Website To Give Info On Defence Accounts

Defence accounts of Southern Command, totalling about Rs 1,000 crore in the source and miscellaneous expenditure section, which include training, information technology and incidental expenses, will now be up for public scrutiny in real time.

This has been made possible through the new website of the Principal Controller of Defence Accounts (PCDA) of Southern Command in Pune, which was launched on Monday.

The PCDA is the principal defence accounts maintenance body in the Southern Command of the Indian Army and, besides serving as a co-ordination centre with other zonal controller's offices, is also involved in direct accounting of defence expenditures in Maharashtra, Gujarat and parts of Rajasthan.

The website http://pcdasc.mah.nic.in was formally launched by Jnan Prakash, controller general of defence accounts (CGDA), at the PCDA Southern Command office. Speaking on the occasion, Prakash termed the website as a major attempt towards expanding the frontiers of information technology in an age when sharing government information with the general public had become the norm.

"The internet is the tool of the future and besides enhancing the visibility of our organisation as a centre of excellence, the website will also increase our accessibility to the public at large," he said.

Regarding fears of manipulation of data or access to sensitive materials by anti-social elements, Prakash said the website has been designed with a controlled access model, which conforms with the security standards of the Ministry of Defence (MoD).

The website was first conceived in early 2006 and designed by a team of in-house experts. One of the most important features of the site will be real time data on the 1.47 lakh pay accounts of army jawans handled by the Pay Accounts Office of Artillery in Nashik.

Abhijit Basu, principal controller of PCDA Southern Command, said the site will be updated on a weekly basis. "But we are talking with the National Informatics Centre, which is the nodal agency for website handling, to update the site on a daily basis," he said.

In addition to general information about the origin, development and work of the PCDA, the site has pages on accounts, administration, audit, training programmes and grievances, besides links to some other account bodies maintained by the government.

The website also contains details of allotments, expenditure, balance amounts under each head of account and details of bills passed by them.
