PMC Steps Forward, Offers Financial Balm To Harried Conservancy Dept Employees

Shaken by The Indian Express report highlighting the pathetic working condition of conservancy staff, the Pune Municipal Corporation - which had promised to initiate drastic measures on this count has now actually stepped forward to offer solace to Class IV employees. The civic administration has proposed to increase the financial assistance - from Rs 15,000 to Rs 50,000 to the kin of deceased employee of the conservancy department. This will be in addition to the Rs 50,000 life insurance cover which it had decided to restore after the Express report.
In its proposal placed before the standing committee today, the civic administration said The Indian Express had highlighted the high mortality rate of conservancy staff in the city and the extreme conditions in which they work. Union Social Justice secretary Arvind Prasad, who had visited the city, suggested measures to improve the working condition of the conservancy staff. "PMC had announced the increase in financial assistance to the kin of conservancy staff. As per the announcement, the committee should now approve the sanction of additional Rs 35,000 per person as financial assistance," Municipal Commissioner Praveensinh Pardeshi said in the proposal. On October 17, PMC had announced that it will increase the financial assistance to Rs one lakh to the family of conservancy staff in the event of death. After the Express report, it had decided to restore the life insurance cover for the conservancy staff. The life cover for PMC Class IV employees was scrapped in July after the Life Insurance Corporation of India communicated its unwillingness to extend the facility due to high mortality rate among the conservancy staff. Meanwhile, in view of the increase in jurisdiction and shortage of staff, the civic administration has proposed to allot the conservancy work of the 23 merged villages on contract basis. Tabling the proposal in standing committee meeting scheduled on November 27, the civic ad ministration said the city was growing at a rapid pace while it was facing shortage of conservancy staff to clean up the newly included area.
The PMC area has reached 244 sq km after the merger of 23 villages and the population has crossed 32 lakh while further increase was anticipated with the growth of information tech nology, bio technology and educa tional institutes in the city, it said. The PMC has divided 14 wards into 3968 zones for cleanliness where in 1,879 sweepers are employed and 15-20 per cent absenteeism daily in the conser vancy departments puts pressure on the staff on duty. "In old PMC jurisdiction, there is at present only one sweeper per 50,000 people in the highly dense locality and one per 75,000 people in less dense lo cality. There are frequent complaints about cleanliness from various parts of the city," Pardeshi said in the pro posal. The civic administration has handed over cleanliness of four roads on contract basis and plans to soon include 54 roads in the various wards, he said, adding, two mechanised sweeping machines will soon be introduced for cleanliness purpose on pilot basis. However, various conditions have been put on interested contractors to carry out the cleanliness work. The contractors have to ensure there is one cleanliness staff per 30,000-35,000 people in highly dense locality while one staff per 75,000 people in less densely populated locality.
