CMP Details Missing In Website Version,Maps,Figures Not Included, But Corporators Get Complete Plan

The Pune Municipal Corporation (PMC) has professed to make its functioning transparent and citizens' friendly.

To this end, plans for the city such as the agendas of the general body, standing and city improvement committees and metro reports, com-prehensive mobility plan, other consultancy reports and the environment status report are uploaded on the civic body's website. Citizens and activists can look them up and offer valid suggestions that may be accommodated.

However, the draft of the Comprehensive Mobility Plan (CMP) uploaded on the PMC's website lacks details and has several statistics missing.

In contrast, the full version of the plan, with all the maps and figures, has been provided to the corporators recently. They will now offer their suggestions to mayor Mohansingh Rajpal who has spotted several discrepancies in the plan.

The CMP is back in the limelight after nearly two years. Over the next one month, all the proposals listed will be discussed first by corporators and later by the MLAs and MPs.

Additional city engineer (traffic and transportation) Shriniwas Bonala told TOI that his department will check the version posted on the website. "However, the final version will be posted only when the CMP is approved by the elected representatives of the city," he said.

Prashant Inamdar of Pedestrians First said the CMP posted on the website for several months now is a draft in which the proposed changes, including deletion of certain sentences or paragraphs, can be seen in the margin of the pages.

"Many maps are not visible. We have demanded that the full version of the CMP, which is yet to be discussed, be posted on the website," he said.

Install Water Meters Before July 31: PCMC

Install water meters by July 31 or pay thrice the water tax this year, the Pimpri-Chinchwad Municipal Corporation (PCMC) is warning residents who, despite several extensions given for installation of water meters, have still not complied with the directives.

Speaking to TOI on Friday, Pravin Tupe, joint city engineer, said, "PCMC has repeatedly extended the deadline for consumers to get water meters installed free of cost. But there are some consumers who have still not installed water meters. This is the last chance for them to get the meters installed free of cost. If they fail to utilize this opportunity, they will have to install water meters at their own cost and pay higher water charges."

Four years back, the PCMC had started installing water meters free of cost for domestic water connections. So far, it has installed around 1.10 lakh water meters. Last year, consumers who had failed to get water meters installed were fined Rs 1,404 alongwith the flat rate of water tax of Rs 1,404 for the year 2009-10.

Later, following an agitation by independent corporator Maruti Bhapkar on water supply and water meter problems, the PCMC decided two months ago to waive the fine. It also decided to install free water meters if citizens apply for them before July 31. The PCMC has clarified that in case people have already paid the fine, the amount would be adjusted in this year's water bill, for which the citizens have to apply for water meters and submit the requisite documents before July 31.

Citizens, Activists To Monitor PCMC Works

The Pimpri-Chinchwad Municipal Corporation has set up a 14-member team of citizens and experts from various fields to give suggestions and monitor the projects being implemented in the township under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM).

Constituted this month, the `City Volunteer Technical Corps' (CVTC) will meet once in two months. The role of the CVTC will be to advise and provide support to the municipal corporation and the city sanctioning and monitoring committee on technical aspects related to city management. The objective is to help accelerate the pace of programme implementation by involving all stake holders. The CVTC will also help mobilise support of the civil society and the elected representatives for reforms in urban governance and programme implementation.

According to civic officials, the CVTC has been divided into seven fields, namely, urban governance, urban planning, urban poverty, engineering, finance, heritage and urban environment.

Housing Census Data Ready For Submission

Notwithstanding the non cooperation from citizens, unwillingness of civic employees to work as enumerators and delay by the state census department to dispatch census material, the Pune Municipal Corporation's (PMC) house listing data is ready for final submission on July 11.

"Despite many hurdles the house listing data of the city is ready and except for one ward, we will be submitting data for 13 wards to the state census department by July 11. Data for the remaining one ward will be submitted in the third week of July," said city census officer and deputy municipal commissioner Pravin Ashtikar while speaking to TOI.

The PMC was to start the 2011 census in the city on May 1 but got delayed. The listing of houses (housing census) is the first phase of the census, and will be followed by the actual head count of people in February 2011.

" There were three major hurdles we had to overcome in this phase. The major one was unwillingness of government employees to work as enumerators and supervisors. Lot of effort went into handling this matter," said Ashtikar.

PCMC To Set Up Pay Points, People Will Be Able To Pay Utility Bills And Civic Taxes

The Pimpri Chinchwad Municipal Corporation (PCMC) will soon start pay points at various locations within its limits.

Under this Jawaharlal Nehru National Urban Renewable Mission (JNNURM) project, one can pay utility bills or property tax. All corporation ward offices will have the Internet connectivity. The wireless web service will be available. It will cost around Rs2.25 lakh.

At present, the civic body accepts such bills at the Citizen Facilitation Centre (CFC). Later, it will set up pay points separately in different areas. "These pay points will enable people to pay utility bills and dues to the civic body.

They need not visit the PCMC headquarters every time," said municipal commissioner Ashish Sharma.
The PCMC already has an online payment system where people can pay their property tax, water tax among others.

According to him, although the PCMC has started online payments, there are people who do not have the Internet facility. "The pay points will be helpful for such people. Even a shopkeeper can participate in this scheme by installing a pay point terminal at his shop," Sharma added.

The civic chief added there are 19 pay points. "But we want to increase their number to make it easy for people to access one in their locality. We are just trying to decentralise the process to make it more convenient for citizens," he added. According to him, public utilities such as BSNL and MSEDCL can get integrated with the project to make it a one-stop payment centre.

Pay point operators will get a certain commission for running them. Footfalls will also increase at their shops, Sharma said.

PMC Centre Is Yet To Open, Indradhanush Has Been Lying Unused For Three Years

The Pune Municipal Corporation (PMC) has failed to open the swanky 'Indradhanush', the environment education centre built at a cost of Rs2 crore, even three years after its completion.

The centre, located near Mhatre Bridge, has a number of cells to enlighten children and general public on issues like traffic rules, different periods like the Iron Age, fuel conservation, history of rivers and information on trees.
The PMC's garden department head, Bhanudas Mane said the centre could not function due various reasons. "But we will throw open the facility to people soon," he said.

Sources said the PMC had invited bids to run the centre last year. Institutes like the University of Pune, Centre for Environment Education (CEE) and Lotus Environment participated in the process. Since there was a controversy about the bidding process, the PMC later decided to run the institute on its own.

The PMC's environment officer Mangesh Dighe, whose office is located in the same building, said the facility is ready but is yet to be inaugurated.

The purpose of the institute is to make students aware about issues related to the environment. The idea was that students and citizens will visit the centre and watch models on display. Trained staff will guide them.The civic body has also set up an auditorium on the first floor of the building. Lectures related to environment will be held in the auditorium.

Residents Across The City Has Complained, PMC Refutes Complaints Of Less Water Supply

Residents across the city have been lately complaining about restricted or low-pressure water supply in their respective areas. However, there has been no announcement to this effect from the water department of the Pune Municipal Corporation.

When contacted, Pramod Nirbhavne, head of water supply department, said normal quota of water was being supplied to all areas in the city. "There is no change in plans regarding water supply. Water is being supplied in full force to all areas, as of now. We are constantly in touch with the irrigation department and they haven't signalled us yet that there is less water in the dam. Only if the monsoon is delayed, then we will have to release water once a day," Nirbhavne said.

But citizens said there was certainly a drop in water supply, that too, in the absence of an official announcement. "Maybe, the civic officials want to be on the safe side by not making it public that less water was being supplied, but our area is certainly facing shortage of water. There is significant difference in the supply force during the evenings. The morning supply is fine," Sheetal Tambe, a resident of Aranyeshwar, told TOI.

Residents from Sahakarnagar, Bibvewadi, some peth areas, Sus, Kharadi, NIBM road and Bhosalenagar have been sending complaints to their ward offices. Navi Peth resident Girija Mhaskar said, the society tank, normally, gets filled with the evening-hour water supply, but water has been barely trickling into the tank for the last few days.

Residents of societies in Bhosalenagar, which are located at an elevation, have for days together been complaining to the PMC, but to no avail. "If there is a reduction in the water supply, we are the first ones to be affected just like it is happening now. All complaints to the civic body have fallen on deaf ears," said Nitin Suryavanshi, a resident of the area.

However, Nirbhavne maintained that all were just one-off cases and that there was no change in water supply.

PCMC Will Spend Rs 50 Lakh To Check Illegal Water Connections

The Pimpri-Chinchwad Municipal Corporation (PCMC) will spend Rs 50 lakh to conduct a fresh survey that will detect illegal water connections in the municipal limits.

Speaking to TOI on Monday, joint city engineer Pravin Tupe said, "A private contractor will be given the job of conducting the survey."

Social activists are up in arms stating that it was a waste of public money. Speaking to TOI, independent corporator and social activist Maruti Bhapkar said, "The expenditure of Rs 50 lakh on this survey is a waste of public money. The process to obtain a legal water connection is tedious. Citizens have to repeatedly go to the PCMC office where they are badly treated. People then find it more convenient to get an illegal connection. The civic body does not take strict action against these unauthorised water connections." He stated that PCMC employees can also conduct the survey as they have the records of authorised water connections.

Manav Kamble, president of Nagari Hakka Suraksha Samiti, said, "The illegal water connections have mushroomed due to a nexus between PCMC officials and employees. The zonal officers should be directed to conduct the survey with the help of the water supply department employees at the zonal offices. The survey will lead to a wastage of public money if done through a private party."

Meanwhile, Tupe said, "We believe that there are a number of illegal water connections in municipal limits. Before they are legalised, those with illegal connections will have to pay a fine."

The civic body has been conducting regular drives to detect illegal water connections and regularise them after collecting a fine. In July 2009 the department conducted a two-day drive and detected 3,129 such connections and collected a fine of around Rs 16 lakh.

PMC Online Complaint Facility Was Defunct For A Month

The online complaint facility of the official website of Pune Municipal Corporation (PMC) was non-functional for the past one month. Citizens have been using the facility to register complaints about civic amenities.

According to Kalyani Nagar Residents' Association (KNRA) managing committee member Dhairyashil Vandekar, citizens use the facility to log complaints.

"The facility is not functioning for the past one month and the civic body is yet to explain the reason," he said.

The citizens prefer this system than visiting regional ward offices or PMC headquarters to file complaints.

"The online complaint facility is quite popular and we could also track the status of complaints. The authorities should have informed us before making the facility non-functional," KNRA members said.

Vandekar said the PMC should have issued a public notice about stopping the facility and made alternate arrangements. He also demanded a special cell for the speedy resolution of online complaints.

PMC To Crack Down On Liquor Sale Without Licence

Social workers with the PMC urban welfare development will be involved in the campaign against addictive products in slums

Municipal Commissioner Mahesh Zagade on Thursday assured that the civic administration will crack down on all restaurants and hotels for selling liquor and tobacco products without a licence.

"The civic administration issues licenses to all eating joints that exist in its jurisdiction. Those with a license for selling food are not supposed to sell anything else.

The license of joints selling other products will be cancelled," he said, in response to a discussion on illegal sale of products in restaurants and hotels.

The issue was raised by corporator Avinash Salve on the open sale of addictive products across the city. "The open sale of products that are used for addiction by the youth is on the rise. This is affecting a large section of the population.

There should be some con trol by the civic body before the situation goes out of hand," he said.

BJP corporators Seema Sirdeshpande and Vikas Matkari pointed out that there is open sale of tobacco and other addictive products in front of the educational institutions but no action has been taken by the administration.

Shiv Sena corporator Shyam Deshpande said the addicts use the public toilet constructed by the civic body for consumption of addictive products.

First RTI Library In Pune, A Tribute To Prakash Kardaley

The process to set up a Right to Information (RTI) library, the first in Pune and probably the first in the country, kicked off on Monday with the Pune Municipal Corporation inviting tenders for the contract.

Revealing this, civic body Standing Committee chairman Nilesh Nikam, also unveiled his plan to name the library after one of the pioneers of the RTI movement, Prakash Kardaley, the former resident editor of The Indian Express, Pune edition. Nikam on Monday said he would place a proposal to name the library after Kardaley, who had championed for RTI even before the Act had come into existence.

"He was a pioneer of the Right to Information movement in Pune. Naming the library after him will be a tribute to him," Nikam said. The PMC has made a provision of Rs 25 lakh to set up the library on the third floor of the PMC headquarters. Some officials felt the cost of setting up the library would come around Rs 10 lakh. The library will house the latest resolutions passed by the civic general body meetings and standing committee meetings besides all administrative decisions and proposals.

RTI activist Vijay Kumbhar, on whose initiative the library is coming up, said copies of the latest civic decisions will be made available. "From copies of resolutions passed in civic general body meetings and standing committee meetings to various administrative decisions affecting the city and the general public, everything will be available for public viewing¿For old documents, citizens will have to go to Nanawada near Vasant Talkies," Kumbhar said.

PCMC Areas To Get 100 MLD Extra Water

The Pimpri Chinchwad Municipal Corporation (PCMC) will activate the pumphouse of water purification plant of phase IV on Thursday to improve supply.

Speaking to TOI on Wednesday, Prasad Chavan, additional city engineer of PCMC said, "The corporation has completed work on phase IV water supply scheme which will be activated on Thursday. This will provide us 100 million litres per day (MLD) additional water to meet growing needs of residents." The PCMC lifts around 340 MLD water from Pavana river.

The PCMC has implemented three phases of water supply scheme till date to increase its water treatment capacity. "The water supplied through these schemes was proving inadequate so we started work on phase IV in March 2008, which was completed at a cost of Rs 11.5 crore," he said.

Chavan said, "The construction of Elevated Storage Reservoir (ESR) and laying of water pipelines is in progress in various parts of the municipal limits."

PMC In Trouble Over Water Deal With State Govt

The Pune Municipal Corporation's (PMC) proposal to revive the water supply contract with the state irrigation department is likely to land in trouble with the elected representatives objecting to purchase of water at existing rates.

The water supply contract ends in August and the PMC has proposed to revive the contract with the demand for water growing steadily.

In a proposal tabled before the standing committee, municipal commissioner Mahesh Zagade sought powers to make a contract and pay the irrigation department as per the state government's water charges. Despite sanctioned quota of 11.5 thousand million cubic feet (TMC), the city has used 12.64 TMC water in 2007-08 and 14.01 TMC in 2008-09. The municipal commissioner has hinted that the city might need more water in future considering the rise in pollution.

Interestingly, members of the civic standing committee have already told the PMC to immediately sign a new agreement with the state irrigation department for purchase of water, but at lower rates.

Corporators Ashok Yenpure and Ujwal Keskar had earlier pointed out the fact that on September 1, 2004, the PMC administration signed an agreement for purchase of water with the state irrigation department without the consent of corporators. PMC Completes Work On Six Sewage Treatment Plants

The latest report prepared by the Pune Municipal Corporation (PMC) about the status of the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) projects states that the Sewage Treatment Plants (STPs) in the city are 90 per cent complete.

The PMC has taken up the job of commissioning nine STPs in the city, of which six Vitthalwadi, Mundhwa, New Kasba rising main, New Kasba pumping station, Topkhana pumping station and Topkhana rising main are 100 per cent complete while Baner STP is nearing completion, Naidu STP is 95 per cent complete and Kharadi STP has just started.

The total amount of sewage that is expected to be treated after all the STPs are commissioned is 567 million litres per day (MLD).

PMC's development engineer V G Kulkarni, head of the sewage treatment department, said the total sewage generated in the city currently is about 700 MLD. "At least six STPs are fully functional, one is on trial run and the remaining two will be completed in March 2010 and 2011 respectively. Ideally, by the next year, 567 MLD should be treated and released in the rivers. Still, there remains about 133 MLD of untreated sewage. Plans are being chalked out for more STPs once the current ones are completed," Kulkarni said.

Explaining how the authorities arrived at the 700 MLD sewage figure, Kulkarni said the civic body receives around 1,100 MLD of water for its daily usage from the irrigation department.

"Of the 1,100 MLD, 20 per cent are calculated as distribution losses and of the remaining amount, 80 per cent, is the sewage as per the standard calculations. This comes upto 700 MLD. A report is being prepared by us for 100 per cent treatment of sewage by 2012. Once that happens, it surely reflect in the quality of water flowing through the rivers," Kulkarni said.

Drive Against Encroachments In Slum Areas Ordered

The Pune Municipal Corporation (PMC) standing committee on Tuesday asked the civic administration to start a drive against encroachments in slum areas following the fire at the Ambedkarnagar slum on Sunday night.

Standing committee chairman Arvind Shinde said, "the standing committee has asked the civic administration to launch a drive against encroachments in slum areas especially commercial ones.

The PMC has already helped the affected and the district collector has given help of Rs 50,000 to the family of a girl who suffocated to death. Also, a help of Rs 1,000 has been given to the affected families.

The PMC has provided help in the form of material to construct hutments," said Shinde.
