Additional FSI Likely For Biotech Parks

Biotechnology parks may be allowed additional floor space index (FSI) of up to 100 per cent like the information technology parks. All parties have agreed to approve a proposal to this effect in next month's civic general body meeting.
The City Improvement Committee ( CIC) has already given a go- ahead to a proposal allowing private biotech parks to set up shop in No Development Zones (NDZs) and green zones, with double the current floor space index (FSI).
Subject to the approval of director of industries or the commissioner or chief officer or as the case may permit, the FSI specified in regulations will be exceeded to the extent of 100 per cent over and above the permissible FSI for biotechnology units/parks.
Out of a total built up area, minimum 90 per cent shall be used for biotechnology purpose and maximum 10 per cent (by deducting parking spaces) shall be used for ancillary users as specified in the government resolution.

GPS To Help Parents Track Children

Parents can now use GPS to track their wards and know the routes their schoolbus takes and the speed with which it moves. Cosmicgate Technology announced launch of their system in the city on Friday.
Uing the system, parents can get text messages the moment their ward enters and leaves the school campus. If after entering school a student steps outside the school and does not enter again withing 30 minutes, parents will be alerted. "However, this threshold time can be adjusted as deemed necessary by parents and teachers of the school," said Girish Prasad, chief operating officer, Cosmicgate.
He added it will also give updates of important announcements in the school. Parents can also access reports of monthly or weekly assessments in school using it, in case they have not been able to make it to the parents teachers association meetings etc.
Mayur, chief executive officer, Cosmicgate, said, "A similar situation in my family led me to come up with the idea. One day, my nephew did not return home, beyond the usual time. Everyone started panicking. At the time, one such SMS would have assured us all of his safety."
The device is manufactured by a US-based security firm, and Cosmicgate later customises it as per the needs of parents and schools here. It does not involve any swiping like other security devices as children generally forget to swipe. It uses radio frequency identification.
On Saturday, Cosmicgate will hold a meeting with various schools in PCMC area. The meeting will be attended by PCMC Mayor Yogesh Behl and PCMC Shikshan Mandal members, including chairman Arjun Baburao Thakre, administration head, Hari Bharti and others.
As per data available with the company, about 2,300 students of Balbharti Public School, Navi Mumbai, have agreed to use the device on a trail basis.

No Extra Water Cut Till Month-End, Situation To Be Reviewed On Aug 31

The irrigation officials, on Thursday, ruled out the possibility of extra water cut till the end of the month.
The Pune Municipal Corporation (PMC) had imposed a 40 per cent water cut in the second week of July after the rains played traunt and levels in dams depleted. The cut was partly withdrawn after the monsoon revived by the end of July. Presently, the city gets 18 to 20 per cent less water than actual allotment.
A V Surve, superintending engineer of the Pune irrigation circle, said, "The monsoon is not over yet. A meeting with municipal authorities is scheduled for August 31. We will jointly review the situation and only then decide about sending any fresh proposal (for water cut)."
According to the India Meteorological Department (IMD), normal rainfall for the city in August is 120 mm, but it has received only about 80 mm so far. The weatherman has not forecast any major changes for the next few days.
Due to poor rainfall in mid-July, the irrigation department's average daily water supply of 1,150 MLD (million litres daily) to the city was brought down to around 700 MLD, following which the PMC had opted for alternate day water supply. However, with the catchment area around the dams getting good rains over July-end, the irrigation department released an additional 220-250 MLD water at the end of the month. As a result, instead of alternate day water supply, citizens began getting water for four hours a day.
Despite good start, August has largely been a dry month. The Khadakwasla dam's storage has fallen below one TMC, which is 43.80 per cent of the total capacity. On Wednesday, the catchment areas of the Varasgaon and Panshet dams recorded 2 mm rainfall while Khadakwasla and Temghar did not receive any.

MSRDC To Lease 26 acres At Sanjgaon In Raigad District

The Maharashtra State Road Development Corporation has invited proposals for leasing out six land-parcels along the Mumbai-Pune Expressway aggregating to 26.43-acres at Sanjgaon in Raigad district for 80-years, a senior government official said.
"We intend to develop the land-parcels in a profitable and environment-sensitive manner for commercialisation," the official told PTI requesting anonymity.
The Corporation, which has around 152-hectares of land along the Mumbai-Pune Expressway, is expecting over Rs 150-crore from the sale. This is the second time that MSRDC has invited proposals from private developers for the plots.
"Earlier, when we had first invited the bids for selling these land-parcels, we did not receive the right kind of response. Hence, we decided to re-invite bids. We expect a good response this time," the official said.
MSRDC has not put any restriction on the developers for developing the land. "Our only concern would be that the development along the expressway should be in an orderly manner and ethical," the official said.
MSRDC is looking at development of roadside facilities like rest places, hotels, motels, restaurants, service stations, truck repair and maintenance facilities, auto show rooms, convention centers, hospitals, naturopathic and ayurvedic centers, discount shopping centers, multiplexes corporate training and conference facilities, farmers market, call centers and such other customer-driven services.

Realty Grows But Sites Dedicated For Dumping The Construction Waste And Debris

The city that ranks amongst the leading ones in the country in terms of real estate and construction activity does not have a dedicated site for dumping the construction waste and debris. The Pune Municipal Corporation (PMC), on whom rests the onus of providing the facility, has been consistent in its reply over years that a policy is still to be framed and dumping sites yet to be identified.
The city administration has been silently witnessing the dumping of debris either by the Mula-Mutha riverside or across the uninhabited areas on the outskirts. Former municipal commissioner Praveensinh Pardeshi had announced a plan to construct construction waste collection centres in four localities, but it seems to be stuck in the conception stage.
PMC deputy commissioner Suresh Jagtap said, "Hundreds of tonnes of debris is generated in the city every day. Since there has not been any policy in this regard, the practice is to dump it haphazardly. Our priority will be to formulate a policy, specifically for construction waste, and then identify some locations within the city for dumping centres." The builders say they have nothing to do with the waste disposal. "We hand over the work to contractors, who have to take the necessary permissions and then dump the waste," Gera Developers director Rohit Gera said.
While the organised sectors have their own versions, the individual citizens are at sea when it comes to construction debris. "We had to carry out a repair work at our place that generated about two bags of waste. We did not know what to do with it, as it could not be put in garbage bins. We tried to find a dump to dispose it, but to no avail. It was tough to get someone to take it away," Satyajit Deshmukh, a resident, says.
Satish Khot, president of National Society for Clean Cities (NSCC), said, "If it was so difficult for the PMC to find sites for construction waste centres, why doesn't it set up a plant that can recycle the construction waste on a regular basis. There are machines that can turn the debris into sand or bricks." Congress leader Ulhas Bagul said the PMC could use quarries as dumping sites.

Water Cuts On Thursday Due To Repairs

Parts of the city will not receive water supply on
Thursday between 10 am and 6 pm as a result of repair works being carried out at Warje water treatment plant and Thakarsi water tank.
The affected areas are, Bhusari colony, Shashtrinagar, Bawdhan, Bhugaon road area, Sus road, Baner, Balewadi, Pashan, Warje high way area, Karvenagar, Gandhi bhavan, Mahatma society, Hingane home colony, Warje octroi post, Gokhalenagar, Model colony, Bhosalenagar, Kalas, Dhanori, Vimannagar area.
There would also be complete water cut in Yerawada, Kalyaninagar, Wadgaonsheri, Alandi road, Vishrantwadi, Tingarenagar, Nagar road, Ramwadi octroi post and Nagpur chawl. Water supply to these areas will be delayed on Friday.

PCMC Will Rework Hawkers' Policy

 The Pimpri-Chinchwad Municipal Corporation (PCMC) will draw up a new hawkers' policy after the state government issued guidelines for a uniform policy for all civic bodies rec ently.
The policy's implementation has been delayed for several months even though the PCMC had one ready and approved by the civic general body in January.
It ran into trouble when the civic body received no suggestions or objections from the stakeholders. Meanwhile, the corporation had to revise the policy following guidelines issued by the state government.
PCMC's additional commissioner Subhash Dumbre said the policy's implementation has been delayed. "We had invited suggestions and objections from citizens and had planned a public hearing. But no feedback was received in the one and half month period. They came after the stipulated deadline and the public hearing was not conducted."
Dumbre said that municipal commissioner Ashish Sharma has approved some changes in the final draft of the policy which will be sent to the law committee for approval. It will have to get the GB's approval before the state government gives its nod, he added. The civic body can start implementing a portion of the policy after the GB's approval, Dumbre said.

In further embarrassment for the Commonwealth Games (CWG) organisers, the board of NTPC Ltd has decided to sever all ties with the event.
NTPC, India's largest power generation utility, has also sought an audit by a government agency of the R20 crore it has already paid as sponsorship fees.
Another PSU, Power Grid Corporation of India (PGCIL), has also decided to withhold the R10 crore sponsorship it had promised.
NTPC, official power partner of the Games, is concerned that the negative publicity the Games have garnered following allegations of widespread graft will hurt its brand image.
Mint reported on August 6 that NTPC intended to drop the idea of using the event logo in all its correspondence for this reason.
The R20 crore already paid was part of a total Rs 50 crore commitment NTPC had made to the country's biggest sporting event in 28 years.
"Our board met yesterday and we have decided not to give the remaining money to them," said Chairman and Managing Director R.S. Sharma on Wednesday. "The Games logo stands dropped from all our communication. We need an audited account of the R20 crore we gave them to show us how the money was spent."

PCMC Makes Water Recycling Must, Rule Mandatory For All New Housing Societies

Installation of water recycling systems is now mandatory for all new major housing schemes in the Pimpri-Chinchwad township.
The state government notification said: "Installation of system for recycling of waste water from bathrooms and kitchen sinks is mandatory in building layouts having net plot area, excluding area under development plan reservations, or development plan road, of 4,000 square metre and above. The recycling system shall be installed as per the norms and specifications decided by the municipal commissioner from time to time. The treated water may be used for gardening and all other purposes other than drinking...The modification is in public interest and therefore was sanctioned".
Deputy director of town planning Avinash Patil said the PCMC had sent the proposal to the state government last year. "A lot of new residential schemes are coming up in the fringe areas. Water recycling systems will help save drinking water, a priceless commodity. Small houses or other residential schemes can also install the system," he said.
Last year, the general body of the PCMC had approved the proposal to make amendments in the development control rules. As per the provisions of the Maharashtra Regional and Town Planning Act, the corporation had invited suggestions and objections to the proposed amendment.
The owner of the building or the housing society shall ensure that the system is properly maintained and that the recycled water shall be used for nonpotable purposes only. There would also be a provision for a monetary fine if the owner/ housing society fails to provide or properly maintain the recycling system. In the original proposal, the PCMC had suggested a fine of Rs 1,000 per year for every 100 square metre of built up area. However, the executable amount has not been fixed yet.

From This Year, No Civic Property For Setting Up Firecracker Stalls

 The Pune Municipal Corporation has decided not to allot civic property for setting up firecracker stalls. The corporators, meanwhile, sought a permanent policy on the matter.
"It was made clear last year itself that no stalls will be allowed on PMC land. We have again sent a reminder to the association of firecracker stall owners that they should make their own arrangements," said Sudhakar Telang, land acquisition and estate officer.
He said some corporators had objected to the decision, demanding a policy on the matter. "They pointed out that shifting of the existing locations could cause in convenience to citizens... The civic body used to allow stalls on road connecting Mhatre Bridge and Rajaram Bridge, and in Dhanori. These plots are by the roadside; they encroach the footpath and also create a traffic problem."
There is no other civic property where these stalls can be allowed as they require open space as a safety measure, he said and added that the stall owners should identify private land for setting up stalls. The civic body will permit these stalls only after checking the safety measures.
Deputy Municipal Commissioner and in-charge of fire safety department Pravin Ashtikar said the government had framed norms for firecracker stalls as per the Explosive Act 1983. "No firecracker stall will be given permission if they violate norms."
Corporator Ujjwal Keskar said it was improper to disallow firecracker stalls on civic land. "The stalls are set up only for a few days and they should be allowed in the existing location. The civic body gets over Rs 75 lakh from it."

Bank To Take Loan Schemes To Villagers

The Pune District Central Co-operative Bank Limited has decided to adopt 13 villages in the district to fulfil its objective of taking the benefit of loans to the common man.
PDCC chairman Digambar Durgade said, "There are 13 talukas in the district. A village from every taluka will be identified under the adoption plan. We expect people from nearby villages to visit us and understand the banking services. The loans will be given to groups, self-help groups and individuals. Besides, we will initiate plantation and sanitation programmes in the respective village to showcase it as an ideal village. The work for identification of villages has begun."
The chairman further said that once the bank introduces core banking at all 246 branches, it will be the first bank of its kind to achieve this mark. The bank also plans to open ATMs at 60 places in the district by December. Besides, debit and credit card facilities will be made available.
The bank has about 30 loan schemes, which includes poultry, green house, lift irrigation etc.

Pune Rural Police Get Rs 19.13 Cr Reward

The state government has announced a reward of over Rs 19.13 crore for the Pune rural police for taking the lead in settling total 37,264 cases under the Mahatma Gandhi Dispute-Free Village Mission between October 1, 2009 and April 30, 2010. The decision was conveyed to the rural police on Thursday.
Meanwhile, taking note of the novel initiative, the United Nations (UN) has invited superintendent of police (rural) Pratap Dighavkar for a presentation on the system adopted by the police for disposing the cases. Dighavkar becomes the first IPS officer in the state to be invited to the UN to explain the concept, as the organisation has plans to implement the scheme to settle disputes in the New York city. The presentation has been scheduled for August 11.

Dighavkar said with the money to be received from the state, he plans to open libraries for students, construct gardens for children and construct roads in the district.
The mission, launched by the state government, has helped the police settle civil, criminal, revenue and other cases which were pending before the courts for several years. Out of 65,348 cases listed for settlement, the police succeeded in reaching out-ofcourt settlement in over 50 per cent disputes 2,862 civil cases, 2,050 revenue, 29,675 criminal and 2,677 other disputes.

Hi-Tech Watch Over Water Supply By PCMC

The Pimpri-Chinchwad Municipal Corporation(PCMC) will implement an advanced system to monitor its entire water supply network right from lifting of raw water from the Pavana river to water treatment and its distribution to households through a network of pipelines.
The computerised system using supervisory control and data acquisition (SCADA) system will help the civic body prevent distribution losses and ensure equitable supply in all areas. Speaking to mediapersons at the Ravet raw water pumping station and the water treatment plant at Nigdi, municipal commissioner Ashish Sharma said the system will go operational in six months. The project will cost Rs 12.23 crore.
Joint city engineer Pravin Tupe said the new system will help the corporation know the exact quantum of raw water drawn from the river as well as water supplied to various areas from reservoirs. "We will be able to prevent any water distribution losses because of leakages and thefts," he said.
Deputy engineer Pravin Ladkat said the present water supply distribution network has been developed in four phases over the last three decades. The civic body supplies nearly 264 MLD (million litres per day) water to areas under the corporation.

Pune Dist Court To Start 20 Night Courts, It Wants To Dispose Of Pending Cases

In a bid to dispose of the pending cases in various courts, the Pune District Court will start 20 new night courts on its premises in the next few weeks.
The Union finance ministry has granted Rs294 crore to set up night courts across Maharashtra.
Out of the 20 courts, some of them will be set up in various talukas of Pune district. However, at present, there are five night courts on the premises of the district court.
The court officers and the lawyers' association are holding discussions on how to execute the working of these courts.
According to a court officer, local conditions will be considered before setting up such courts and the lawyers and court officials will be taken into confidence as the ultimate goal is to dispose of the pending cases.
While allotting the cases to be heard, urgent cases will be allotted to night courts and if litigants are staying far away from the court, then those matters will be taken up in the day courts. "Mostly, the cases regarding section 138 (cheque bounce) of Negotiable Instruments Act, 1881 will be heard at the night courts as both the parties try to solve the case as soon as possible,'' the officer said.
However, Pune Bar Association president Milind Pawar said, "Attending night courts will be a tedious job for us as we have to draft important civil cases and visit our offices in the evening. Even if the court wants to conduct the hearing of the cheque bounce cases, it will also not get a good response,'' Pawar said. "There are already five night courts and out of them, three are at the district court and two are in Pune Cantonment but these courts are not getting a good response,'' he said.

Illegal Properties: PMC Uploads Notices On Website

The Pune Municipal Corporation (PMC) has started to upload notices, which it is issuing to parties for having illegal properties in the city, from last week. It will help citizens to verify details from the website before entering into any deals of buying properties.
Municipal commissioner Mahesh Zagade said he has issued the order to all regional ward offices and offices concerned to prepare the list of illegal properties and issue notices.
The commissioner has also directed officers to upload these notices on the website to bring transparency.
Zagade said, "It will help to collect data besides carrying out actions against illegal property holders."
The civic body has also submitted a proposal to the state government to provide police force and staff for anti-encroachment drives.
Commissioner said the massive drives will begin once the proposal gets clearance. The PMC standing committee and general body has already given permission to establish a special department for anti-encroachment.
Commissioner said around 6,000 notices have already been uploaded on the website. He said the move will help citizens to verify properties while carrying out land transactions.
