PCMC To Prepare New Parking Policy, Focus On Proper Planning For Pedestrian Facilities

The Pimpri-Chinchwad Municipal Corporation (PCMC) is planning to come up with a comprehensive parking policy for the twin township area.
Expressing the need for such a policy, municipal commissioner Ashish Sharma on Tuesday said that pedestrian safety issues need to be considered comprehensively while planning for road traffic and transportation projects.
Sharma, who was speaking at a symposium on land-use and transporation in Pimpri on Tuesday, said that the present approach regarding parking policy is ad hoc and that there is an urgent need for a comprehensive policy.
Stressing on proper planning for pedestrian facilities, Sharma said that proper footpaths should be provided on all roads. While planning for footpaths the preference should not be on vehicles. Ways and means should be found out to prevent the encroachments that often result due to wider footpaths.
Issues like whether footpaths should be at the road level or at a higher level, need to be addressed, he said. The symposium was organised jointly by PCMC, Pimpri-Chinchwad New Town Development Authority (PCNTDA) in association with Institute for Transportation and Development Policy (ITDP) and GEHL associates.

Now, Contractors To Maintain BRTS Corridor, Work Includes Putting Up Signages, Painting Lanes

The Katraj-Swargate-Hadapsar pilot bus rapid transit system (BRTS) corridor will soon be given to private contractors for maintenance on a build-operatetransfer basis.
The maintenance works will include putting up of road signages, painting of lane markings and pedestrian crossings. It will also involve appointment of traffic wardens, who, along with the traffic police, will prevent private vehicles from entering the BRTS lanes. Civic officials said the wardens will work under instructions from the traffic police and will not have the powers to collect any fine. It may be noted that the BRTS corridor has been in the news for all the wrong reasons since there is no way to prevent private vehicles from entering the bus lanes. State transport vehicles, company buses and emergency vehicles, like ambulances, continue to use it as thoroughfare.
Speaking to TOI, Pune Municipal Corporation's (PMC) additional city engineer and traffic planner Shriniwas Bonala said the maintenance works will only comprise general cleanliness and ensuring proper road signages. The PMC will continue to be responsible for overall works, such as asphaltation, and other repair works. Although the tenders were invited recently, there is no fixed time by which the parties will be finalised.
The private contractors, who will be allotted the maintenance work, will be allowed to put up gantries along the two corridors and implement necessary works out of the advertisement revenue earned.
Meanwhile, the PMC has also invited tenders for private sponsorship to initiate tree plantations along the BRTS corridor and beautification of junctions. Civic officials said certain stretches have been identified for this purpose.

Parking Woes At Kalyaninagar, Unauthorised `Pay & Park' In Bylanes Is Creating Chaos

 Residents of Kalyaninagar are facing a major problem with the pay-and-park system introduced in the locality recently. Residents said that parking on both sides of the road and unauthorised `pay and park' in the bylanes were creating chaos. They also complained that the locality, which was totally a residential area, has turned into a highly commercial one with IT parks and shopping malls coming in.
Col (retd.) Pratap Chavan has brought this problem to the notice of the Pune Municipal Corporation (PMC), which has turned a blind eye to it. Chavan said, "The contract for pay-and-park system has been given to a private contractor for two years. The PMC has authorised the contractor to run this service on particular roads. However, the pay and park system has been extended to bylanes as well, which is unauthorised."
According to a PMC letter, the pay-and-park service is applicable only from Gold Adlabs to Kalyaninagar bridge, from Gold Adlabs to Bishop's school, to Kalyani bungalow, from Gold Adlabs to HSBC Bank to Desai chowk and from Nagar road to Don Bosco school. However, residents said that lanes and bylanes, such as the ones opposite Jogger's Park, besides Mamata market, and road no. 11 among others have also been made pay and park.
Local resident Nirmala Kheny said, "The roads in Kalyaninagar are not wide enough for parking as it used to be a purely residential area till the IT companies and commercial establishments came up. Still cars are allowed to park on both sides of the road."

State Road Transport To Relaunch Package Tours

The Maharashtra State Road Transport Corporation (MSRTC) will re-introduce their tour/package services from Pune around the Diwali vacation. Most of the services, which have been launched in August 2009, have been suspended a couple of months later.
The Pune division of the MSRTC is planning eight package trips to destinations such as beaches in Konkan, Malshej ghat, Lonavla-Bhushi dam, Raigad ropeway, Hyderabad and South India.
According to sources, staff crunch and poor response from commuters were the prime reasons behind stopping the services last year. Except the Ashtavinayak darshan package (which covers eight Ganpati temples around a distance of 150 km from Pune), all other packages were stopped.
According to senior official, "Such package trips requires good marketing. It also requires special training for the staff, especially drivers and conductors. We were lacking the staff with marketing and communication skills. Now, we are expecting recruitment of around 400 conductors and as many drivers for the Swargate ST depot in a couple of months. This would meet the specific requirements."
Vijay Diwte, senior depot manager at Swargate, said: "The tour packages will be re-introduced with trained staff and aggressive marketing. We have chosen attractive destinations like Shrivardhan-Diveaagar-Harihareshwar, Raigad ropeway, Ozar-Lenydri-Malshej ghat, Lonavla, Bhushi dam via Mulshi, Ashtavinayak darshan and Konkan darshan. All these tours are one-day trips since these destinations are within a distance of 200 km."
"Special attention will be given for comfortable journey for commuters," Diwte added.
An official said that the Pune division has proposed to introduce other-state trips, including Hyderabad and mini South India. "These trips would require arrangements for stay, food, etc. A decision is expected in a month."

Bicycles-On-Rent Scheme Gets Party Leaders' Nod, About 2000 Cycles To Be Provided At Different Stops

In a move aimed at a greener city, the all-party leaders in the Pune Municipal Corporation (PMC) on Wednesday gave their in-principle approval for the `ride-a-bicycle' pilot scheme, which is likely to take off within two months.
According to the preliminary draft of the scheme, bicycles will be made available at select spots in the city. "The PMC will allocate about Rs 80 lakh to Rs 1 crore for the purchase of around 2,000 cycles," mayor Mohansingh Rajpal told reporters on Wednesday.
Corporator Aba Bagul of the Congress, who had proposed the scheme, said that locations such as Fergusson College road and Law College road have been identified as cycle stops. "It has been proposed that citizens wanting to use these cycles can pay Rs 300 as a deposit and Rs 200 for a smart card to be made available by the PMC. A nominal rent will be charged only after the first two hours of using the bicycle," he said.
Citizens can pick up a bicycle from any stop and leave it at another stop after punching the "smart card".
Rajpal and Bagul said the PMC administration has been told to prepare a detailed plan for executing the scheme. "The PMC is looking for operators to execute the scheme. There are private players who are interested in the scheme," Bagul said.
Bagul pointed out that the PMC has developed about 140 km of cycle tracks across the city but most of them are either unused or have been encroached upon. "We hope people will take up cycling once the scheme is executed," he said.
The PMC has allocated Rs 48 crore in its annual budget for non-motorised transport friendly works, perhaps the highest such allocation in the history of the municipal corporation. Most of the money has been allocated for pedestrian-friendly projects.

RTO Initiates Steps To Renew 1,680 Autorickshaw Permits

The Regional Transport Office (RTO) has finally initiated steps to renew auto permits of more than 1,680 rickshaw owners, many of whom have the renewal due since last four years.
Two special sessions will be held on August 14 and 21 at the office of RTO and a fine of Rs 100 per month will be taken from every rickshaw driver with effect from the date the permit lapsed.
The RTO, Chandrakant Kharatmal said, "The renewal process was stopped since permit holders failed to submit required documents in time. Some of the applications are pending for over four years. Even after repeated notices issued to them, the permit holders have failed to respond. So, we have taken the initiative and will compete the renewal procedure on the decided dates."
Kharatmal said the objective is to restrict plying of autos without permits. "The permit holders are expected to come to RTO office with required documents and complete the formalities," said Kharatmal.
The autorickshaw unions have, however, opposed RTO's decision to fine them. The unions claimed the applications for permit renewals were submitted way back. "A fine should not be imposed as the delayed was on part of the RTO," said a union leader.
On illegal plying of rickshaws on city roads, Kharatmal said, "It is difficult to quote the exact number of autos running without proper permits. The RTO along with the city traffic police conduct surprise inspections all through the year to check permits and action is taken against the erring automen."
According to Baba Shinde, an RTA member, "The city has more than 42,000 autorickshaws, of which around 20,000 are without proper permits. The details of 15,000 more auto permits are not available with the authorities. The vehicle is registered in the name of the owner, but the permit for it is being used by another person and the permit-holder has appointed a driver on his/her permit."

New Traffic Plan For University Junction, Traffic Cops Send Diversion Suggestion To UoP

In a bid to reduce traffic congestion at the University of Pune (UoP) junction, the traffic branch has sent a proposal to the varsity suggesting that vehicles coming from the Shivajinagar side should not be allowed to take a right turn towards the campus during the morning peak hours (9 am to 12 pm), instead, they should enter the university from the Millennium gate located on the Aundh road.
According to the traffic branch, this will save 25 seconds of waiting time for the traffic coming in towards the UoP junction from Pashan, Baner and Aundh.
Assistant police inspector Sunil Bandarkar said, "Traffic congestion is experienced mainly during the peak morning hours. Hence, the traffic branch has told the UoP that it will need to throw open the Millennium gate to motorists only in the morning, since there is not much congestion here during the evening."
When contacted, UoP officials said the matter has already been discussed at a meeting with the management council, but the proposal has been turned down. Reacting to this, traffic officials said that citizens should pro-actively pursue the matter with the UoP officials.
Meanwhile, this issue of traffic congestion at the UoP junction came up during a meeting on Thursday between traffic officials and residents of Aundh, Shivajinagar, Baner, Khadki and neighbouring areas. Former assistant commissioner of police (traffic) Suresh Kamlakar, Bapu Bhave of the city autorickshaw federation and Jugal Rathi of the PMP Pravasi Manch were among those who attended the meeting.

New Traffic Plan At Bijlinagar Chowk In Pimpri-Chinchwad Township

The traffic police plans to implement a new system at the Bijlinagar chowk in Pimpri-Chinchwad township to check increasing number of accidents taking place in the area. The earlier proposal of channelising traffic with the help of barricades has been opposed by local residents.
Manoj Patil, deputy commissioner of police (traffic),said,"The traffic police had put up barricades on a trial basis, but they were removed on Sunday as local residents opposed the move. Commuters pointed out that they had to travel more than a km while coming from the Akurdi railway station and heading towards Chinchwadgaon because of the barricades."
Elaborating on the new plan, Patil said, "Speedbreakers will be built on the road from Akurdi railway station to Chinchwadgaon to curb accidents at the busy chowk. The new system will be monitored for 15 days and finalised only after ensuring that it had led to reduction in accidents and congestion. If no improvement is seen, a consultant will be appointed to prepare a new plan".
Sachin Kale, a resident of Akurdi, welcomed the decision of removing barricades. "This will reduce travel time between Akurdi and Chinchwadgaon as one will not have to take a turn at the chowk," he said.

Absence Of Traffic Circle Near Police Chowky And Traffic Signals Has Worsened Vehicular Chaos

 In recent months, the four-lane Vishrantwadi-Alandi Road has witnessed a sharp rise in minor accidents due to reckless driving, lack of dividers, unfit vehicles and lack of action against traffic violators.
The absence of a traffic circle near the Alandi Road police chowky has worsened vehicular chaos and congestion in the area.
According to residents, accidents involving speeding of vehicles have been occurring regularly due to reckless driving and poor presence of traffic police. According to the Vishrantwadi police, accidents involving two-wheelers and four-wheelers have increased at an average four incidents per day.
Lack of adequate dividers on the stretch from Bombay Sappers to Madhuban Cooperative Housing Society has been contributing to increase in road accidents. Residents have demanded that the traffic branch, backed by Vishrantwadi police, undertake regular drives against unfit vehicles and rash driving and file cases and recover fines from them.

Free Bus Pass Scheme Till Aug 18

The last date for submission of forms, by the students residing in Pimpri-Chinchwad who wants to avail the free bus travel passes, has been extended till August 18. The PCMC will continue to issue the forms till August 14.
PCMC additional commissioner Subhash Dumbre on Monday said that there has been a heavy rush for getting the forms for the scheme. Many students, due to various reasons, could not get hold of the forms. As a result, a decision has been taken to extend the time limit for the bus pass scheme.
The free passes for travelling in the PMPML buses can be availed by students of all private-run recognised schools as well as municipal schools.
Students studying from class V to X are eligible for the scheme. The schools have been asked to collect the forms from PMPML depots and distribute them to the students. After filling them, the students are supposed to submit the forms at their respective schools, who in turn will submit these to the PMPML. As per the earlier schedule, the forms were to be distributed only till August 7. This date has now been extended till August 14. Forms can be submitted till August 18.
Notably, the scheme was introduced for school children considering their needs for an efficient and reasonable public transport.

PCMC Taken A Serious Note: Traffic Changes At Bijlinagar Chowk

The Pimpri-Chinchwad Municipal Corporation (PCMC) has taken serious note of the measures suggested by the traffic police department to improve flow of vehicles and reduce mishaps at the busy Bijlinagar chowk on the Chinchwad-Akurdi road.
Deputy commissioner of police (traffic) Manoj Patil said, "Temporary barricades have been put up in the middle of the junction to give straight access to vehicles moving towards the Rail Vihar society. Vehicles miving from Chinchwad to Akurdi gurudwara will have to take a U turn."
Besides, those coming from Akurdi Pradhikaran and Gurudwara areas and going towards Chinchwad should take a left turn and go over the flyover to Sambhaji chowk, take a U turn to reach Bijlinagar chowk and turn left to go to Chinchwad. Speed breakers will be also constructed ahead of the junction to reduce speed. The barricades are temporary. If the change of arrangement works, a road divider will be constructed, he added. Patil said, "The traffic police will invite suggestions and objections from the public to know their views about these new measures."
Speaking to TOI, Amit Jadhav, a resident of Akurdi said, "The barricades will cause inconvenience to many since the travel time will go up. The PCMC should install a traffic signal or traffic police should be deployed instead."

Free Bus Pass Scheme Started In PCMC Areas, Forms Available Till August 7

Distribution of forms for free bus pass scheme for students in Pimpri-Chinchwad township commenced from Friday. The forms will be available till August 7.
Speaking to TOI, Prashant Shitole said that the form will be issues to students of std V to std X, who fulfill certain conditions.
Students who live in PCMC limits, and more than a kilometre away from their schools in PCMC limits are eligible for the free bus pass scheme. They should have 75 per cent school attendance.
The bus pass will be valid for the duration between August 15, 2010 and April 20, 2011.
Shitole said, "The principals should verify the number of needy students who are applying for the passes. Forms can be sought from the nearest PMPML office, and filled and submitted to the same office.
The principals should also send a copy of the list of eligible students to the PMPML office, education officer and secondary education department which will enable the civic body to pay the requisite amount to the PMPML." The information should be submitted by August 7.
He added that the students of private primary and secondary schools in PCMC limits which are recognised, alongwith the students of all PCMC run primary and secondary schools who reside in the PCMC limits, are eligible for the scheme.
PMPML will prepare the bus passes and give them to the concerned principals between August 11 and 14. The bus passes will be available at Bhakti Shakti bus depot in Nigdi, Sadguru bus depot in Bhosari, Nehru nagar bus depot and Zone D office of PCMC.

Bus Fares Up By Rs 2 From Aug 1

From August 1, city bus passengers will have to shell out Rs 2 extra (per stage) for their travel.
The Regional Transport Authority (RTA), headed by Dilip Band, gave nod to the hike proposal on Thursday. The Rs 2 hike will be across stages. So now, one will have to pay Rs 5 for the basic (first) stage, instead of Rs 3.
Speaking after the meeting, Band said, "Fare revision was unavoidable in the back drop of recent hike in fuel prices. The last fare hike was in 2008. Since then diesel prices have gone up by at least Rs 7.50. With the new fare structure in place, PMPML's daily revenue will go up by about Rs 15 lakh."
After rickshaw fares were increased a few days back, Band, who is also the chairman and managing director of PMPML, had said that bus fares will also be revised soon. Band said that they have given due consideration to the common people while announcing the hike.
There are no changes in passes for students and senior citizens while a few changes have been introduced in general passes across all other categories. Band said, "Some new pass schemes are being introduced including daily pass which will cost Rs 60 and half day pass will be available for Rs 35."
SMART CARDS
Band said that the PMPML, in the next few months, will introduce prepaid smart cards for passengers. Some 25 centres will be established where the smart cards will be given on payment of Rs 50. A passenger can swipe the smart card during journey, instead of purchasing one. The amount will be deducted from the balance once the card is swiped. The card can be used for more than one day.

PCMC Propose PMPML To Restart The Free Pass Plan For Students

The Pimpri-Chinchwad Municipal Corporation (PCMC) will shortly ask the Pune Mahanagar Parivahan Mahamandal Limited (PMPML) to restart the free bus pass scheme for students in the municipal limits.
The PMPML has provided 80 buses for ferrying school students, and the PMC has already implemented the free bus pass scheme for this academic year after resolving all payment related issues.
Speaking to TOI on Monday, Ashish Sharma, municipal commissioner said, "The civic administration has tabled a proposal before the standing committee to clear the arrears of the free bus pass scheme incurred during last year. We also will inform the PMPML to restart the free bus pass scheme."
The civic administration has tabled a proposal to give Rs 2.62 crore to PMPML for payment of arrears. The proposal will come up at the weekly meeting of the standing committee, to be held on July 27. The proposal states payment of Rs 1.64 crore was made to PMPML after receipt of a letter dated April 26. The civic body had to pay total dues of Rs 4.26 crore.

PMPML Fare To Go Up By Rs2 Per Ticket

Commuters travelling by Pune Mahanagar Parivahan Mahamandal Limited (PMPML) buses would have to pay an additional fare of Rs2 per ticket. The PMPML board of directors (BoD) decided to increase the fare at a meeting on Friday. It also proposed to hike the monthly charges for regular passes by Rs100. The charges for students and senior citizens' passes would remain unchanged.
PMPML chairman and managing director (CMD) Dilip Band, Pune mayor Mohansingh Rajpal, Pimpri-Chincwad mayor Yogesh Behl, PMC standing committee chairman Arvind Shinde, his PCMC counterpart Prashant Shitole, municipal commissioners Mahesh Zagade and Ashish Sharma, and joint managing director of PMPML Satish Kulkarni attended the meeting. The board's proposal would be placed before the Regional Transport Authority (RTA), Pune for its final approval. The proposal is unlikely to face any hurdle as Band is the chairman of the RTA.
PMPML sources said the hike was essential due to hike in diesel prices. The transport utility had proposed a hike of Rs3 per ticket but the board reduced it to Rs2. "The PMPML increased the fares marginally three years ago. Later, we had to roll back the hike after the diesel prices came down," said an official.
