Now, Entrance Exam For Ph.D, M.Phil, Admissions To Be Based On Merit

Imagine spending seven years researching the colour of tomatoes or working on a thesis to examine the various moods and expressions of Osama Bin Laden on television. These and many such similar research projects, which have been cleared by various universities, has now prompted a call for an immediate need to "formalise" M.Phil and Ph.D admissions.

The University Grants Commission, in a recent note sent to all state universities, has stated that students should appear for an entrance examination for admission to both these programmes. The note states: "Admission should be based on combined merit of the entrance exam and interviews conducted by the universities." Some universities now do not have any minimum eligibility for students who want to pursue a Ph.D and some of others (like the University of Mumbai) admit students to Ph.D programmes if they have 55% overall marks in their masters' programme.

But Central institutions like the Jawaharlal Nehru University, the Tata Institute of Social Sciences and the Delhi University hold an entrance exam for doctoral courses. The UGC adds: "The informal methods currently used in some universities for admission to Ph.D need to be discontinued and admission methods to these high-level research courses should be made formal and transparent."

The Indian Institutes of Technology have for sometime adopted the entrance exam route to Ph.D programmes; others, like the University Institute of Chemical Technology (UICT), have also adopted it more recently. IITBombay English literature faculty Milind Malshe said an entrance exam was essential as a first-class postgraduate degree from one university often did not compare well with that of another. "There is so much variation in the quality of masters' programmes across universities that marks say nothing about the quality," he added. He also believed that entrance exams should test candidates' aptitude for research as masters' programmes did not do so.

UICT director J B Joshi echoed him and added that exams helped the institution "place the right kind of students in the right place". Only a hundred of the 500 fellows who applied for Ph.D this year at UICT were taken.

The University of Mumbai merely receives research proposals, places them in the research and recognition committee and clears the requests. Political scientist B. Venkatesh Kumar said it was time one looked at the "quality" of doctoral work than numbers.
