How to Improve Infrastructure and Slum Life: John Macomber

John Macomber, Gloria A. Dauten Real Estate Fellow and lecturer at Harvard Business School, talks to the WSJ's Arlene Chang about how private investment can improve India's infrastructure and the country's quality of life. He is the co-author of the 2009 HBS case study "Dharavi: Developing Asia's Largest Slum."

Here are edited excerpts:

WSJ: In a city like Mumbai and a country like India, where infrastructure projects are fraught with bureaucracy, long delays, and tricky issues of rehabilitation, what is the way forward?
JM:
It has been predicted that in India alone about 500 million people will move to the cities in the next 10 to 15 years. The government needs to think about this in terms of policy and how to lay out the second and third-tier cities of India, so that mega cities don't get overcrowded. There is also a financial configuration that needs to be worked out - for example, if there is only government capital available for funding infrastructure, it's harder to make an investment and hence the need for private participation and partnership. It is also efficient to do one [well-coordinated], transparently conducted project instead of working on 500 acres of land at a time. So while some may argue that inefficiency is a worthy price for individual freedom and a place in society, on the flip side collective power is more efficient. The key is to aggregate lots of little transactions into one big transaction.

WSJ: How can private investment in infrastructure improve the situation in India's cities?
JM:
The main way, in my opinion, that private investment in public infrastructure can improve the situation in India's cities (and elsewhere) is as a source of capital, a key constrained resource. According to a recent McKinsey study, "India's urban awakening: Building inclusive cities, sustaining economic growth," over $1.2 trillion is needed for appropriate infrastructure investment in India, without even addressing the housing gap. Some of that money can come from the federal government, some from increased taxation at the city level, some from governments monetizing the value of land...but a major part of it has to come from the private sector, potentially foreign investors.

The second way that private investment in infrastructure can help the situation is by bringing faster solutions. Like in our case study at the Harvard Business School titled, "Dharavi: Developing Asia's largest Slum," one of the appealing factors of the five-sector Dharavi scheme is that in seven years the entire project could be completed, to a high standard, with one master private sector vendor. This would bring world class resources to bear, mean that there are far fewer bureaucratic reviews, and lesser chances to get off track.

Sports Complex Asks Kalmadi To Speed Up Infrastructure Upgrade

With the Commonwealth Games and the Asian Games cheduled this year, a series f national camps are to be eld at the Sports Science entre in Balewadi over the ext few months. The Centre t Shiv Chhatrapati Sports omplex that trains athletes t the national level has herefore urged the Indian lympic Association presient Suresh Kalmadi to expeite pending civil works. These include changes in the flooring for the bio-mechanics system that gauge an athlete's gait and installation of an overhead water tank for the building.

The Sports Science Centre was set up during the Commonwealth Youth Games in 2008. The centre has now been handed over to the Sancheti Institute of Orthopaedics and Rehabilitation for the management of the health of athletes participating in national camps.

A memorandum of understanding was signed between the government and the institute in August last year to provide health training facilities to athletes and 200 students of Krida Prabodhini. A staff of ten, including physiotherapists, orthopaedics, physicians and others work shifts while the training camps are on at Balewadi.

The chief coordinator of the centre Dr Parag Sancheti has sought Kalmadi's intervention in starting a casualty ward in the main hall apart from implementing structural changes in the flooring of the biomechanics system. "The centre was set up with a vision of training Indian athletes using equipment of international standards.

Way Cleared For Formation Of PMRDA, State Legislature Approves Amendment To MRTP Act

The state legislature has approved an amendment to the Maharashtra Regional Town Planning (MRTP) Act to clear the final legal hurdle in the formation of the Pune Metropolitan Region Development Authority (PMRDA).

"In the recently concluded Nagpur session,both houses (assembly and council) have approved an amendment to the MRTP Act," state principal secretary, urban development department,T C Benjamin told TOI on Tuesday. "The government has approved seed capital of Rs 50 crore each for Pune and Nagpur metropolitan authorities. The approval will be followed by issuing of a notification."

A chapter pertaining to the area development authority has been added to the MRTP Act. Now, development planning and implementation will be carried out at three levels -- regional, municipal corporation and through town planning schemes. Earlier, there was no provision in the MRTP Act for implementing regional plans, Benjamin said.

"Now the state can form metropolitan authorities wherever required.

Municipal corporations and councils, cantonment boards as well as gram panchayats will come under the purview of a parent body, which will ensure integrated development."

`50% Central Infrastructure Projects Running Behind Schedule'

The government's hope that enhanced expenditure on infrastructure projects would see the economy growing at a steady clip could be dashed with a review of large centrally-sponsored ventures revealing that at least 50% of them were running behind schedule.

High public expenditure in 2008-09 had contributed to the GDP expanding by 6.7% despite the global economic recession. Encouraged, the government was looking to repeat its performance in 2009-10 with at least Rs 6 lakh crore riding on more than 950 central infrastructure projects above Rs 20 crore.

However, an appraisal made by the ministry of statistics and programme implementation indicated that at least 470 of the 950 projects were delayed and could lead to a cost overrun of more than 14% or anything above Rs 40,000 crore.

Many of these projects are stuck for various reasons including land acquisition, pending environmental clearances and in some cases due to cancellation of the contract itself. The total cost of the delayed projects could be anywhere above Rs 3 lakh crore, according to an estimate.

Finance minister Pranab Mukherjee, in his mid-year economic review, had estimated that GDP would grow by at least 7.75% in the 2009-10 fiscal. His optimism of higher growth was based on the government's enhanced spending on infrastructure and social sector schemes, coupled with better performance of the industry.

New Website To Help Urban Planning, Build Better City

Its supposed to be a one-stop solution to all that ails Delhi. On Thursday, Delhi government took a step towards making the geo-spatial portal with the launch of the Delhi state spatial data infrastructure (DSSDI) project. The portal is a storehouse of information on the physical mapping of the city including the underground lines and systems. The portal, which starts off with information on New Delhi district, is one of the pet projects of the Sheila Dikshit government and was started a year ago with a budget of Rs 120 crore.

The project is an attempt to map the over-ground and under-ground utilities of the city in digital form. What this means is that utilities like water, sewer, telephone and power lines are now mapped and available on the portal, enabling the departments concerned to undertake preventive maintenance works as well as locate faults in the underground utilities with precision. More importantly, the digital mapping on a scale of 1:2000 of the physical structures over-ground like residential and commercial buildings, community centres, educational structures, etc.

will help government agencies to have a clear vision for urban planning as well as easy monitoring of ownership of properties, tenancy and land use apart from providing greater preparedness for disaster management.

Speaking at the launch, chief minister Sheila Dikshit said: ``Delhi will be the first region in India to boast of a comprehensive and up-to-date Land Information System (LIS) that houses land records and property GIS up to the level of individual building units. This would impact accurate information on ownership, rights, restrictions and responsibilities linked to the land and aid in decongesting the city and in redeploying the physical infrastructure for maximum benefits.''

Maharashtra Industrial Development Corporation Plans To Set Up Natural Gas Infrastructure

The Maharashtra Industrial Development Corporation (MIDC) is working on a plan to set up a natural gas infrastructure in the state. The move would give industries an eco-friendly fuel option and also help mitigate the power crisis that they face.

The plan initially envisages supply of gas to the 260 industrial estates located across the state in a phased manner. Collectively, these estates house 30,000 small, medium and large industrial units. The MIDC is the state's premier infrastructure development agency.

Speaking to TOI, MIDC chief executive officer Kshatrapati Shivaji said a joint venture or any other tie-up would be done with a strategic partner having expertise in laying, building and operationalising natural gas transmission lines or distribution network.

The MIDC has already called for an expression of interest (EOI) by September 30. It will identify one or more strategic partners for the project.

Shivaji did not rule out the likelihood of the proposed natural gas infrastructure catering to the demand of transportation, residential and commercial sectors. "These are matters that essentially fall within the purview of the Petroleum and Natural Gas Regulatory Board (PNGRB). The board's concurrence will be essential and much would also depend on the strategic partner we identify. Our focus right now is on finding the right partner," he said.

ENERGISING INDUSTRY

Eyebrows Raised Over PCNTDA's Decision On Rs 2,000cr Project

Days before the election code of conduct came into force on August 31, the Pimpri-Chinchwad New Township Development Authority (PCNTDA) awarded a Rs 2,000-crore township project to a consortium comprising Mumbai-based D B Realty, Man Infrastructure and Ajwani Developers.

The land is spread over 130 acres in sector 12 at Bhosari, Pimpri Chinchwad, near Pune and the development is to be carried out on a Public-Private Partnership (PPP) basis. Proposals were invited by the authority from various builders in June and by the last week of August, the consortium bagged the project. Real estate sources expressed surprise at the speed at which this lucrative project was pushed through within two months.

Others in the fray were Tata Motors, Mahendra Estates, Panchsheel (Pune), and a consortium comprising Vijay Associates (Wadhwa), Goel Ganga and J Kumar Infrastructure.

One of the developers who lost out, later told TOI, "Bids were kept unopened for over two weeks. For instance, in the MMRDA, the bids are opened in front of all the bidders. You submit a bid at 12 noon and they are opened by 3 pm in the MMRDA."

D B Realty chairman Vinod Goenka said that the consortium had bagged the project a week ago. "There will be a total of 12.5 million sq. ft. of development.

Govt Approves Rs 7K Cr Road Projects For Four States

The government on Friday approved various highways projects totaling Rs 7,000 crore in Arunachal Pradesh, Mizoram, Maharashtra and Jharkhand.

The Cabinet Committee on Infrastructure (CCI), chaired by Prime Minister Manmohan Singh, approved the road projects for widening of existing roads to 2-lane and 4-lane standards besides construction of new highways.

"The CCI accorded administrative approval to undertake the project for developing Potin to Pangin road in Arunachal Pradesh to 2-lane standards at an estimated cost of Rs 1909.25 crore," an official statement said.

The project will be awarded on design, build, finance, operate and transfer (DBFOT) basis. Another project for the state includes developing Nechipu to Hoj road to 2-lane standards at a cost of Rs1,432 crore.

The CCI also approved Rs 1,499-crore projects development of two sub projects in Maharashtra Talegaon-Amaravati stretch on NH 6 and Pune-Sholapur section on NH-9 totaling 168 km under the National Highways Development Project phase III.

The project for Jharkhand includes four-laning of Hazaribag-Ranchi section of NH 33 on DBFOT basis with an estimated cost of Rs 688 crore, the statement said.

Two projects were sanctioned for Mizoram amounting to Rs 1,280 crore.

Please Improve City's Infrastructure

Report suggests it will help serve the escalating migrant population

Being an educational and IT hub, the city has become the most preferred destination for students and professionals from across the country. However, with the increasing population, several problems due to the derisory infrastructure have come to fore.

A report prepared by the Population Research Centre of Gokhale Institute of Economics and Politics (GIPE), on the behest of the Pune Municipal Corporation (PMC), highlighted several such problems that the city is presently facing.

Dr Sanjeevanee Muley, who prepared the report, said, "The PMC has not learnt any lesson from Bangalore and Hyderabad, which had witnessed similar increase in migrant population 20 years ago." Muley even pointed out that the PMC hasn't done anything substantial to solve traffic woes.

Poor condition
"Besides, the condition of city roads and public transport is quite poor. This is one of the reasons why Pune doesn't have a Metro Rail until now," she lamented.

Dr Muley said that after doing a thorough research they have prepared the report and have presented it to the PMC to prepare a final draft plan for the development of the city.

Mahesh Zagade, city's municipal commissioner, when contacted, confirmed that he has received the report.

"We are studying it and have also called for a report on environmental and economic factors pertaining to the city. Once we receive them, we'll draft a development plan for Pune."

Infra Players Are Still Stretched For Working Capital

Interest rates have been slowly coming off and the liquidity situation is easing. But, for contractors, the troubles are nowhere near getting over yet.

Banks have been slow to reduce lending rates even as there is no discernible improvement in the clients' ability to pay on time. For these players, therefore, it's a double whammy.

Indeed, though repeated action by the Reserve Bank of India in terms of policy rate cuts and constant urgings have compelled them somewhat to lower rates, the reductions are yet to reflect in the working capital cycle, which began expanding about six months back.

In fact, say the contractors, the cycle has stretched further in some cases.

For a contractor, working capital cycle is the period intervening the date it takes a loan from a bank to do some work for a client, and the date it gets paid by the client.

When the client defers payment, the contractor will not only find it difficult to repay the loan on time, but also need another loan to keep work going, leading to expansion of the cycle.

Real estate accounts for much of the troubles.

According to Arun Sahai, chief executive officer of New Delhi-based Ahluwalia Contracts, which is a contractor for real estate developers, things are going from bad to worse. "The lending for the real estate sector has been further squeezed."

Among others, Emaar MGF, which is developing the 2010 Commonwealth Games village in New Delhi, owes the company Rs 95 crore, says Sahai.

Notably, the squeeze had led to the working capital cycle expanding from 90 days to 120-140 days a few months ago, which hurt the contractors working for real estate developers the most.

Eligibility Rules Changed For Infrastructure Projects

Battered by lawsuits and bowing to demand from industry lobby groups, the government has revised some qualification rules for firms looking to participate in auctions for infrastructure projects, reports Mint.

The new rules have suggested increasing the number of shortlisted bidders, amending guidelines relating to conflict of interest for bidding entities and raising the bar on technical capacity of bidders.

These modifications -- finalised by a five-member task force headed by B K Chaturvedi, member, Planning Commission -- will be issued shortly, quoted an official in the shipping ministry in the report.

The revised rules would allow for seven shortlisted bidders (except for national highway projects) from the present six for projects costing more than Rs 500 crore. For projects costing less, eight bidders would be shortlisted.

In the case of national highway projects, all firms that qualify technically will be allowed to submit price quotations, the ministry official said.

Several firms that had qualified on technical and financial parameters but were excluded from auctions of many highway and port projects have challenged in courts the limit imposed on the number of shortlisted firms.

Public-Private Projects (PPP) Can Provide Stimulus For The Indian Economy : Assocham

The public-private partnership (PPP) projects in the infrastructure sector in various states will provide a Rs.200,000-crore stimulus for the Indian economy, a study by an industrial lobby released Wednesday said.

According to the study by the Associated Chambers of Commerce and Industry (Assocham), the PPP projects - especially roads, real estate, power, ports and transport - have tremendous potential to unleash higher growth rate if the investment outlays are utilised effectively.

Assocham president Sajjan Jindal said the ongoing projects, valued at over Rs.133,600 crore, would stem the steep fall in India's growth rate in 2009-10.

"The government also needs to ensure that the pipelined projects do not face political hurdles and projects worth nearly Rs.82,000 crore gets rolled into the under-construction mode smoothly," the report added.

The report said the top five infrastructure sectors - roads, real-estate, power, ports and transport - would together account for more than 83 percent of the total outlay.

"Roads and real estate sectors together add to more than Rs.86,000 crore. The construction activity in these sectors would also lead to greater job creation," it added.

Maha Rural Health Scheme To Get Booster Dose

Maharashtra is set to receive a whopping Rs 13,250 crore this year to carry out various initiatives under the National Rural Health Mission (NRHM), Dr D S Dakhure, Acting Director General Health Services, has said.

Last year, the state Government had received Rs 11,094 crore, Dakhure told The Indian Express. The state submitted its project plan for the financial year that includes expenditure on upgrading infrastructure and repair and maintenance of old buildings used as health centres.

For the first time, the Government has also embarked upon a novel plan where patient welfare committees will now be involved in ensuring that each patient in a rural hospital or primary health centre gets his/her medicine free of cost.

Pregnant women delivering at hospitals and Government institutions will be given Rs 800 each for the cost of medicines, Dakhure said. Apart from encouraging the Janani Suraksha Yojana (JSY), emphasis will also be laid on developing school health programmes, says Madhukar Chowdhary, Director of the NRHM in Maharashtra.

The NRHM was launched by Prime Minister Manmohan Singh in April 2005. While it officially took off in Maharashtra only in 2007, the main activities include strengthening primary health centres and upgrading facilities at rural hospitals so that the rural poor can get access to health care.

UPA Govt Clears Infra Projects Worth Rs 5,220 Cr In 10 Days

In the run-up to the polls and just before the election code of conduct kicked in, the United Progressive Alliance (UPA) government cleared infrastructure projects worth Rs 5,220 crore in the last ten days of February. According to an official release, the public private partnership appraisal committee (PPPAC) granted approval to seven projects in the sectors of roads and ports. This was done even though no projects have been awarded in the ports sector this year despite getting the government's approval last year.

Out of the seven projects approved, two were from port sector and five were highways under national highways development programme (NHDP) phases III and III-A. Projects worth Rs 3,431 crore were cleared under NHDP and the balance Rs 979 crore went towards port projects in Gujarat and Karnataka.

The ministry of road trans port, highways and shipping can now go ahead with the bidding for the projects, while the port projects would be bid out by the respective port trusts, the NHDP projects would be bid out by the ministry and National Highways Authority of India (NHAI).

Projects given the go ahead include development of multipurpose cargo berths on build-operate-transfer (BOT) basis at Kandla Port and setting up of iron ore handling facility on New Mangalore port. Road projects include the four-laning of Talegaon-Amravati section of NH 6 in Maharashtra, Dindigul-Theni section of NH 45 and Mumili Theni section of NH 220 in Tamil Nadu, Tindivanam-Krishnagiri section of NH 66 again in Tamil Nadu, Muzaffarpur-Sonbarsa section in Bihar and Pune-Sholapur section of NH 9 in Maharashtra.

Since its constitution in January 2006, PPPAC has granted approval to 101 projects, with an estimated project cost of Rs1,00,383.89 crore.

Pune Eyes Rs 2,500-Cr For Improvements In The Infrastructure

Major recipient of JNNURM funds; 21% in two years

If its share of 21 per cent (18 per cent for the Pune Municipal Corporation and 3 per cent for Pimpri-Chinchwad Municipal Corporation) received in the first two years of JNNURM is any indication, the booster dose given in the interim budget at Rs 11,842 crore will mean the city can look forward to around Rs 2,500 crore of the amount coming its way in the next fiscal for urban renewal projects. It could go a long way in changing the way the city looks.

The union government had allocated Rs 5,482 crore in the 2007-08 budget and

Rs 6,866 crore in 2008-09 for JNNURM projects in the country. Pune has been one of the major recipients with Rs 2,277 crore allotted in the first two years with the PMC accounting for 18 per cent of the total and PCMC receiving three per cent, in the last two years.

"The PMC would try to ensure it gets at least 18 per cent of the additional funds being allocated in the interim budget. The PMC has already submitted some proposals to the Centre for approval," Municipal Commissioner Praveensinh Pardeshi told The Indian Express. He said there were projects from various departments that needed funding, but the focus would be on water supply.
