PMC's System To Track Properties On Lease, started mapping its estates (built-up properties) In cityBy sachiv, Section Real Estate
In an initiative that could mean crores of rupees for the civic body, the Pune Municipal Corporation's (PMC) land and estates department has started mapping its estates (built-up properties) across the city.
The exercise of mapping the properties on Geographical Information System (GIS) platform -- which began last week -- aims at compiling detailed data of all the properties owned by the PMC. This is to help determine whether there has been an evasion of rent payment and misuse of properties. Speaking to TOI, deputy commissioner (land and estates) said there could be approximately 5,000 such properties within the PMC limits, worth around Rs 1,000 crores. "But, no details regarding these properties are available. Moreover, the available data is not sufficiently catalogued. In fact, there is no fixed system to recover the rents. However, data entry of this information is now being done by a group of 20 people and five different components have been included in the software," Mandhare said. He elaborated that the software will have a description of the leased property, agreement between the PMC and the party, monitoring aspects, the duration for which it was leased and uses for which the properties have been leased. "This will help us find out whether there is any property that is being misused or is being used for purposes other than for what it was leased out. We will also be able to figure out whether the lease duration has expired or there are pending dues. Such details of each and every property in the city will now be available," Mandhare added.
He pointed out that the system will also help restructure the rent rates, which have not been revised for a long time due to unavailability of data. Once the exercise is over, Mandhare said, it is on the cards to formulate a system which will generate reports on the first of every month as to which property agreements have expired or what dues are pending etc. "There are so many small and big properties leased out by the PMC that until now there was no way to find out who has or has not paid the rent. Law-abiding citizens pay the rent on their own, but there might be many who are evading their responsibility. Once the system is in place, we may see rent and property recovery to the tune of a few crores of rupees," Mandhare said. Source: TOI, 17/04/2008
