Government In Control Of Power, Maharashtra Will Be Free Of Load-Shedding By 2012, Claims Government

A strong pitch was made in defence of the Maharashtra government over the seemingly bleak power situation in the state. Three government representatives including Dilip Walse-Patil, speaker of the state assembly and former energy minister, along with Subrat Ratho and Ajoy Mehta, managing directors of the generation and distribution arms of the state-owned electricity companies, chorused that the state government was seized of the situation and that things are not as discouraging as they appear.
Mehta said the state provides maximum power compared to the rest of the country; a minimum daily supply of 10 hours is provided to everyone in the state, he said, while most other states, including Gujarat, do not supply beyond 6-8 hours a day.
Walse-Patil chaired the session on power and the panel included Mehta, Ratho, Shantanu Dixit of Pune-based NGO Prayas Energy Group, Jayant Deo, MD of Indian Energy Exchange, and Umesh Agarwal, associate director of PriceWaterhouseCoopers (PwC).
Pointing out a dichotomy, Walse-Patil said while everyone wants electricity all the time and at a cheaper rate, nobody wants the plant in their own backyard. "One must applaud the government for having not denied a single industrial connection till date for lack of supply."
Mehta said that power, like foodgrains, must be considered an essential commodity. "We provide electricity from the poorest of poor to high-end consumers and for malls and industries. There is cross-subsidisation. Questions are raised as to why there should be cross-subsidy. We have to consider political reality, social need and economic truth while answering the same," said Mehta. Ratho said the state has added 40% more capacity in the last decade, and predicted that load-shedding would vanish in another two years.

Now Pay Your Power Bills Online

Now all low tension consumers (domestic meter holders and commercial establishments, excluding industries) can pay their electricity bills online.
State energy minister Ajit Pawar inaugurated the facility at a function held in Mumbai on Thursday. The Maharashtra state electricity distribution company ltd (MSEDCL) has started its own payment gateway with the help of HDFC bank, which will unable the low tension (LT) consumers to pay their bills via internet using their credit/debit cards. The facility will be available at all the 647 billing units for 1.51 crore consumers at no extra cost.
The benefit was earlier available only for consumers in Bhandup, Kalyan, Pune, Nashik, Kolhapur and Nagpur cities. But with MSEDCL's payment gateway, LT consumers across the state can avail of this benefit. Companies/government departments with offices in any part of the state will also be able to pay their bills on-line from the head office.
The MSEDCL's website www.mahadiscom.in contains information about how to make on-line payment. Besides, the MSEDCL has set up a help desk at its head office in Prakashgad, Mumbai, to address consumers' complaints. The helpdesk can be contacted through email: helpdesk_pg@mahadiscom.in

Power Shutdown In City Today

The Maharashtra State Electricity Distribution Company Ltd (MSEDCL) will shut down the power supply from Hadapsar Gadital, Saswad road to Phursungi sub-station between 9 am and 1 pm to prevent any untoward incident from occurring during the passage of the saint Dnyaneshwar palkhi.
A statement issued by the MSEDCL said that the Saswad road is being widened and half of the road is closed to traffic. When the palkhi passes along the road, there will be a massive crowd of warkaris and vehicles. "Some high and low tension supply lines pass along the road stretch and there is a possibility of a mishap happening in the rush. To prevent any incident the power supply will be shut till 1 pm," the statement said.
A high tension transformer at Parvati will be changed between 10 am and 5 pm, so power supply to Manikbaug, Vadgaon, Sinhagad road, Anandnanagar, Vitthalwadi, DSK Vishwa, Tambe industry, Bankar vasti, Sterling, Kailas Jeevan and Hingne will be shut.
Power to J M Road, Apte road area, F C road, ARAI, LIC colony, Chaitanya health club, Shivteerthanagar, Kishkindhanagar and Sutardara will be closed from 10 am to 3 pm to facilitate repair works. There will also be a power shutdown in Shriram Residency, Cipla foundation, Viola society, Nadbrahma society, Warje telephone exchange, from 10 am to 5 pm and at Warje octroi post, Warje grampanchayat, Mahatma society, Woodland, Dadhe constructions, Morya Vihar, Gananjay society, Maulikrupa, Pooja park and surrounding area between 10 am and 3 pm for maintenance work.
The Maharashtra State Electricity Transmission Company Ltd will also undertake urgent repair works on the 11 KV Chavannagar- Chatushrungi supplyline, 22 KV Khadakswala line and 22 KV Chinchwadgaon-Mahindra Telco feeders after 8 am and shut them down.

Power Shutdown In Some Parts Of The City From 7am To 6pm Today

There will be a power shutdown in some parts of the city during 7 am to 6 pm on Thursday to enable the Maharashtra State Electricity Transmission Company Limited (MSETCL) and the Maharashtra State Electricity Distribution Company Limited (MSEDCL) to undertake urgent repair and maintenance work in view of the impending monsoon.
A statement issued by the MSEDCL here on Wednesday said that consumers needing details about the shutdown can contact the toll free call centre number 18002333435 or mobile 9960677021 to 025 or 9960677049 for areas under the Rasta Peth circle and 9960677351 for areas in the Ganeshkhind circle.
The MSETCL will undertake repair works at the 132 KV Mundhwa sub-station, hence supply to major supply lines like 22 KV Ahmednagar road RC1/2, Bhairoba Henley, Alankar, Waterworks, Pingalevasti, Keshavnagar, Mega Centre, Satellite tower and Kulkarni foundry will be shut during 8 am to 5 pm. Repair works at five sub-stations will affect power supply to Kakade mall, SNDT, Kirloskar Cummins, MES, Udyog Bhavan, Erandawane, Fergusson college road, Rajbhavan, Ashoknagar, Deccan Gymkhana, Shivajinagar, Kaspatevasti, Rahatani and Hinjewadi areas during 7 am to 6 pm.
The MSETCL is also installing supply line towers from 132 KV Phursungi to 132 KV Mundhwa extra high voltage sub-stations, hence power supply to Pune station, Queens Garden, Inox, Nucleus mall, B J Medical college, Jehangir hospital, Solapur road, Command hospital, Bhavani Peth, M G road, Mundhwa, Camp, Ghorpadi, Modikhana, Circuit House, Golibar maidan, Hadapsar and Mundhwa will be shut during 8 am to 5 pm.
The MSEDCL is undertaking tree pruning and other maintenance work in Padmavati, Bund Garden and Parvati divisions, hence power supply will be shut in the following areas during 10 am to 5 pm.

Zero Load-Shedding Plan Put On Hold, Demand Supply Gap Has Gone Up To 6,000 MW From 3,500 MW

The 18 district headquarters in the state will have to wait longer to get freedom from load-shedding. The Maharashtra Electricity Regulatory Commission (Merc) has asked the Maharashtra State Electricity Distribution Company Ltd (MSEDCL) to postpone implementation of the zero load-shedding model due to an increase in demand supply gap in the state and the prevailing uncertainty over availability of additional power and its price.
The MSEDCL has proposed zero load-shedding in Kolhapur, Sangli, Solapur, Ratnagiri, Sindhudurg, Chandrapur, Wardha, Gadchiroli (Brahmapuri and Allapali divisions), Gadchiroli, Ahmednagar, Bhandara, Satara, Buldhana, Latur, Akola, Washim, Nanded and Yavatmal, for which an additional 103.84 MW power was required. The MSEDCL has proposed reliability charge of 22 paise per unit for cities coming in `A' group, 37 paise for `B' group, 40 paise for `C' group and 47 paise for `D' group.
The distribution company also sought Merc's permission to implement the model in Nashik revenue headquarters, with reliability charge of 51 paise per unit. The power utility also proposed that the reliability charge applicable to backward Gadchiroli area be recovered from other consumers in the state as a social responsibility.
While delivering its order, Merc observed that the power availability situation and its rate has changed in the past couple of months. "When the proposal was submitted, the demand supply gap was in the range of 3,500 MW, but at present, it is over 6,000 MW. As a result, the requirement of additional power for withdrawal of load-shedding would be much higher than projected and the consequent reliability charges would also be higher," it said.
The regulator stated that in its subsequent submission, the MSEDCL has said that due to water scarcity, thermal generation at Chandrapur had reduced significantly. "The MSEDCL also considered a worstcase scenario whereby it is assumed that the monsoon would start only in the first week of July, which means that the Chandrapur plant, having a capacity of 2,340 MW, will not be available. Hence, there is a possibility that the MSEDCL will have to procure additional power for covering the Chandrapur shortfall and for zero load-shedding model," Merc stated.
The commission also pointed out that the price of electricity at the Indian energy exchange had gone up from a maximum of Rs 5.72 per unit in February to Rs 12.50 in May, while the minimum price has also gone up from 92 paise per unit to Rs 2 per unit during the same period.

Power Cuts Are Here To Stay Till 2014-15

With the delay in completion of capacity-addition projects, the state government's promise of freedom from load-shedding by 2012 is likely to remain unfulfilled and consumers will have to continue bearing the brunt of power cuts at least till 2014-15.
This was revealed by city-based Prayas energy group on Wednesday during a public hearing on the Maharashtra state electricity distribution company limited's (MSEDCL) tariff proposal for 2010-11.

Ashwini Chitnis of Prayas said that the MSEDCL has announced that capacity-addition works to the tune of 11,000 MW, expected to end loadshedding, will be completed only by 2013-14. "However, records of project completion dates reveal that works of the generation company will get delayed at least by six months. So there will be load-shedding at least till 2014-15," she said.
Chitnis said that, among the future projects, the 500 MW Khaparkheda unit 5, which was to be completed by May 2010, has been delayed till September 2010. "The 500-MW Bhusawal unit 4, scheduled to be completed by October 2010, will be finished only in April 2011, the 500-MW Bhusawal unit 5 will be completed in June 2011, instead of the projected date of February 2011.
The Chandrapur unit 8 and unit 9 (500 MW each), which were scheduled to be completed by February 2012 and May 2012, respectively, will be ready only by August 2012 and November 2012. The Parli 250 MW unit 8 is expected to be ready by February 2014, followed by the Koradi units 8, 9 and 10 (660 MW each) by January 2014, July 2014 and January 2015, respectively," she revealed.

Power Shutdown In Parts Of City Today

Some parts of the city will have a power shutdown on Thursday to facilitate laying of new supply lines, repairs of transformers and pre-monsoon maintenance by the Maharashtra State Electricity Transmission Company Ltd (MSETCL) and the Maharashtra State Electricity Distribution Company Ltd (MSEDCL).
A statement issued by MSEDCL on Wednesday said that details about the areas and timings will be available at the toll free call centre on 18002333435 or 9960677021 to 025 or 9960677049 for areas in the Rasta Peth circle and 0060677351 for areas in Ganeshkhind circle.
The MSETCL will be putting up towers to string extra-high voltage supply lines from Phursungi to Mundhwa between 8 am and 5 pm. So, the power supply to Pune railway station, Queens Garden, Inox, Kakade mall, B J Medical college, Jehangir hospital, Command Hospital, Bhavani Peth, M G Road, Water Works, Circuit House, Mundhwa, Bharat Forge, B T Kawade road, Pimpale vasti and the nearby areas will be shut.
MSETCL is also laying a 132 KV extra high voltage line between Chinchwad and Markal. This means the power supply from the 220 KV telco sub-station will be affected. Power supply to Kothrud-Phursungi will be shut between 9 am and 4 pm, the 132 KV Kharadi line will be shut from 9 am to 1 pm and the 220 KV Parvati extra high voltage line will be shut between 10 am and 5 pm. Power supply from the 132 KV NCL sub-station to the Baner supply line will be affected from 9 am to 10 am and the 11 KV Kothrud-Girijashankar supply line will be closed from 2 pm to 5 pm.
In the Bund Garden division, the 132 KV Phursungi and Mundhwa extra-high voltage sub stations will be shut for quarterly maintenance between 8 am and 5 pm. The areas to be affected include Solapur road, Manjri, Hadapsar, Satavwadi, Akashwani, Malwadi, Serum Institute, St Patrick Town, Udaybaug, Magarpatta city phase 1 and 2, Amanora, Garbage depot, Dhole Patil road, Mangaldas road, Wadia college, Ganganagar, Atur park, Tadiwala road and Gera centre.
In the Padmavati division, the 22/11 KV Gultekdi 1 feeder will be shut down for maintenance between 10 am and 5 pm. Areas that will be affected include Shankarshet road, Mira society, Kasewadi, Poona college, Harkanagar, Kumar Galaxy, Lohiyanagar, Timber market, Fire Brigade, Munot hospital, Sonawane hospital, Dhankawdi, Pune-Satara road, Katraj, Wonder City, Ganesh Kala Kreeda Kendra, PMC colony, Mukundnagar, TMV, Guruwar Peth, Ghorpadi Peth, Ganj Peth and Bhavani Peth.

Power Shortage To Remain Till Monsoon: Pawar

State power minister Ajit Pawar on Saturday admitted that there was a power crisis in the state and the situation would remain till the arrival of monsoon.
He was speaking at the review meeting of the Pune revenue division for the ensuing Kharif season. Minister for agriculture Balasaheb Thorat, divisional commissioner Dilip Band, district collector Chandrakant Dalvi, agriculture department officials, collectors of all districts in the division and elected representatives attended the meeting.
Pawar said there was demand of 15,000 MW and the supply was to the tune of 10,000 to 11,000 MW. He said there was no water in the reservoir at Chandrapur and seven out of 8 power generating units were closed down resulting in a shortfall of 2000 MW.
The minister said the government has ensured that big cities should be least affected by the load-shedding. He said he had discussed the issue with Union minister for power Sushilkumar Shinde during the power ministers' conference in Delhi.
He said the Centre has till date provided only 100 MW power to the state to meet the shortage situation and there was a possibility of yet another 100 MW power from the Centre.
He said the northern states especially Uttar Pradesh was drawing more power than its share from the National Grid which was keeping Maharashtra at the receiving end. Pawar said the power generation at Chandrapur can be resumed after the arrival of monsoon.

There will be a power shutdown in various areas of Kothrud, Shivajinagar, Padmavati, Parvati, Ahmednagar road, Bund Garden and Pimpri divisions of the Maharashtra State Electricity Distribution Company Ltd (MSEDCL) between 10 am and 5 pm on Thursday, to facilitate urgent repair and maintenance work.

A statement issued by the MSEDCL said that power supply would be shut only for the duration of repair works in the particular area. State To Get 200 MW Additional Power

Given the power shortage in the state in the backdrop of the relentless heat this year, Union power minister Sushilkumar Shinde has agreed to supply an additional 200 MW power to the state, district guardian minister and minister for energy and water resources Ajit Pawar said here on Thursday.
He was speaking during the inaugural function of the three-day cultural festival at the Shaniwarwada organised by the Pune Municipal Corporation (PMC) to felicitate freedom fighters of the Samyukta Maharashtra movement on the occasion of the golden jubilee year of the movement. The festival will go on till May 1.
Pawar said he regretted that despite several movements and assorted efforts, Belgaum-Nepani-Karwar still remained disputed. "However, since the matter is with the Supreme Court, the state cannot do much about it."
He also told the audience to bear in mind the contribution of several stalwarts from assorted fields in taking Maharashtra forward. He added that Maharashtra Day and Labour Day will also be celebrated in a glittering function in New Delhi on May 1.
Containers (kalash) of soil brought from every district and water from various rivers were poured into two big containers on the dais, with help of the present dignitaries, including Pawar, mayor Mohansingh Rajpal, Pimpri Chinchwad mayor Yogesh Behl, district collector Chandrakant Dalvi, leaders Aba Bagul and Ramesh Wanjale.
While small containers of the soil and water will be taken to Mumbai's Hutatma Smarak, the remaining soil and water will be utilised by the PMC to craft a sculpture. The felicitation of the freedom fighters was followed by a variety entertainment cultural show.

Pre-Paid Power Meters In State Within Four Months

Power consumers will have the option of making advance payment of their bills and avail of incentives for the same. The MSEDCL has got the green signal from the Maharashtra Electricity Regulatory Commission (Merc) to install 25,000 pre-paid meters in the state on an experimental basis.
The power company is optimistic about installing the meters, covering domestic, commercial and temporary category consumers, within four months from now.
"We have already started the tendering process and hope to install prepaid meters in four months. Our first priority is to install such meters at `second homes' of people but consumers who have electronic meters and are willing to be part of the experiment will also be included," said an MSEDCL official.
The expenditure for the first phase will be Rs 16.50 crore.
The MSEDCL will install pre-paid meters free of cost for consumers and will not take any security deposit either. The meters are tamper-proof to prevent issues like meter bypassing and/or theft and unlawful usage of power.
In the new arrangement, the consumer pays some amount in advance to buy electricity units needed and the balance account is debited for the amount of electricity used in the previous month. When the electricity units purchased by paying in advance have been consumed, the consumer can use a recharge coupon to improve the balance, failing which the supply will get disconnected automatically. The recharge coupons will be in the form of a card that will be inserted in the pre-paid meter.

No Power For 7 Hrs In City Parts Today, Duration Will Be Of Nine Hours In Some Areas

Power supply will be suspended to many parts of the city on Thursday for seven hours from 10 am to 5 pm due to repairing and maintenance work to be undertaken by the power utilities. It will be cut off for 9 hours from 9 am to 6 pm in some areas.
According to a press statement issued by the Maharashtra State Electricity Distribution Company Ltd (MSEDCL), there will be no power supply to areas under Kothrud, Shivajinagar, Padmavati, Parvati, Ahmednagar Road, Bund Garden and Pimpri electricity divisions.

14-Hour Power Cut In Many Parts Today, MSETCL, MSEDCL Will Undertake Construction And Repair Work

There will be no power supply in many parts of the city on Thursday. The Maharashtra State Electricity Transmission Company Limited (MSETCL) will resort to a 14-hour power cut from 6 am to 8 pm due to the construction of three power cable towers.
The power cables will be constructed between 'Chinchwad tap' and Chinchwad sub-station and 'Talegaon tap' and Talegaon sub-station by the MSETCL. Hence, power supply to 132 KV Ganeshkhind electric sub-station will be cut off.
According to a statement issued by the Maharashtra State Electricity Distribution Company Limited (MSEDCL), areas which get power supply from this station will be cut off from 6 am to 8 pm. These areas are Senapati Bapat Road, Chatuhshrungi, Bijlinagar, Jungli Maharaj Road, Tophkhana, Akashwani, Shaniwar Peth, Narayan Peth, Laxmi Road, Modi Ganpati, Police Headquarter, Haveli Road, Pune Municipal Corporation building, Shivajinagar bus stand, Model Colony, Wakdewadi and Fergusson College Road.
The power supply to areas like Kamshet, Talegaon Maharashtra Industrial Development Corporation and Wadgaon Maval which get power from Talegaon sub-station will also be affected from 6 am to 8 pm. For information, contact superintending engineer Rupali Joshi on 9423580604.

However activists like Vivek Velankar of the Sajag Grahak Manch have objected to the proposal and pointed out that the power utility had put forth a similar proposal of cent per cent increase in fixed charges last year.
"That proposal was also rejected outright by the Commission. Hence what is the point of introducing another proposal that seeks an increase in the power tariff?" Velankar asked.
Meanwhile Velankar has urged the MSEDCL to start a training programme for the officers and employees on the electricity act and rules.
He has pointed out cases where domestic consumers have received exorbitant bills and despite the demand for correction of the bills, the power utility disconnected the supply without notice.
THE hearing for the Maharashtra State Electricity Distribution Company Limited (MSEDCL)'s proposed tariff hike will be held in Pune on May 19. The proposal for hiking the power charges by an additional 15 per cent has been submitted to the Maharashtra Electricity Regulatory Commisison.
S P Nagtilak, Chief Engineer of the Pune Division of the MSEDCL, said that the hearing will be held on May 19 at the Council Hall in Pune. Upto a 15 per cent rise has been proposed for domestic consumers whereas the hike for agriculture pump usage is nine per cent.
The suggested increase for industries is 16 per cent and for small scale units, 14 per cent.MSEDCL has approached the MERC with their plan to hike fixed demand

MSEDCL Move Aims At Mopping Up Rs 3,632 Crore To Bridge Revenue Gap
The Maharashtra State Electricity Distribution Company Ltd (MSEDCL) has filed a tariff proposal for 2010-11 seeking an average 14 percent tariff hike to mop up Rs 3,632 crore to bridge the revenue gap.
The petition filed by the MSEDCL before the Maharashtra Electricity Regulatory Commission (Merc) says that the tariff hike proposed for agricultural, domestic and below poverty line families is marginal, ranging from 1 to 6 percent.
The power company has also proposed a new tariff slab for domestic consumers who consume more than 1,000 units per month.
No tariff hike has been proposed for government owned or aided educational institutes and hospitals in high tension (HT) II commercial consumer category and for all educational institutions, hospital and dispensaries put in low tension (LT) II category.
The tariff proposal also suggest 10 per cent surcharge over base tariff for HT II commercial consumers on express feeders as premium for supplying continuous supply. Five per cent discount on energy bill has been proposed for pre-paid metering.
