Central Railway Starts 24-Hour Helpline For Women Commuters

Women travelling between Pune and Lonavla by local train now have recourse to a 24-hour helpline instituted by the Railway Protection Force (RPF) of the Central Railway, Pune division.
The railway administration has stated that local trains have separate compartments for women.
The helpline is aimed at providing safety and security to women travellers who can call up the mobile phone number 9503013705. They can also use it if men or boys above the age of 10 travel by the women's compartment.
"Railway Protection Force personnel are deployed at main stations along the Pune-Lonavla track. These persons will act immediately after registration of a request," said a railway official.
"The administration has already put up the number at prominent spots at the railway stations and in the bogies," added the official.
The authorities have already started a waiting room for women passengers at the railway station.
More than 80,000 commuters travel every day between Pune and Lonavla and there are around 40 trips made every day. Each local train has three ladies' compartments.
If the response to the helpline is favourable, a similar service will be started on the Pune-Daund route, said the railway official.

Calling Customer Care? It May Not Be Toll Free

Telecom firms charging for inquiries to call centres without govt nod
Dev Burman (name changed), a Vodafone customer for six years, is furious with the service. The company is charging 50 paisa per three minutes of a call to customer care. "Have you ever thought of paying for talking to a customer care executive?" Burman said, giving vent to his anger.

The story is the same with other mobile service providers. Ketan Ramachandran, a Bharti Airtel subscriber, said: "Customer care is a service a telecom operator should offer free. Airtel's interactive voice response system is very tardy and you have to talk to a customer care executive to get an issue sorted out. But now we have to pay for that!" The government's directive to telecom companies while giving out licences explicitly stated customer service calls should be toll free.
The directive hasn't changed the Telecom Regulatory Authority of India (Trai) has not yet approved the companies' request to charge subscribers for customer-care calls.
But the freebies are insidiously, gradually disappearing as hyper-competition is driving down mobile operators' profits.
Over the last two years, the race to grab subscribers has become so intense that telcos started charging as low as 1 paise per pulse per call. Consequently, the average revenue per subscriber or 'Arpu' that telecom companies in India earn has plunged 30% to Rs160 per month one of the lowest rates in the world from around Rs225 a year back.

City's EMS Numbers Need Easy Access

The city has five tollfree emergency short-code numbers for access to emergency medical services (EMS). However, little efforts have been made to integrate them for easier access and quicker response.
"We have well-established co-ordination between hospitals, but what we lack is a call centre to respond to calls immediately," said Prasad Rajhans, chief intensivist of Deenanath Mangeshkar Hospital (DMH). Rajhans was among the pioneers of EMS in the city.

"Many of these emergency numbers are not accessible from all cellphone and landline service providers,"said Rajhans. He cited the Emergency Management Research Institute (EMRI) in Hyderabad which had a well-established call centre with a number that is accessible from all cellphone and landline networks. The call is picked up within two rings and a fully-equipped ambulance is sent to the emergency scene, Rajhans said.
In the city, most emergency services provided by hospitals and NGOs charge money. Therefore, a well-established, free EMS provided by the civic bodies in their respective jurisdiction is necessary," said Rajhans.
ON SOLAPUR ROAD
The high rate of accidents on Pune-Solapur road and a virtually non-existent EMS on this 240-km stretch has highlighted the need for such a service. The road witnesses at least one accident every alternate day. One ambulance caters to an area in a 30-km radius. The ambulance relies heavily on police for any accidentrelated information as it has no emergency telephone number of its own. Pune-based TV journalist Venkatesh Chapalgaonkar and his car driver Balasaheb Kamble were killed while travelling to Solapur from Pune on an official assignment last April. Videographer Rajesh Bidkar, who accompanied them, was seriously hurt in the mishap.

A Terror SMS From Your Cell? Possible, Sending `Masked SMS' Can Attract 3-Year Jail Term

Imagine getting a lewd SMS from a number you know, going to police with a complaint and then finding out that the supposed sender is clueless about what happened.
Two such cases have been reported to Mumbai police in the past month. Though they are yet to track down the sender, they have managed to unearth a bizarre truth, that of the `masked SMS'. The user has to register on a website (for as little as $10) and can send text messages to and from any mobile number on the planet without being identified.
Mumbai police have managed to track down two or three websites that are used to send masked messages and are collaborating with IT experts to get to the bottom of the matter. ``We have received two complaints in the last one month where the sender's number was camouflaged,'' joint commissioner of police (crime) Rakesh Maria told TOI on Saturday.
IT industry sources said, ``It's rare for the real miscreant to be caught in such a situation because people might register under false identities and also commit credit card fraud to pay the small registration fee,'' says IT expert Vijay Mukhi.

City Firms Get New Telephone Directory

The Bharat Sanchar Nigam Limited (BSNL), Pune, stopped printing its telephone directory in 2007, but now there is some good news as a private firm has come up with a directory that contains contact numbers of about 40,000 government and private establishments in and around Pune.
For the firm, Indiacom Limited, it was not a virgin territory as it was the publisher of BSNL directories in Pune region for 15 years.
But unlike a traditional BSNL directory, there are no names of individuals in this version.
"We are circulating the directory free of cost to busi- ness establishments and traders in the city. We will distribute about 3 lakh directories in Pune region over the next couple of months with the revenue source being advertisements. The new Pune directory will be replicated in cities like Ahmedabad, Hyderabad and Vadodara soon," said Anshum Mandore, head, marketing and business development, Indiacom Limited.
The new directory, not quite as thick as a regular city telephone directory, follows the same format as that of the BSNL white pages and yellow pages with only difference being that it has num- bers of all the service providers, including cell phone numbers. "It was a difficult task to compile the telephone numbers of all business establishments and offices in Pune. It has numbers of almost all service providers. But we are not new to this business as we have been publishing directo- ries for the BSNL for the past 15 years," said Mandore.

Now, Dial Toll-Free Number For Info On Rural Schemes

The Yashwantrao Chavan Academy of Development Administration (YASHADA) has started a tollfree number that citizens can dial to get information about the several staterun rural development schemes. This project, currently being run in 12 districts, will be extended to every district in the state within a month's time.
Details of around 110 schemes. from agriculture, education, health to women empowerment and many others, will be available on the dedicated, toll-free number 18002333456. Citizens can call on this number to enquire about these schemes.
Currently, the toll free number can be accessed only from a landline number. Soon, even mobile users will be able to dial this number.
"With this, citizens and villagers need not visit different government offices to get information about the implementation of rural development schemes. They can simple get it over the telephone and save precious time and money," said N S Ingale, project's official consultant from YASHADA.
Ingale said that officials will receive calls and if needed, calls will be diverted to experts for more detailed information.
A data bank that will have detailed information of all projects will be prepared. "We are also preparing a set of frequently asked questions," Ingale added.
The project was granted Rs 62 crore under a Backward Region Grant Fund (BRGF) scheme of the Union government. Of this amount, approximately Rs one crore is being spent in every district for the project's implementation.
"The project has been introduced in 12 districts Ahemadnagar, Dhule, Nagpur, Aurangabad, Hingoli, Nanded, Amaravati, Yeotmal, Chandrapur, Gadchiroli, Gondia and Bhandara. We plan to introduce this service in all districts of the state," Ingale informed.

PMPML's Helpline Service Yet To Begin

Some four months on, the Pune Mahanagar Parivahan Mahamandal Limited's (PMPML) proposed helpline service for commuters remains on paper.
This, PMPML officials allege, is because the Bharat Sanchar Nigam Limited's (BSNL) Pune circle office is yet to receive the necessary instructions about the telephone short code for the helpline from its New Delhi central office.
In July, the Union urban development ministry mooted the introduction of helplines in all cities to provide information on bus services run by local public transport undertakings. The short code for these 155220 would be the same across the country.
The ministry then requested the department of telecommunications to allot the nation-wide short code for the same, with unrestricted access from all service providers. Calls to this number would be treated as local calls paid for by the caller.
The main aim behind the move is to provide adequate information about bus routes and arrival and departure timings, which will considerably benefit the public, the ministry said.
In July, PMPML executives confirmed the receipt of directions pertaining to the initiative and made preliminary enquiries with BSNL.
However, PMPML officials said on Monday that the telecom company is yet to receive instructions in the matter from its central office. A possible reason for this could be the election code of conduct being in force, they added.

BSNL Offers New Attractive Plans

The 'Maha Magic' tariff offers introduced by the Maharashtra circle of Bharat Sanchar Nigam Limited (BSNL) for its prepaid connections from August 25 provides customers the flexibility of choosing the lower tariff as per their choice.
Under the Maha Magic 1 tariff offer, local charges within the BSNL network is reduced to 50 p/min and all STD call charges reduced to Re1/min. There would be a daily deduction of Rs1 and all other charges are as per opted plan. BSNL customers can SMS 'ACT 1' to 53733 for availing Maha Magic 1 offer.
Under the Maha Magic 1.5 tariff offer, local charges within the BSNL network are reduced to 20p/min. The daily deduction would be Rs1.50 per day and all other charges are as per opted plan. Customers can SMS 'ACT 1.5' to 53733 to avail the scheme.
The Maha Magic 2 plan offers local call charges to any network at 49 p/min for which the customers need to send SMS 'ACT 2' to 53733. The daily deduction would be Rs2.
Under the Maha Magic 4 plan, the daily deduction would be Rs4 and the local call charges would be reduced to 1p/min. SMS 'ACT 4' to 53733 for availing the scheme.
Under the Maha Magic 5 plan, all local and STD call charges have been reduced to 50p/min. The daily deduction would be Rs5. Customers need to SMS 'ACT 5' to 53733 to opt for the scheme.

Paying BSNL Bills Becomes Easy, Customers Can Make Payments Using SMS-Based System

The landline, mobile and broadband customers of BSNL can now pay their monthly bills at a place close to their house or shop.
The public sector telecom company has launched BSNL bill payment service (BBP) based on franchisee model which works round-the-clock. Also, customers will not have to stand in queues at customer service centers (CSC) as they can pay their bills through these franchisees.
Pune is the first city in the country to float the service which will be introduced in other cities soon.
"The unique service is based on electronic payment method. It will ease out the process of BBP for customers in urban, rural as well as semi-urban areas. The customers now have an easy alternative for the monthly bill payment system," said Chandra Prakash, chief general manager of BSNL's Maharashtra circle, at the launch of the service.

Rebate For Your Phone, If Not Repaired For 3 Days

Did you know that if a faulty landline connection does not get repaired within three days of filing a complaint, a consumer is entitled to a sevenday rebate in rental?
Although it's almost three years since the Telecom Regulatory Authority of India (Trai) passed a regulation to this effect, few consumers are aware about it.
According to the Regulation on Quality of Service of Basic and Cellular Mobile Telephone Services, 2005, in case of faults pending for more than three and up to seven days, consumers must be given a rent rebate for seven days; for faults pending for seven to 15 days, a rebate for 15 days; and for more than 15 days, rebate for a month.
The little-known stipulation is all the more significant considering there are close to 38 million wireline (landline) subscribers in the country at present. Besides, according to the National Consumer Helpline (NCH), a project supported by the ministry of consumer affairs, the total number of telecom-related complaints including both landline and wireless registered at the helpline rose to 1,500 between March 2008 and February 2009 from 900 in the corresponding period of 2007-08.

Toll-Free No. Service Hangs Up

Consumers of Pune zone of Maharashtra State Electricity Distribution Company Limited (MSEDCL) were inconvenienced for some time as the company's toll-free telephone for registering complaints stopped functioning. The service was restored on Thursday evening.
While Bharat Sanchar Nigam Ltd (BSNL) authorities claimed that MSEDCL had not paid its renewal fees on time that led to disruption of services, MSEDCL said that a technical snag was the cause.
"We had sent reminders to the power utility in advance for making the necessary payments for continuing with the services of the toll-free number. But the amount was not deposited in time since it takes time to process the bills," an official of BSNL said.
The official added that the toll-free telephone had stopped functioning for the last 24 hours.

Bharat Sanchar Nigam Limited (BSNL) Releases Phone Book 2007

The Bharat Sanchar Nigam Limited (BSNL) on Monday released the main directory and phone book 2007 of the Pune circle. The directory is corrected up to August 31 of this year.
Speaking on the occasion, Chandra Prakash, chief general manager (CGM) of Maharashtra circle of BSNL, said that residential entries are combined for Pune and Pimpri hinchwad areas for the convenience of the customers.
The Marathi version of the directory will be available for distribution in December and customers have the option of opting for either the English or the Marathi directory. The English directories will be distributed in all urban and rural centres from November 20.
The distribution of directories will take place at various centres including the East area (exchanges of Cantonment GT road, Kondhwa, Hadapsar, DTO Gadital, CTO Pune, Bhavani Peth, Yerwada, Vimannagar, Vadgaon Sheri and Nagar road); Central area (exchanges of PGMT Bajirao road, Dhankawadi, Satara road, Anandnagar, Hingne and Dhayari); West area (exchanges of Savarkar Bhavan, Shivajinagar, MKR, Kothrud Bhelkenagar, Kothrud DTO, Bhusari Colony, Warje, Uttam Nagar, Model Colony, Khadki, Aundh, Baner and Bavdhan); and Pimpri Chinchwad (exchanges of Chinchwad, Wakad, Chandra Bhavan, Akurdi, Bhosari, Sanghvi, Dehuroad, Talegaon Dabhade and Lonavla).
To securing a copy of the directory, customers have to bring the latest paid landline telephone bill and the old directories of 2005 and 2006. Those who do not possess any of the old volumes have to submit an acknowledgement form in perfoma at the mentioned centres.

The regional transport office (RTO) has suspended licences of as many as 117 pollution under control (PUC) testing centres in the city for failing to upgrade their machinery in the stipulated time.
A statement released by the RTO said that all the centres were given time till April 30 to upgrade their machinery. Notices were issued to this effect on April 4.
