City Should Enter Into Direct Contract With Power Firms: ExpertBy Dr arvind, Section Electricity
Energy experts and activists on Friday advocated sustained vigilance and public pressure on Maharashtra State Electricity Distribution Company Ltd (MSEDCL) and its franchisee Tata Power Trading Company Ltd (TPTCL), to ensure that the Pune model of zero load-shedding is continued in the future.
These views were expressed at a workshop on Pune model of zero loadshedding organised by the Institution of Engineers to mark its golden jubilee. Jayant Deo, managing director and chief executive officer (CEO) of Indian Energy Exchange presided over the workshop. Addressing the gathering, Shantanu Dixit of Prayas energy group said that though they had earlier estimated 150 MW as sufficient energy to keep Pune free from load-shedding, MSEDCL increased this requirement to 304 MW. "There is no scientific basis and justification for the revised demand stated by the MSEDCL. We first need to establish the exact requirement of power for Pune," he said. Dixit also pointed out that even TPTCL has failed to supply 150 MW power from October 1 onwards despite making an advance contract at an average rate of Rs 8.54 per unit. "Tata power has been able to supply only 45 MW to 90 MW per day and we need to be vigilant and see if the franchisee is honouring its agreement," he said. Dixit felt that the success of Pune model has taught us that the society can solve its problems if its different sections, like consumer organisations and industry bodies come together to find solutions. "It has also taught us that consumers have to be extremely vigilant in the entire process," he added. Vivek Velankar, founder of Sajag Nagrik Manch, charged that it was carelessness on MSEDCL's behalf and its failure to forecast the demand and supply correctly that has hindered the smooth functioning of the Pune model. "MSEDCL had admitted in its own affidavit, filed before the Nagpur bench of the Bombay high court, that some of its officials were not following the load shedding protocol and had to be pulled up," he said. Velankar added that load shedding was not being done as per the timetable in some areas because of pressure from local leaders. "This pressurises the entire distribution system, but the MSEDCL has not taken any corrective action. It has just increased the load-shedding hours instead of ensuring that the timetable is followed strictly," he stated.
Velankar said that MSEDCL has been dragging its feet in installing the automatic meter reading system, which will enable officials across the state to keep a watch on whether the load shedding time table was being followed or not. "Unfortunately, neither the state government nor the Maharashtra electricity regulatory commission, has shown the will to make MSEDCL toe the line," he said, adding that TPTCL should also be asked to come clean on why it failed to supply 150 MW as agreed in April this year. Jayant Deo said that time has now come for Puneites to take the next step and enter into a direct contract with a power company that will supply the requisite MWs of power to the city. "Gurgaon in Haryana is in the process of entering into such a contract and I feel that Pune should also follow suit," he suggested. Deo said that it is unfortunate that upcoming metropolitan cities like Pune are having to worry about load-shedding and reliability of power supply, when they are aspiring to compete with the world. "Reliability in foreign countries mean only one hour power interruption for every 1 lakh hours. Pune can dream of achieving this kind of reliability only if it solves its energy problems," he said. Underlining the importance of reliable power supply, Deo pointed out that if 1 KW hour power is denied to people, it results in losses amounting to Rs 34 to Rs 112. "Similarly, supply of 1 KW hour power results in generation of Gross Domestic Produce of Rs 100, which in turn yields taxes worth Rs 15," Deo added. TNN
