PMC Bats For Greener City,Accepts Recommendations For New Tree Standards

An expert committee formed by the Pune Municipal Corporation (PMC) to look into the tree cover in the city has recommended new standards for tree plantation on development plots to help increase tree density.

The committee, comprising tree experts, architects and officials from the PMC city engineer's office, has made the recommendations for stabilising and supporting tree proliferation and conservation considering the large-scale constructions going on in the city.

One of the most important recommendations are the new standards for tree plantation, which include: one tree per 100 sq. m. for plots measuring less than 500 sq. m.; one tree per 60 sq. m. for plots measuring more than 500 sq. m. and upto 2,000 sq. m. and one tree per 80 sq. m. for plots measuring more than 2,000 sq. m.

Currently, the rules is that one tree should be planted on 100 sq. m. in a developed plot. However, the rule is applied to all sizes of plots. No bifurcation is made even if the size of the plots are bigger.

Speaking to TOI, municipal commissioner Pravinsinh Pardeshi said that the recommendations have been accepted by the PMC and also have been deliberated with members of Promoters and Builders Association of Poona (PBAP).

"The builders have accepted the recommendations and have agreed that tree cover in the city needs to be increased. We will be implementing the recommendations by making them as one of the conditions while giving building permissions," Pardeshi said.

He, however, added that the enforcement of the new rules would be implemented considering individual cases.

"We would look into each plan, because there would be limitations in some cases where the shape of the plot makes it impossible to implement the above rules, so each case will be considered separately," Pardeshi said.

He added that other recommendations like using interlocking blocks instead of paving inside the development plot has also been accepted because it allows soil aeration and retains moisture.

Another recommendations is that buildings having commercial activities at the ground floor (such as shops, showrooms and restaurants) should plant one tree per 4.5 m with respect to the width of the building in the front margin area. This will be inclusive of the number of trees to be planted in that plot as per the above standards.

Speaking to TOI, Tasneem Balasinorwala of Pune Tree Watch, a member of the committee, said that discussions were held and brainstorming was done for 2 months to arrive at the recommendations for increasing the tree cover.

"We have also made certain recommendations like that the garden department must publish a list of important trees (such as rare, specie-based, heritage trees for reference). With the identification of such trees, any construction or `development' activity must be moulded with design changes to ensure that the tree is left absolutely unharmed," Balasinorwala said.
