Slum Renewal Plan Launched In Sangli, Maharashtra

The slums of Sangli, 390 km southeast off Mumbai may not look the same any longer. Vardhman Group, one of Mumbai's oldest and leading real estate companies, has now come up with an ambitious slum redevelopment programme for as many as 3,800 units in Sangli in Maharashtra under the Jawaharlal Nehru National Urban Renewal Mission (JN NURM).

Funded entirely by the Maharashtra government, the project will be managed by Stresscrete India, an infrastructure company. It may be recalled that Vardhman Group had earlier acquired stake in Stresscrete India, involved in the construction of bridges, FOB, housing for government and semi-government bodies and institutions.

"As a developer, one of the foremost challenges in such projects is space constraint in existing slums. Moreover, such dwellings are unhygienic and uninhabitable. Through this project, we are working alongside the government in providing better living facilities for the masses. The project will be developed in such a way that there is adequate space availability for each plot. We are also providing the families with clean drinking water and hygienic living environment," Rajesh Vardhan, managing director, Vardhman Group, said.

"Since past few years, rainwater harvesting has become an important part of water conservation across India, especially Maharashtra. We have understood its importance and have provided facilities for the same in these plots. Surface drainage, electrifications and community centres will also be provided along with a compound wall for the new development," said Vardhan.

Extensive Plans To Popularise Bamboo Plantation In District

After Rs 4.43 crore was granted to the National Bamboo Mission in Maharashtra (NBM), Pune district will see plans like a retail outlet of bamboo handicrafts and products, a special bamboo bazaar for better business opportunities to farmers and special trainings on bamboo cultivation for farmers, government officials, field functionaries and NGOs. All these plans will be executed in the coming months by the Directorate of Social Forestry.

"Several hectares of forest and non-forest land have been earmarked for plantation of bamboo saplings for 2010-2011. Our plans are meant to take bamboo beyond its current functionality, as it has tremendous potential from the artistic and economy perspectives," said Prakash Thosre, director of Social Forestry, Maharashtra.

The NBM has been implemented in Maharashtra from 2007.For the year 2010-11,bamboo plantation will be done on 600 hectares of forest land, 2,000 hectares of non-forest land, and improvement of bamboos already growing on 1,000 hectares of land.

Capacity building has been planned for 600 farmers within and outside Maharashtra, special training on bamboo-based handicrafts and furniture to be held in Kudal, Sindhudurg. Post-Diwali, Pune will also witness a state-level workshop, for the first time, for farmers, NGOs and government officials.

"Eighty per cent of the bamboo is used in paper manufacturing, and the rest is used for scaffolding and for weaving baskets. These special training programmes is a new feature and is meant for farmers, field functionaries, NGOs and government officials to gain know-how on bamboo cultivation and using the grass for making innovative products beyond its conventional functionality," said Thosre.

Mumbai To Have 9,000 More Economy Rental Houses

Officials at the Mumbai Metropolitan Region Development Authority (MMRDA) are trying to push one of the worst recession-hit endeavours -- the rental housing project in Mumbai.

In a bid to give the project a much-needed push, MMRDA has now decided to commence work on five new sites where as many as 9,000 tenements will be constructed.

One of the sites is at Chitalsar and Naupada at Thane, which will be developed by Ascent, Cheda & Cheda and Friends Development Corporation will have 3,815 units. The other sites, which will have 4,660 units, are at Ulhasnagar, Ranjanoli at Bhiwandi. They will be developed by Century Rayon and Eco Homes.

Twenty nine sites are approved for the rental housing scheme which comprises 2.17 lakh units. Also, MMRDA has already started work on 5,000 units at its Thane and Mira-Bhayander sites.

Under the rental housing scheme, MMRDA plans to construct five lakh homes to be given on a measly rent, ranging between Rs800 and Rs1,500. Any individual, who has been a resident of Maharashtra for the past 15 years, working in MMR and has a minimum monthly income of Rs5,000, could avail of a home under this scheme.

Maha To Levy Charges For Construction Near Mega Project sites in Mumbai

Maharashtra is considering imposition of betterment charge and service tax on developers of residential and commercial complexes adjacent to the mega-infrastructure projects lined up in Mumbai.

Besides, the state government plans to recover premium from builiders and developers for the sale of additional floor space index. The proceeds of such levies and charges would be contributed for the creation of a separate Mumbai Development Fund (MDF).

The MDF would be mainly utilised for various infrastructrure projects in the metropolis. At present, the government has launched infrastructure projects of over Rs 60,000 crore in Mumbai including metro rail, mono rail, upgrading roads and construction of flyovers.

Chief Minister Ashok Chavan told Business Standard, "Due to the implementation of mega projects such as mono rail and metro rail there is an appreciation of property value in the adjoining areas. The government is mulling the possibility of a betterment charge from residential and commercial establishments in those areas."

Maha Govt Against Raymond's Thane Realty Plan

Textile and apparel major Raymond's plan to utilise 125 acres of land at its Thane plant for residential and commercial purposes has met with strong objection from the Maharashtra government.

The government has categorically stated it would not approve the company's move to close its plant at the cost of the interest of its over 2,000 workers.

"The management, which has already decided to close down the Thane plant, is paying a monthly salary to over 2,000 workers. While the labour union is pressing for a compensation package of Rs 350 crore, the management is sticking to its offer of Rs 150 crore. There is a clear disagreement between the management and the workers. The government will make all efforts to protect workers' interests and will not allow the management to close the mill and go for real estate development," State Labour Minister Hasan Mushrif told Business Standard.

State Labour Commissioner Arvind Kumar said if the company's management was not keen to run the Thane plant it would be operated through the central government undertaking National Textile Corporation or the state government-run Maharashtra State Textile Corporation.

Maharashtra Mulls Law To Ensure Affordable Housing

Sky-high real estate prices that have taken homes beyond the reach of the common man have made the Maharashtra government contemplate a law to make construction of affordable houses in the city mandatory.

Minister of State for Housing Sachin Ahir said the government could be forced to introduce a legislation for construction of affordable houses if private builders don't start constructing affordable houses.

"We have asked builders to create affordable houses. Failure to do so could force us to bring in a legislation and control property rates," Ahir said. The state's housing policy of 2007 had made a reservation of 20 per cent for affordable housing in all projects mandatory.

Affordable housing has so far been optional for builders. The state government provides affordable houses through agencies such as the Maharashtra Housing and Area Development Authority and City and Industrial Development Corporation. It has been offering incentives to builders for building affordable houses but it is getting response only in areas out of Mumbai city.

Maharashtra May Raise FSI In Mumbai Suburbs

The Maharashtra Government is considering an amendment to the Mumbai Regional Town Planning Act to hike the floor space index (FSI) in suburbs from one to two.

(FSI is the ratio of the total floor area of building to the size of the land, or the limit imposed on such a ratio).

Speaking on the sidelines of a CII real estate conclave, the Maharashtra Minister of State for Housing, Sachin Ahir, said that in any case two FSI was inbuilt in the system - 0.33 from the State and the rest by purchase of transfer of development rights (TDR).

TDR allows owners of property that are zoned for low-density development or conservation use to sell development rights to other property owners or use it themselves.

The permissible FSI in suburbs is two, of which one is permitted by the Act and balance is by way of loading.

State Plans Formation Of A `Maharashtra Municipal Regulatory Commission' To Bring About Improvement

The State government is considering formation of a `Maharashtra Municipal Regulatory Commission' to bring about improvement in quality of municipal services without putting financial burden on civic bodies.

State deputy secretary A S Jivne told TOI that a committee has been formed to discuss civic issues with all municipal commissioners in the state. After discussion, the committee will submit its recommendations to the cabinet on whether such a regulatory commission is indeed needed.

The nine-member committee includes state rural and urban development (UD) ministers, revenue minister, finance minister and state UD secretary.

Earlier, a resolution was passed by the state government on June 8 this year which says "the committee will consult mayors of select municipal corporations and chief executive officers of municipal councils and submit its report to the cabinet ministers".

On the need for such a regulatory commission, Jivne said that rapid urbanisation has burdened municipal bodies and is affecting services provided by them. "The expenditure on services like water supply, sewage treatment and solid waste management has also increased tremendously. As against that, the taxes charged are not sufficient for municipal bodies to sustain and is therefore making them financially weak. This ultimately leads to weak municipal services and dissatisfaction amongst citizens. Considering these factors, the idea of forming a regulatory commission came forward," Jivne said.

All municipal bodies are autonomous, but the Urban Development Department (UDD) of the state government has a say on all major decision taken by them. Besides, the Bombay Provincial Municipal Corporations Act (BPMC) of 1949 gives the state government control on areas of municipal corporations constituted or deemed to be constituted under the Act.

Mumbai Loses 10 Lakh Acres Of Agri Land To Realty Projects

Maharashtra continues to lose its fertile agriculture land to the real estate sector. Moreover, farmers are seen shifting to other vocations that offer regular and better remuneration than agriculture.

According to a report published in Economic Times, the agriculture department's data shows that the state has lost more than 10 lakh acres of agricultural land to non-agricultural use in the last decade, which is nearly a quarter of the total 44 lakh acre of land under agricultural use. This does not include fallow land.

The drought during the last kharif season is stated to be the primary reason for a fall in agri production and area under cultivation. Ironically, the state's agriculture sector has been languishing for quite some time even as its economy was recording a 8.5 per cent growth. The state's agriculture remains stagnated at 4 per cent.

An average land holding in Maharashtra is responsible for driving farmers from their traditional vocation. As per the Agricultural Census 2000-01, the total number of land holdings in the state were 1.2 crore, of which 89.1 lakh land holdings (73.4 per cent) had area of less than or equal to two hectares, making agriculture unviable.

Housing Societies Must Harvest Rainwater Or Face Higher Tax

Housing societies, five star hotels, educational and medical institutions and commercial towers will all have to soon go green or pay additional property tax.

A state government proposal, awaiting the Chief Minister's final nod, specifies five eco-housing criteria for all new and existing buildings over 3,000 sq m: rainwater harvesting, grey water recycling, solar water heating, energy-efficient heating, lighting and air conditioning and minimum disturbance to the topsoil during construction.

Once a government resolution is issued, all existing buildings will be given a timeframe of six months (for solar heating and energy efficient measures) to three years (for water harvesting and recycling). If they fail, housing society members and owners of other kinds of buildings will be slapped higher property taxes.

For new constructions, the Development Control rules will be amended to make these measures compulsory for getting building permission. The rules would be applicable to all cities of Maharashtra.

"At present cities like Mumbai and Pune offer incentives for conservation methods like rainwater harvesting by giving developers a rebate in development charges. But since the incentives were a pittance in comparison to the investment required, the response was very poor," said TC Benjamin, state urban development secretary.

MMRDA Eyes Rs 200 crore Through Ads On Skywalks

The Mumbai Metropolitan Region Development Authority (MMRDA) is eyeing more than Rs 200 crore revenue by doling-out advertisement rights to companies on its 18 skywalks, across the metropolis.

"We expect to garner over Rs 200 crore from advertisements displayed on the 18 skywalks," a senior MMRDA official said.

The authority has recently invited bids from interested parties for displaying advertisements on these skywalks.

The skywalks at Bandra (three), Santacruz, Borivali (West), Kandivali East, Dahisar (two), Mira Road East, Bhandup West, Ghatkopar West, Ulhasnagar West, Virar West, Vasai Road West, Badlapur East, Badlapur West, Kalyan West and Kanjurmarg will be made available for advertising.

"The winning bidder will have to pay the maximum quoted price up-front to MMRDA in five equal annual installments at the beginning of each financial year," the official said.

The authority plans to utilise these funds for providing security and upkeep of these skywalks, he added.

"The revenue generated from the advertisement rights will be used for maintenance of the skywalks, which includes installing CCTVs, illumination, etc. Instead of earmarking some funds in the budget, the income earned from the advertisements will be utilised for regular maintenance," he said.

In all, the authority has planned to construct 50 skywalks in the metropolis.

Maharashtra Imposes Capital Value System For Property Tax

Maharashtra Government has imposed capital value-based system to calculate property tax on buildings, lands, houses and establishments across the state.

The new system has been put in effect since April 27.

"The property tax would be calculated on capital value-based system for all the Municipal Corporations, Councils and local bodies," an official from the Urban Development Department told PTI.

The new system will be based on the actual property value. The figure will be mostly based on the stamp duty ready reckoner, which the government brings out every year, the official said.

The capital value-based system would be upgraded every five years but the tax levied would not be more than 40 per cent over the previous years, he said.

It would be liable for the owner of the property to pay the tax within three months, else fine would be imposed.

MIDC Plot Holders To Get Property Cards By June3,Computerised Land Management System Has Been Set Up

Around three lakh plot holders in industrial estates of Maharashtra Industrial Development Corporation (MIDC) across the state will receive their property cards by June 3. A senior officer of the MIDC told reporters in Kolhapur that some plot holders were handed over their property cards on April 26.

There are 324 industrial estates under the MIDC in the state, where the plots have been allotted on lease for 95 years. Currently, plot holders get a possession letter and an agreement paper from the MIDC.

There is a possibility of irregularities by the property holders. "There is no provision in the documents for mentioning mortgages. The land holder can raise loans from many banks. In some cases, the owners have fraudulently sold their land to more than one person," he said.

Now, the property card will state information like the current lessee, original allottee, type of plot, name of the industrial estate, offered area, offered rate, area actual allotted, name of the transferee and mortgagee and transferee details.

"A land management system has been created and the data related the plots in the industrial estates of under MIDC are being feed on the computers," he said.

"The buyers can see the details of the plots if they are planning to purchase the plot in the MIDC's industrial estates from the current lessee," the official said.

Power Utility Introduces Insurance Policy For Linesmen

After having recorded 120 accidents involving linesmen from March, 2009 to April, 2010 while repairing electricity cables, the Maharashtra State Electricity Distribution Company Limited (MSEDCL) has now launched an insurance policy for the linesmen.

S P Nagtilak, chief engineer of the Pune division of MSEDCL, said the policy will be of group term insurance type.

Keeping the accidents in mind, the power utility also launched a training programme in November last year. Nagtilak told The Indian Express that the power utility launched the training module November last year for 2,000-odd linesmen, junior operators and line helpers in Pune.

Eight employees died in the financial year March, 2009-April, 2010 while there were 30 non-fatal accidents involving MSEDCL employees. A total of 32 people (not MSEDCL employees) died in accidents after coming in contact with live wires or through oil leak in transformers. Thirty-six animals also died in accidents involving live wire falling down from a pole or cattle brushing their backs against electric poles.

Building Digital Bridge To Rural Areas,34 Villages In Kolhapur District Will Have Their Own Websites

All the 34 villages under the Kolhapur South assembly constituency will have their own websites within next two months.

The project will be conducted under the digital panchayat programme run by New Delhi-based NGO Digital Empowerment Foundation (DEF).

The constituency's two-time MLA, Satej Patil of the Congress, told reporters that the websites of the villages are essential for reducing the digital divide between rural and urban areas.
DEF founder-director Osama Manzar said they have built such websites for 100 villages across Maharashtra, so far. "In fact, Kolhapur South will be the first assembly constituency where all the villages will have their websites," he said.

According to him, the Information Communication Technology (ICT) can be used for empowering the panchayat committees.

The village history, prominent personalities, different products and services rendered in the village, statistic, videos, photographs and the names of beneficiaries of different government schemes, infrastructure, the names of the panchayat samiti members and needs of the villages will be posted on the websites.

A villager from each village will be trained to update information on the websites. The websites will be in English and Marathi languages.
