fair: Implementation of Meter-System For Rickshaws In PCMC Limits Becomes ContentiousBy Dr arvind, Section Local Transportation
The Regional Transport Office (RTO) in Pimpri-Chinchwad is pressing for the implementation of fares based on the meter system for rickshaws plying within the municipal corporation limits. Speaking to TOI on Monday, assistant RTO H.S. Gadsingh said the RTO wants to implement metre-based fares for the benefit of passengers.
The traffic police, the RTO and the Pimpri-Chinchwad Municipal Corporation (PCMC) have in the past made more than three unsuccessful attempts to implement the system. Rickshaw drivers here charge exorbitant rates for even small distances and people are forced to face many hardships. Reacting to the demand of the traffic police and the RTO to ply by the meter, Amir Shaikh, executive president of the Pimpri-Chinchwad unit of the Rickshaw Panchayat said, "We are not opposed to the meter system. But the topographical realities in PCMC are not conducive for it. Human settlements are scattered around the township and hence, rickshaw drivers do not get passengers on their return journey. "The argument of the drivers that the meter fare system is not feasible is not correct. It was in force around five to 10 years ago. The number of settlements in PCMC has increased with rapid industrialisation and urbanisation. The meter system can definitely be started in the main localities of the township," said Gadsingh.
He also said the RTO, with just seven officers, is facing a manpower crunch and needs help from the traffic police to implement the meter system. The RTO is empowered to take action against vehicles and the traffic police is empowered to take action against people. It is therefore necessary for both to work jointly so that action can be taken against illegal ferrying of passengers, flouting of rules and to maintain traffic discipline. Co-ordinator of the Pimpri-Chinchwad unit of the Akhil Bharatiya Grahak Panchayat, Ramesh Sardesai, said the meter fare system will be very beneficial for the public and should be implemented soon. Often, rickshaw drivers are very rude and demand exorbitant rates for short distances. He supported the RTO and traffic police drive against the erring rickshaw drivers and said that such drives should be conducted every fortnight.
