Regional Transport Office To Put Trafficop-Type System In Place Soon

The Regional Transport Office (RTO), Pune, will soon introduce a project similar to Pune traffic police's `Trafficop', whereby the RTO will keep a check on vehicles' movement, traffic discipline, tax payments and documents, including permits.
The state transport department sent a communication in this regard to the RTO on Tuesday, telling them to implement the project, which is similar to Trafficop.
Speaking to TOI, a senior officer from the RTO said, "The project will be introduced over the next 15 days, in the jurisdiction of Pune and Pimpri-Chinchwad RTOs. The system will help us identify cases of vehicle-tax evasions, overloading and lack of proper permits, among others."
The state government is yet to name the project and will do so soon, he said. "The project will be introduced in association with the science and technology park (STP). The STP will provide the basic technology, control room and software backup."
The officer said, "During the first phase, we have requested for around 30 blackberry handsets, all of which will be given to on-duty RTO inspectors. The handsets are high-tech and users (the inspectors) will be able to generate prints of a case on the spot. Similarly, details of all such cases will be stored on a computer server on a daily basis. Inspectors will be able to share case details with the control room and senior officials at the main office."
Also, recently, the `Trafficop' project of the Pune traffic police department received a onemonth extension. The project was introduced in November, 2009, and has achieved significant success so far.

Traffic Restrictions In Pimpri Market Area

In order to reduce traffic congestion in and around the Pimpri market area, the traffic police have proposed a ban on heavy vehicles in the area during the morning and evening peak hours.
The traffic department was initially planning to ban plying of heavy vehicles in the area throughout the day, but it later revised its plan after vehicle owners and operators opposed the same.
Deputy commissioner of police (traffic), Manoj Patil, told TOI on Thursday that the ban was being implemented to give some relief to owners and operators of heavy vehicles. Traffic police have now invited suggestions and objections from citizens on the proposal.
The ban will be in effect from 9 am to noon and from 5pm to 10 pm. Light vehicles, including threewheeler and four-wheeler, have also been banned in the area from 5 pm to 9 pm everyday.
However, the ban excludes emergency service vehicles like fire brigade, police vehicles and ambulances.
Suggestions and objections may be sent by March 11 in writing to DCP, traffic control branch, Sadhu Vaswani road, Pune-1.

Civic Panel Bans Parking Fees At Malls, Multiplexes

In what could be a big bonanza for the general public, the City Improvement Committee on Wednesday passed a resolution banning all malls, multiplexes from charging any money to vehicles parking on their premises.
Chairman of the City Improvement Committee, Kiran Vartakke, said there was no justification for the mall and multiplex owners to charge parking fees when the Pune Municipal Corporation (PMC) has allotted each of them with additional FSI to accommodate more and more vehicles in their parking lots.
The practice of charging parking fees is illegal and needs to be discontinued immediately, Vartakke said.
The City Improvement Committee's decision, however, will have to be ratified by the general body of the corporation.
Apart from the delay it causes, the spirit of the City Improvement Committee will also have to be accommodated in appropriate rules to become enforceable.

Centre Asks For `Uniformity' In BRTS Project

The central government has asked the PMC and PCMC to bring regularity to the implementation of the BRTS project.
"Central government officials recently visited Pune and Pimpri Chinchwad and asked that both municipal corporations co-ordinate and bring uniformity to the project," said NCP corporator Ajit Apte.
The PMPML has written a letter to Pune Municipal Commissioner Mahesh Zagade, saying that the two routes should not overlap and instead should be corroboratory. The buses, bus stops and other infrastructure should be similar in both municipal corporations, says the letter.
Corporator Ujwal Keskar said that the PMPML had no right to tell the PMC what to do as far as the BRTS was concerned. Already the project is delayed, he said, as the administration had said it would start the BRTS by April.
The municipal commissioner had recently announced that the pilot 12.2 km Hadapsar- Swargate-Katraj BRTS route would be ready by April.
The BRT project covers a distance of 117 km. In the first phase, the PMC intends to formulate a 52-km stretch across the city. The remaining will be done in the second phase of the project.
Under JNNURM, the central government has sanctioned Rs 62 crore for implementation of the BRT system in the initial phase. The urban development department further approved Rs 476 crore funds for the 10 phase I routes across the city. A total of Rs 1,000 crore has been approved `in principle' for the entire BRT project, including phase II.

Implement The Pay-And-Park Scheme From Today

The Pune Municipal Corporation (PMC) and the traffic police will implement the pay-and-park scheme for two-wheelers and four-wheelers on Apte, Bhandarkar, Law College, Kumathekar and other roads near the Council Hall (see box) from Wednesday.
Four-wheelers would be charged Rs5 for an hour and Rs15 for next 10 hours. Two-wheelers would be charged Rs2 for an hour and Rs5 for next 10 hours. The monthly pass for four-wheelers would be available at Rs450, while for two-wheelers it would be Rs150.

Local residents would be given monthly passes at a concessional rate of Rs100 per month for a four-wheeler and at Rs50 per month for a two-wheeler. Charges would be applied to vehicles parked in the by-lanes of designated roads till 65 metres from the junction.
Contractors for pay-and-park scheme have been empowered to apply jammers to vehicles where parking fees are not paid. The contractors have been empowered to recover fine of Rs500 for such four-wheelers and Rs100 for two-wheelers.
Regional ward officers have been given the authority to certify concessional passes for local residents.

Civic Body Disappoints Public, Only 40% Of BRTS For Bus Lane

Under attack for the improper implementation of the Bus Rapid Transit System (BRTS), the Pune Municipal Corporation (PMC) made it clear that only 40 per cent of the proposed 117-km BRTS in the city would have a dedicated bus lane.
"The BRTS project will create a dedicated bus lane only on 40 per cent of the route," said Srinivas Bonala, PMC Traffic Planner. He said that this was the plan from the beginning, but the public had misunderstood that dedicated bus lanes would be there throughout the stretch, even on congested roads.
Traffic activist Sujit Patwardhan said it was only recently announced by the PMC that 40 per cent of the BRTS route would have a dedicated bus lane. "It is fraudulent to have a mere 40 per cent of the dedicated lane in the name of BRTS. Thus, most of it is mere widening of the road," he said. Patwardhan said that the PMC was only keen on receiving funds under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM), and not in proper implementation of the BRTS.
"As per the plan, the PMC will erect barricades in the middle of some roads for the bus lane while the rest of the routes will not have any barricades," Bonala said.
This is because many roads are not wide enough to have dedicated bus lanes. "Amenities such as cycle track and footpath will be given priority, but in some places due to the lack of space, this would not be possible," he said.

BRTS Infrastructure Works Face Delay

Work on creating pedestrian facilities, installation of bus-shelters and other road infrastructure works for the proposed BRTS routes in the city has faced a major delay.
The Pune Municipal Corporation, which had planned to start the works this month, will have to wait for at least two to three more months. The delay has been caused because there has been no response to the bids floated by the PMC for the works. The civic body on Tuesday was forced to issue fresh tenders for the works costing around Rs 1.95 crore.
The PMC officials said when the first tender was floated a couple of months back, there was no respons.
While the corporation is yet to implement the pilot BRTS with all the basic features on the 17-km Katraj-Swaragate-Hadapsar route, in the second phase, it plans to implement the system on 11 routes at a cost of Rs 98 crore. The total road length to be covered will be over 101 km. The PMC has announced it will complete the pilot BRTS with all its features by April 1.
Taking a cue from the difficulties faced in implementing the pilot BRTS, the municipal corporation has decided that dedicated bus lanes will be provided only on those roads where the width is more than 30 metres. On other roads, where the width is less than 30 metres, the buses will move in demarcated lanes in mixed traffic. At least three lanes will be available for private vehicles. The PMC has already widened and concretised many of the roads where the BRTS work is proposed to be taken up. All roads will have proper footpaths, civic officials said.
Unlike the pilot BRTS, where there are overtaking lanes for buses, such lanes have not been planned in the new routes. The bus stops too will be staggered, which means that two bus stops (for buses going in opposite directions) will be separated by some distance. Similarly, bus stops will not be located at traffic junctions, but will be a few metres away. Each junction will have safe pedestrian crossings and pedestrian refuge. The PMC has also announced that an independent cell for smooth implementation of BRTS will be created soon.

Heavy Vehicles To Be Banned From Entering City

The traffic police have decided to curb the movement of heavy vehicles within the city, by diverting them to roads outside the city.
Multi-axle vehicles, containers and contract carriage vehicles carrying passengers will be prevented from entering the city.
In a survey carried out by the traffic police, it was found that nearly 82 per cent of heavy vehicular traffic go through the city to get from one highway to another. These vehicles are headed towards places like Solapur, Mumbai, Ahmednagar, Nashik and Kolhapur and cause severe traffic problems, as well as accidents in the city.
Speaking to reporters on Tuesday, deputy commissioner of police (traffic) Manoj Patil said that several accidents have taken place because of the movement of heavy vehicles in the city.
Statistics reveal that of the total fatal mishaps that took place in 2008, 28.6 per cent were caused by heavy vehicles. In addition, 12.99 per cent of serious mishaps were caused by heavy vehicles. In 2009, the percentage of fatal mishaps was 24.8 per cent, after various curbs were implemented on the movement of heavy vehicles at night.

Haphazard Parking To Invite Fine From February 1

Beginning February 1, the traffic police will take action against vehicles parked haphazardly and obstructing the smooth flow of traffic in the Pimpri market area.
Also on February 1, the Pimpri Chinchwad Municipal Corporation (PCMC) will conduct an anti-encroachment drive, said Pimpri Chinchwad deputy mayor Dabbu Aswani on Saturday. The corporation will take action against shopkeepers encroaching on the roads in the market area. These measures are expected to solve vehicular congestion and traffic problems in the Pimpri market areas.
Aswani said, "The PCMC and traffic police have identified areas for parking in the market and painted white lines on the roads. Vehicles should be parked inside the white line."
Speaking to TOI on Saturday, Dilip Gawde, assistant commissioner and Zone B officer, said that the PCMC has created three free parking lots in the market areas. Visitors to the market should park their vehicles at these parking lots located at the old vegetable market, the open plot near new vegetable market and on open plot near Sai chowk. Visitors can also park their vehicles along the roads, but inside the white line.

PMPML Will Not Get 500 Buses By March, Misses Deadline Again; Delivery By End Of July

After numerous extensions to its previous deadlines for procuring buses sanctioned under the JNNURM, the PMPML now has once again realized that it cannot meet its self-imposed new deadline, which was March-end, to obtain 500 new buses.
Going by the present official accounts, the process of procuring the buses will take another six months that is, the buses would be delivered only after the end of July.

Incidentally, the news of the delay in procuring the buses comes at a time when the Pune Municipal Corporation (PMC) is pushing the Rs 6,000-crore metro rail project, for which substantial funding will be required from both the state and the central governments.
BRTS cell to start next week
Next week, the PMPML will start an independent BRTS cell to oversee the operation of buses on the pilot BRTS routes from Katraj to Swargate and from Swargate to Hadapsar. The cell will also look into commuters' grievances, PMPML officials told TOI. The cell will also work to improve the image of the BRTS, the officials added. Traffic and transportation experts had been demanding an independent BRTS cell. They had argued that in the absence of a BRTS information cell, there was no authority that could be held accountable for the early completion of the project and to ensure its smooth functioning.
Installation of bus shelters
The PMPML will soon invite tenders for installing bus shelters at bus stops. According to PMPML officials, a survey has been carried out regarding the bus shelters and the process of installing proper bus shelters will start soon. Several commuters' groups have been demanding that the transport body should install proper bus shelters.

DCB Okays Collection Of Vehicle Entry Fee From February 1

The monthly meeting of the Dehu Road Cantonment Board (DCB) on Monday approved a resolution to collect vehicle entry fees from commercial vehicles passing through the cantonment limits. The DCB will collect Rs 20 per vehicle from light commercial vehicles and Rs 40 from luxury and mini buses.
The DCB will start collecting vehicle entry fees from February 1 and become the third cantonment in Pune district to collect such fees. Speaking to TOI, Prasad Chavan, chief executive officer (CEO) said this is one of the revenue generation measures being taken by the board.
Chavan said, "The cantonment can collect vehicle entry fees under the provision of section 67 (e) of Cantonment Act, 2006. The DCB plans to collect vehicle entry fees from only those commercial vehicles that ferry passengers or carry tourists. Rickshaws, school buses, ambulances and all vehicles of Union government, state government, cantonments and municipal corporations have been exempted from it."
The board expects to collect Rs 30,000 to 40,000 per day through the vehicle entry fees. "The residents of Dehu Road will not have to pay the vehicle entry fees," Chavan clarified.
He said, "The DCB has an octroi department and octroi posts so no private contractor will be given the contract to collect vehicle entry fees. The cotroi department employees will conduct the collection. These posts are located on both ends of the old Pune-Mumbai highway, westerly bypass at Mamurdi and Zendemala on the border of the Dehu village."

Gopinath Munde Welcomes Metro Project, 250 Cars, Over 1,000 Two-Wheelers Can Be Parked

The Pune Municipal Corporation (PMC) has built a state-of-the-art, five-storey public parking lot at Narayan Peth in the heart of city.
Deputy leader of BJP in Lok Sabha Gopinath Munde on Sunday evening inaugurated the facility, which cost the civic body over Rs4.5 crore.
Around 250 cars and over 1,000 two-wheelers can be parked at the facility. It has been named after sports organiser Haribhau Sane.
According to PMC officials, it will go a long way in solving the parking problem in congested areas like Laxmi Road, and Kelkar Road.
They said the six-metre wide ramp has been constructed so that vehicle owners can drive their vehicles to different floors for parking. Later, the PMC will set up vehicle elevators.
Speaking after inaugurating the facility, Munde said all possible solutions, including the metro plan, should be implemented to solve the city's traffic problems.
BJP MP Prakash Javadekar, MLAs Girish Bapat and Madhuri Misal, chairman of standing committee of Pune Municipal Corporation (PMC) Nilesh Nikam and group leader of BJP in PMC Mukta Tilak were present.

Radio Autos To Hit City Roads, Scheme Will Be Implemented Within The Next 6 Months: RTA

 The Regional Transport Authority (RTA), Pune, will start radio autorickshaws (autos on call) in the city. These autos will have global positioning system (GPS) and electronic meters.
The decision was taken at a meeting chaired by divisional commissioner and RTA chairman Dilip Band at the Council Hall in the city on Friday.
Deputy commissioner of police (traffic) Manoj Patil, regional transport officer, Pune, Chandrakant Kharatmal, joint managing director of Pune Mahanagar Parivahan Mahamandal Limited (PMPML) Satish Kulkarni and RTA member Baba Shinde were present.
The radio autos will be run under the ambit of PMPML. The transport utility will set up a separate call centre for such autos, said Band, adding that the scheme would be in place within the next six months.
These autos will be linked with the call centre. If a passenger/customer calls an auto, the call centre will direct the nearest auto driver to go to the caller's house.
The RTA will issue tenders to run the call centre in Pune by private companies. The PMPML will get Rs1 per call from the call centre.

Pay-n-Park Scheme Extended, Second Phase On JM, FC Roads; Lanes, Bylanes Also Included

Making changes to its pay-and-park scheme, the Pune Municipal Corporation has decided to extend the scheme to sub-roads and lanes with immediate effect.
In a statement issued on Thursday, the PMC also said that parking of vehicles up to 15 metres from main junctions has been banned and those violating the rules will be penalised. Such no-parking areas will be marked with yellow lines.
PMC's additional city engineer said that the civic body had received complaints about parking of vehicles on sub-roads and lanes. So, a decision has been taken to include these roads in the pay-and-park scheme.
On January 8, the PMC had announced that it will launch the second phase of the pay-and-park scheme on the JM and FC roads.
For two-wheelers the parking rates will be Rs 2 for the first hour. Above one hour and up to 10 hours the rate will be Rs 5. For four-wheelers, the rates are Rs 5 and Rs 15, respectively.
A monthly pass for twowheeler parking will cost Rs 150, while for four-wheeler parking, the rate will be Rs 450. However, local residents will get the monthly passes for Rs 50 and Rs 100, respectively. One family will get only one pass and it can be used only on the road for which it is taken.
The PMC has warned that vehicle owners refusing to pay the charges will be penalised. The civic body will use jammers on such vehicles and impose a fine of Rs 500 for four-wheelers and Rs 100 for two-wheelers.

Marathi Must For All Applicants For New Cab Licence

Maharashtra's Congress-NCP government today stoked a new controversy involving identity politics by mandating that all applicants for new taxi permits should know to read and write Marathi, besides reaffirming an existing rule that they also have to be residents of the state for at least 15 years.
Although the decision applies to the entire state, it is seen as mostly relevant to the capital Mumbai where the government has allowed 55,000 taxis to operate in various categories, including the ubiquitous blackand-yellow Premier Padminis or Fiats which have long been icons of the city.
However, of the 55,000 permits, only 31,000 are in use officially. And more than 25,000 of these are the ordinary blackand-yellow variety. A majority of these ordinary taxis are known to be driven by migrants from Uttar Pradesh and Bihar, who were at the receiving end of an anti-migrant campaign by Raj Thackeray's Maharashtra Navnirman Sena (MNS) launched in 2008.
The timing of the decision, which was passed by the state cabinet today, was surprising.
Observers reckoned a political motive was apparent, but it was not clear what it aimed to achieve. The Congress-NCP alliance came to power barely three months ago with a bigger mandate, and is now firmly in the saddle for five years.
Some Congress sources, however, said the move smacked of an attempt to push the MNS on the backfoot, and strengthen the government's pro-Marathi credentials at a time all major political parties in the state are trying to boost their organization and have launched, or are planning to launch, major membership drives.
State Transport Minister Radhakrishna Vikhe-Patil, the prime mover behind the decision, said that Wednesday's decision would be applied when the 24,000 permits that have been lying dormant come for renewal.
