Plan For Deer Safari Park At Talawade Gathers Momentum

Talawade will soon be home to a deer safari park. The state government has approved a change in land-use reservation for a plot of land to enable setting up of the park.
The land had earlier been reserved for municipal purpose/garden and the Pimpri Chinchwad Municipal Corporation (PCMC) had sought a change in reservation in the development plan of the newly-merged villages of Pimpri-Chinchwad.
Speaking to TOI on Tuesday, Subhash Dumbre, additional commissioner said, "District guardian minister Ajit Pawar had suggested the creation of a deer park at Talwade. The PCMC intends to develop one in this area of 90 acres. Visitors will be able to travel in vehicles and view the deer living in natural surroundings.
"The PCMC has made a provision of Rs 1 crore in the 2010-11 budget for the project. The plot has fencing and we will have to develop internal roads," Dumbre added.
Speaking to TOI, Anil Khaire, director of the municipal zoo said, "The deer park is being developed as part of the expansion plan of the Bahinabai Chaudhary zoo at Akurdi. Deer species that are found in the western ghats will be housed at the park. These include black buck, chinkara, barking deer and sambar."
He said that there were plans to develop a tourist centre, cafeteria and parking facilities for visitors.
"We will also create an interpretation centre and exhibition hall to hold exhibitions on nature and wildlife," Khaire added. "We are preparing a plan for the deer park, which will be sent to the Union government for approval."
"A basic land survey will be conducted, in which we will conduct soil testing and water testing. We want to develop a grassland environment that will be ideal for the deer. We will also identify species of grass that are preferred by the deer so that they can be grown on the land during the coming monsoon," Khaire stated, adding that the deer will be procured from other zoos in the country.

JNNURM Work Held Up Due To Shortage Of Land

One of the important projects taken up by the Pune Municipal Corporation under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) in in 2006 construction and improvement of drains to prevent contamination of natural water bodies is just 28 per cent complete as of today.
One of the reasons for the delay in implementing the project is nonavailability of land to stack the dredged material between Sangam bridge to Bund Garden bridge. Another reason is the approval awaited from the standing committee for channelisation between Mhatre bridge to Bund Garden bridge.
The different components of the project include dredging work in Mula-Mutha river, channelisation of river bed, lake formation in river bed and constructing retaining walls along river banks.
V R Patil, officer on special duty, JNNURM, said the problem of non-availability of land for stacking dredging material was pertaining only to the particular stretch of the Mula-Mutha river from Sangam bridge to Bund Garden bridge.
"Huge amount of material will be dredged out, but sending this material out of Pune will prove to be extremely expensive. The material cannot be just dumped on any plot like that. Therefore, we have come up with an option of stacking the material on the banks of the river which will be raised. This will leave proper space for flow of the river. We have done the hydraulic calculations accordingly, and will need clearance of the irrigation department for implementing this," Patil said.
He explained that desilting on most stretches on remaining part of the river has been undertaken by the PMC. "On the stretch between Warje to Mhatre bridge, we deposited the dredged material for the base of the Warje-Vitthalwadi road," Patil said. The revised completion date for the project given by the PMC in its report is June 30, 2011.
After doing the dredging work, the PMC will be channelising the river bed (it is already being done on stretches where dredging has been complete), lake formation in bed (will be undertaken in second phase) and tenders have been approved for constructing retaining walls along river banks.

Big Worry For Development Authority: Illegal Constructions

The state government had estab- lished the PCNDTA to help those working in industries or who have set up shops in the industrial area of Pimpri Chinchwad, get houses at reasonable rates.
The authorities acquired land in ten villages Moshi, Nigdi, Akurdi, Ravet, Chinchwad, Rahtni, Thergaon, Chikal and Wakad. So far, 1,627 hectares have been acquired.
Work on surveying illegal structures could not be carried out in Chinchwad as the residents there opposed the move. According to the PCNDTA estimates, Chinchwad has around 7,500 illegal structures.
Around two lakh residents stand to be affected if the state government decides to raze these structures.

Dharavi Makeover Faces Delay

The Maharashtra government's much delayed Dharavi Redevelopment Project (DRP) is likely to get stalled further. Reason: the state's failure in building consensus among the beneficiaries, the stakeholders, and two state-appointed panels on the Rs 15,000-crore project.
In particular, a sub-committee of secretaries set up by the chief minister last month to suggest a feasible model of redevelopment by mid-February and an advisory panel of experts formed in January 2009 have differed on virtually all project parameters.
The sub-committee has secretaries from the departments of housing, urban development and finance with housing secretary Sitaram Kunte as the convenor. Former chief secretary DM Sukthankar heads the `rival' advisory panel with a brief to co-ordinate and facilitate project implementation.
A major difference of opinion between these two panels is over the appropriate model of redevelopment.

Tells Pune Municipal Corporation To First Make Its Stand Clear On Future Of Bio-Diversity Parks

 Although the city has been awaiting the approval of the Development Plan (DP) for fringe villages for five years now, the state government has recently sent back the draft saying that the civic body needs to first take a clear stand on the Bio-Diversity Parks (BDPs), which is an integral part of the DP.
It may be noted that the DP was sent to the state for approval in December, 2005. Also, two surveys by C-DAC and Monarch were conducted to decide the defining line for the hill tops/ hill slopes falling in the BDP.
Meanwhile, the present situation is such that on one hand the PMC is blaming the state government for the undue delay, and on the other, state urban development (UD) officials are saying that the onus of pushing through the DP lies basically on the PMC itself.
T C Benjamin, UD secretary, said, "It is the PMC which has to take a final call about which survey they want to accept for the BDPs, which is a crucial part of the DP."
Another senior UD official told TOI that it is erroneous to come to a conclusion that the DP is getting delayed because of the state government. "We have recently sent back the DP to the PMC. The civic General Body needs to decide what is their stand on the BDPs. The ball is in their court. They must decide which survey (conducted by C-DAC or Monarch) should be considered final for the BDP line."
The draft DP for the 23 merged villages recommends reservation of 1,600 hectare of land for the BDPs. Which means, the PMC will have to acquire 978 hectare held by individuals for developing the BDPs. Meanwhile, the civic body had conducted two surveys for finalising the line for hill top/hill slopes. The civic city improvement committee had then decided that the stringent line that had emanated from the two surveys must be considered final.

PCMC To Relax Norms For City Centre Project

Bowing to the demands from builders, the Pimpri-Chinchwad Municipal Corporation has decided to relax the terms and conditions for the city centre project and invite bids for the project again.
Dnyaneshwar Bhalerao, chairman, standing committee, told reporters on Friday that a decision was taken to change the terms and conditions for the project at a meeting held to discuss the build, operate and transfer (BOT) projects of the PCMC.
Bhalerao said, "The PCMC wanted the whole city centre project for commercial purpose, but builders said that they should be permitted to use some space for residential use also. They said that the PCMC should not put conditions on land use and also expressed their inability to deposit Rs 100 crore, stating that the market conditions are bad."
Consequently, the PCMC has decided to reduce the deposit amount to Rs 50 crore, Bhalerao said. The civic body will hand over only that portion of land that has to be developed. The commercial space will be 50 per cent of the total area of the city centre project, while retail market will have 30 per cent space and office space will be 20 per cent.

Dahanukar Colony Goes Green, Residents Plant Saplings, Clean Up Plot, Create Jogging Track

 Residents of Dahanukar colony in Kothrud have set an example by taking initiatives to keep their locality clean, in coordination with the Pune Municipal Corporation (PMC).
Their efforts have transformed an open space that was littered and frequented by drunkards into a clean place where group activities for children and seniors are conducted. The garbage dumped nearby has been removed. They have planted trees and also made a jogger's track, besides segregating wet and dry garbage. Now, the residents have taken up the work of cleaning the nullah that flows along the locality every Sunday.
Deodatta Patankar, a mechanical engineer, told TOI: "If the residents and the administration work together it can make a big difference. "Apart from the civic administration, the responsibility to keep the surroundings clean also lies with citizens. We have made a conscious effort to do our bit," he said.
Archaeologist Prakash Joshi, who is living here for more than two decades, was the first person to start cleaning the ground. "From 2004, I used to clean up the open space that is just opposite my house everyday from 8 am to 10 am. Drunkards, pigs and stray dogs would come and litter the place. In the rainy season it used to turn into a swamp full of mosquitoes and snakes. In 2007, some people formed the Dahanukar Colony(A) Vikas Mandal and decided to clean and maintain the open space,'' Joshi said.

MIDC To Develop Reserved Plots According To Development Plan

The MIDC has decided to develop reserved plots as per its own Development Plan, instead of transferring the ownership of the plots to the PCMC.
PCMC municipal commissioner Ashish Sharma on Thursday said that the decision was taken at a meeting with district guardian minister Ajit Pawar and industries minister Rajendra Darda in Mumbai recently.
Vast stretches of land in PCMC limits have been acquired by the MIDC to develop as industrial belt. The PCMC has reserved some plots in this industrial belt for various developmental worksin the DP. Only a few of them have been transferred to the PCMC to be developed as per DP.
Sharma said, "The PCMC has reserved some plots in MIDC areas for developmental projects. We need MIDC land to build roads, but the MIDC is yet to transfer this land to us. We have been demanding that the MIDC transfer these plots to the PCMC at nominal rates as the people in the industrial belt as well as the MIDC will benefit due to the developmental works. There was a dispute between the PCMC and the MIDC over how to transfer the MIDC land. A meeting was held by Pawar and Darda in Mumbai to solve this problem."
Sharma said there were around three to four plots in MIDC areas that were reserved for slum rehabilitation. "We had demanded that the MIDC should transfer the land reserved for slum rehabilitation to the PCMC for the projects. But now a decision has been taken that MIDC will implement the slum rehab projects on its own on land reserved for slum rehabilitation in its areas. The MIDC will not transfer ownership of such plots," he said.

Rs287.36-cr Nabard Loan For State, Irrigation Potential For 15,083 Acres Will Be Created

The National Bank for Agriculture and Rural Development (Nabard) recently sanctioned a loan of Rs287.36 crore to the state government from its Rural Infrastructure Development Fund (RIDF) for development of minor irrigation (MI) schemes and for construction of anganwadis.
While Rs202.36 crore has been sanctioned for 13 MI projects, Rs85 crore has been approved for 2,500 anganwadis (playgroups run by the government). The MI projects would create additional irrigation potential for 15,083.312 acres and is expected to generate non-recurring employment of 151.43 lakh man days and 4.56 lakh recurring man days.
A man day is the amount of work performed by an average worker in a day.
The 2,500 anganwadis sanctioned in 33 districts of the state would benefit a population of 1.25 lakh from around 5,000 villages. The targeted beneficiaries of the anganwadi scheme are the most vulnerable groups of population including children up to six years and expectant and lactating mothers.
Nabard officials said that in the current fiscal the total amount of loan sanctioned to the state government under RIDF XV is Rs565.09 crore which includes funds for rural drinking water supply schemes, roads and bridges, MI and anganwadi schemes.

PCB Sports Complex Plans Hit Roadblock, Bids To Be Recalled

The sports complex proposed to be built by the Pune Cantonment Board (PCB) in the Camp area has received a setback with the build-operatetransfer (BoT) route failing to attract builders and developers. The board has now decided to recall the tender after the poor response to its proposal.
The initial plan was to start the construction of the sports complex by March on a BoT basis with an estimated investment mark-up of Rs 15 crore in the allotted land of four acres in Golibar Maidan. Out of the six firms that submitted their application for pre-qualification tender, one firm was rejected for failing to submit the required documents.
The firms participating in the bid needed to quote the annual rent to be paid to the board and submit detailed plans, estimates and specification of work along with tenders. The last board meeting had decided to recall the tenders due to the poor response.
"Out of the five that qualified only two firms submitted their tenders. None of the firms has quoted the annual rent to be paid to the board. So, we have decided to recall the tender," said PCB Chief Executive Officer DK Malik. The proposed plan also had space for a commercial complex that was to come up along with the sports complex. The idea was to lease out the land to the contractor. It was to be operated and maintained for a period of 30 years by the contactor, during which he would have had to pay an annual rent to the PCB.
Speaking to The Indian Express, Malik had said the proposed sports complex would have facilities for indoor sports and would also house a gym. "As per the plan, there would have been outdoor sports facilities, including a football ground, a cricket pitch for net practice, a basketball court and an athletics track," Malik said.
The construction of the sports complex was stalled thrice in the past. The complex was first envisaged in 2005.

State Approved Rs 185 Crore For Pune District Development

The state Finance Ministry on Saturday approved a budgetary allocation of Rs 185 crore for the development of the district. The amount is Rs 68 crore more than what was originally proposed.
The decision was taken at district planning development committee meeting conducted by State Finance Minister Sunil Tatkare and Guardian Minister Ajit Pawar. The budget for Pune district was Rs 155 crore in 2009-10. There had been a demand that there should be more provision due to rapid urbanisation and development work of the district.
The budgetary provision includes Rs 1.5 crore for Sinhagad Road, Rs 16 crore for Indira Awas Yojana, Rs 2.5 crore for promoting cleanliness in rural areas and Rs 12 crore for small irrigation projects. A provision of Rs 5.5 crore for development work in 11 municipal council and Rs 5 crore for rural development was also made. "The state government would try to make additional provisions from various state departments for the development of the district," said Tatkare. He said a provision of Rs 2 crore will be made for the Industrial Technical Institute (ITI) in Aundh as it is completing 60 years.
Meanwhile, Chief Minister Ashok Chavan on Thursday held a meeting to discuss development activities, including the possibility of an outer ring road.
The representatives from the city urged for speedy formation of Pune Metropolitan Region Development Authority (PMRDA) for the planned development of the city. Since any civic body cannot incur the expenses for construction of a ring road, it was decided that the project should be implemented by PMRDA. Three options for raising funds were discussed. These included allowing two floor space index for infrastructure development alongside the road while the second option was funding by PMC, PCMC and the state government.
The third option of implementing the project through town planning scheme was in principle agreed upon.
It was also decided that the road construction should be implemented by state public works department. The chief minister has directed the administration to submit a detailed report on execution of the project.

Development Of ITI Road In Aundh To Begin Soon

End-to-end development of ITI road in Aundh from Baner junction to Parihar chowk will begin soon and most of the work will be wrapped up by December-end, officials from the Aundh ward assured residents here on Thursday.
A meeting was held at the Aundh ward office to discuss the problems faced by residents. Issues like the development of ITI road, encroachments in the area, parking problems and lack of open spaces were taken up with zonal commissioner Vijay Dahibhate, development engineer (roads) Madhav Latkar, ward officer Jayant Bhosekar and former mayor Datta Gaikwad.
The ITI road has for a long time been a cause of complaint among residents as the Pune Municipal Corporation had taken up its development in 2005, but the work has remained incomplete since.
Although the road is in a good shape in terms of levelling and quality of surface, encroachments, illegal parking, lack of dividers and inconsistent width has been creating traffic chaos. The road alternates between very wide and very narrow.
Sharayu Sanghvi and DVR Rao, members of citizens' forums of nearby localities, said they had taken up the issue with ward officials and the road department several times. They finally got concrete assurances about their grievances being addressed from the concerned officials during Thursday's meeting.
Latkar explained at the meeting that the road work will have to be taken up in two stretches from Parihar chowk to the Sindh society gate, and from thereon up to Baner junction.

State To Implement JNNURM-Like Scheme

Taking the cue from the central government's Jawaharlal Nehru National Urban Renewal Mission (JNNURM) scheme aimed at executing infrastructure projects in major cities and metros, the Maharashtra government has come up with a funding scheme, worked out on similar lines, for infrastructure projects in smaller cities in the state.
The scheme Maharashtra Suvarna Jayanti Nagarothan Mahabhiyan aims to support municipal bodies not falling under the JNNURM scheme.It will attempt to raise the standard of living of people in smaller cities by improving transportation, solid waste management, water supply and eliminating slums.
The scheme will be implemented in class `D' municipal corporations and main municipal councils and nagar panchayats. Speaking to TOI, state urban development secretary (special projects) Manu Kumar Srivastava said the scheme is broadly based on JNNURM to promote planned development.
He explained that the state government has suggested three optional models to implement the scheme. The mission cities will first have to explore the possibility of implementing the projects under public-private partnership (PPP). "If the PPP model does not work out, the state will provide assistance either by `viability gap funding' or by providing loans at concessional rates," Srivastava said.
Funds will be allocated for the approved projects in the state budget.

Metro Rail Project At Crossroads, It's Going To Be A Bumpy Ride

The Pune Municipal Corporation (PMC) is hoping the Union government will make provisions for the Pune metro project in the annual budget this year. A senior state government official, however, said the process of framing Union budget starts quite early and the PMC is late in submitting its proposal.
From land acquisition to actual implementation, the civic body has to cross many a hurdle to make the metro run in Pune.
"We will request Union Agriculture Minister Sharad Pawar and MPs from Pune to push for budgetary allocation. If we succeed in getting initial funds from the Centre the project will get a major boost," said PMC standing committee chairman Nilesh Nikam.

NCP leader in corporation Anil Bhosale said the PMC will make official request to elected representatives to put up the case before the Union government.
Suggesting the functional structure for the proposed Pune Metro Rail Corporation (PMRC), the Delhi Metro Rail Corporation's (DMRC) final draft report envisages the project can be completed by 2014-2015 at a cost of Rs 8,401 crore (corridor -I) and Rs 9,534 crore (corridor II). The report says that the Pune metro, like the DMRC, can ask for concession on value-added tax as well as rebates in electricity and other municipal taxes.
"The PMC needs 64,435 hectares of land for the metro. Besides, there is a need for another four hectare land which could come from the agriculture college land. This 1,04,435 hectares could be commercially exploited and developed by allowing an FSI of 4. Around Rs 600 crore could come in this way," says the report.
The agriculture college has already announced that it will not give its land for the project. The DPR proposes to acquire four hectare from the College of Agriculture at Shivajinagar to be used for setting up the nerve centre of the metro rail project.

Delay In Land Acquisition, Changes Hit Flyover Project

Orders to construct flyover at Chapekar Chowk were issued on October 2,2006. The construction of the flyover could not start immediately, as it was found that land of a graveyard would have to be acquired
Setback in acquiring land on time and structural changes in the original project have led to a delay in completing the work of the flyover at Chapekar Junction, connecting seven roads.
As many as 49 months after the work order was issued, there has been negligible work done. The problem has been attributed to the municipal corporation issuing the work order without getting the possession of the land and the lethargic attitude by the contractor.
In Pimpri Chinchwad Municipal Corporation (PCMC) general body meeting held on Tuesday, Congress corporators raised the issue, accusing the municipal officers and the contractor for delay in construction.
"We demanded an answer from municipal officers as to why the flyover has not been completed in 49 months, when it was supposed to be completed in 18 months. All the contractors, who are involved should be blacklisted," said Congress city president, Bhausaheb Bhoir Bhoir said work orders for the elevated rotary flyover under construction at Chapekar Chowk were given on October 2,2006.
