Pune Cantonment Board Approved Rs 80 Crore For Revamping Pune Cantt

THE Pune Cantonment Board (PCB) last week approved a budget of Rs 80 crore with an anticipated expenditure of Rs 66.26 crore for a major facelift to the cantonment area.
This is nearly 30 per cent more than the last year's expenditure and envisages fresh developmental works including the repair of existing drainage system besides the measures to carry out the "rain water harvesting'' within the cantonment limits.
The cantonment board approved the revised budget in the special board meeting and decided to spend the money by the end of March next year.
According to officials, while nearly 25 percent of the budgeted money has already been spent for the last four months of the current financial year the remaining 75 percent of the total expenditure of Rs 66 crore will be spent upto the end of March 2011.
Compared to last year the revenue realisation was less this year. Last year the budget was Rs 102.54 crore. However by the end of last financial year the cantonment board made an expenditure of only Rs 48 crore. Officials said that there has been shortfall this year in revenue collection in different areas including property tax, vehicle entry tax, and octrio.
PCB Chief Executive Officer Rachel Koshy said, "We approved the budget of Rs 80 crore. Out of total projected expenditure to be made at the end of the current financial year, we have already spent nearly 25 per cent of the amount since March.

Pune Station Facelift Put Off Due To Funds Crunch

 The construction of a separate terminal for local trains and two new platforms at the Pune railway station, which was planned to commence this year, has been delayed due to a financial crunch. Proposed under the Pune railway division's masterplan, these projects are part of the strategy to give a facelift to the station in a phased manner.
Highly placed sources at the Pune railway division told DNA it would not be possible for the division to start work on these two projects this year, as was planned originally. "There has been no allocation for the projects in this financial year," a senior railway official said. The proposal is pending with the central railway headquarters.
According to the official, funds for only ongoing projects are being given by the authorities. As per the masterplan, work on establishing a coach maintenance complex in Ghorpadi began last year and work on the first phase of the complex has been completed.
About Rs8 crore was spent for the first phase. Another Rs35 crore is required for the second phase. Once the project is completed, there would be five pit lines and equal number of stable lines in the complex, where maintenance of a 26-coach train could take place.
Divisional railway manager (Pune), Prabhat Sahai, said a revised estimate for the second phase would be sent. He said the railways have approved new projects for Pune division, which includes laying of tracks between Lonand and Phaltan.

1,000 New Affordable Houses Through Redevelopment For MHADA In 4 Colonies

The Maharashtra Housing and Area Development Authority (MHADA) hopes to generate 1,000-odd affordable houses through redevelopment of four of its housing colonies.
The four colonies that are being razed and reconstructed are Aaram Nagar in Versova, PMGP Colony in Mulund, Patra Chawl in Goregaon and Lokmanya Tilak Nagar in Dadar. Officials said the colonies had approached the authority, offering to hand over a certain portion of the built-up area to the housing board in return for a higher floor space index of 2.5.
"These are large layouts and the premium to be paid to MHADA works out to a heavy sum. So instead of coughing up an upfront premium, these societies have agreed to part with a percentage of new flats after the redevelopment," said MHADA chief engineer DR Hadadare. The flats that would come up for public housing would be in the 450-800 sq ft range.
Two lakh families stay in the 104 MHADA colonies in the city. The state government had, over a year ago, increased to 2.5 the FSI for redevelopment of these colonies Private developers taking up redevelopment can construct up to 75 per cent of the area used for rehabilitation of residents and sell it in the open market. Of the remaining built-up area created using the extra FSI, 70 per cent has to be given to MHADA and the rest can be retained by the developers. However, almost all developers have so far chosen not to part with any built-up area and have instead paid an upfront premium to MHADA.
MHADA vice president Gautam Chatterjee said the option of paying a premium was only applicable in the suburbs. For MHADA societies in the island city, it is mandatory for developers to hand over a certain percentage of the houses. "However, we haven't received a single proposal from the island city so far, mainly because most layouts are also affected by the Coastal Regulations Zone norms." Of the 400-odd projects that have so far been given the green signal for redevelopment in the suburbs, not one has offered to share flats with MHADA.

PCMC To Build Skywalks, WB Aid For Three Flyovers To Connect Rly Stations To BRTS Routes

The World Bank (WB) has directed the Pimpri-Chinchwad Municipal Corporation (PCMC) to prepare proposals for construction of skywalks that will connect railway stations to the Bus Rapid Transit System (BRTS) routes.
Municipal commissioner Ashish Sharma said, "A delegation of World Bank officials had visited the Pimpri-Chinchwad township on Friday to discussions the skywalk plan, which will be started under the pedestrian access project."
The PCMC will construct three flyovers with the help of WB, namely at Nashik Phata chowk at Kasarwadi, Empire Estate in Chinchwad and Dange chowk in Thergaon.
When asked when the designs of skywalks will be ready, Sharma said, "We have started work on the two-storey flyover at Nashik Phata and will soon float tenders for the one at Empire Estate. The approval of WB for the design of Dange chowk flyover is awaited. They have assured to approve the design immediately. We are concentrating on these two projects for now. Other projects will be taken up once work on these two flyovers begins."
The World Bank officials visited Nashik Phata flyover site, Kalewadi on the BRTS route of Kalewadi phata Dehu Alandi and Dange chowk in the municipal limits.
Explaining the need for skywalks, Sharma said, "Foot over bridges are meant to help pedestrians cross the roads. But these are less used. We want dedicated walking areas for pedestrians that will connect two or more places. So, the need for skywalks."

PCMC Wants One Year Extension To Complete JNNURM Projects

 The Pimpri-Chinchwad Municipal Corporation (PCMC) has sought a one year extension from the Union government for completing the Pavana dam-Nigdi pipeline project and sewage treatment plant (STP) at Charholi being carried out under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM).
Municipal commissioner Ashish Sharma said all the JNNURM projects have to be completed before March 3, 2012. He admitted that there will be a delay in completion of the two aforementioned projects, but he refuted allegations that the other JNNURM projects, namely the bus rapid transit system (BRTS) and the housing project for the economically weaker section (EWS), have also been delayed.
Speaking to TOI, Sharma said, "The work on laying the 36-km-long water pipeline from Pavana dam to Nigdi is in progress, but it will be slowed due to the delay in completing the land acquisition process. The pipeline has been laid within the municipal limits. The award for acquisition of land along the 17-km-long stretch has been declared and we will start laying the pipeline on this stretch soon. The declaration of award for land acquisition for the remaining 15-km stretch is in its final stages."
Sharma said the widening and developing of the BRTS route on the Pune-Mumbai highway has been completed. "The bus service cannot be started on this route, since the Pune Mahanagar Parivahan Mahamandal Limited is yet to purchase the requisite number of buses. The work on the other BRTS routes of Aundh-Ravet road, Nashik Phata-Wakad, Kalewadi phata-Dehu Alandi road is in progress. We are conducting negotiations with the defence authorities for obtaining defence land for the Aundh-Ravet road and other projects. We will complete the BRTS projects on time," said Sharma.

Civic Body Proposes Zones For Hawkers In Housing Colonies

If the Pune Municipal Corporation (PMC) general body gives a go-ahead, the housing societies in its jurisdiction will have to make available part of their amenity space for daily household services like laundry, vegetable shop, dairy and grocery shop.
However, social organisations said in such a situation the civic body will have to take responsibility of the possible security threat arising in the housing societies because of this.
"We have taken into account suggestions and objections raised on the hawkers policy draft. The suggestions made by the state government have also been included in it and the policy has been tabled in the general body for final approval," said Pravin Ashtikar, Deputy Municipal Commissioner (Special).
This is among the many new initiatives proposed for keeping a check on hawkers encroaching roads and footpaths. Ashtikar said, "It will be mandatory to reserve an area for such services in the urban renewal scheme, redevelopment of old buildings and slum rehabilitation projects. This should only be made available for vegetable and fruits, dairy and bakery products, grocery and laundry services."
The civic body would give free floor space index to the developer on a written assurance that the space will be made available to already registered hawkers, he said. The same rules will go for all private buildings and new housing complexes that will come up after the policy is implemented, Ashtikar said.

Development Plan Will Get The State Government's Approval Within Three Months

The long-pending Development Plan (DP) for 23 merged villages in the Pune Municipal Corporation (PMC) limits will get the state government's approval within the next 2 to 3 months.
The DP for the 23 villages and the controversial proposal for the bio-diversity park (BDP) came up for discussion in a meeting convened by chief minister Ashok Chavan on Friday. City MLAs, MPs, MLCs and civic officials were present for the meeting in Mumbai.

"The meeting was called for a final discussion on the DP and after completion of technical matters, the state government will issue the notification within the next 2 to 3 months. It was decided in the meeting that no reservation earmarked in the DP will be vacated or changed. Even if the PMC's demands to vacate the reservation or shift it, no changes will be made. Also all party MLAs and MLCs present during the meeting agreed that the waterscarcity zones earmarked in the DP should be cancelled," said BJP MLA Girish Bapat, speaking to TOI following the meeting.
The DP had earmarked waterscarcity zones where limited construction was allowed considering lack of water. Now, with PMC providing water in these areas construction could be allowed as it is in other parts of the city.
Elected representatives also agreed to cancel agro industry zone and IT zones earmarked in the city as there was no need for these zones. The representatives also agreed that no construction should be allowed in the green zone along the riverside.
The 23 fringe villages have been merged with the PMC in 1997. The civic body then set up a planning committee to draft a DP for these villages. The committee had submitted the final draft in December 2004. This included a proposal that banned construction on hills and river banks. Besides, it was recommended that 1,600 hectare land should be earmarked for a BDP. The DP was approved by the PMC general body in 2005 and since then it is pending with the state government for approval.

Pune Gets Ready For Skywalks, Project Will Ensure A Hassle- Free And Safe Pedestrian

The Pune Municipal Corporation (PMC) has finally undertaken a feasibility study to ascertain the financial and technical viability of the two skywalks proposed in the annual civic budget.
V R Patil, officer on special duty (OSD), PMC, told TOI that the PMC has identified two routes Shivajinagar railway station to Shaniwarwada and Swargate to Mahatma Phule vegetable market for constructing the skywalks.

Though Rs seven crore has been set aside in the annual budget for the project, the civic body is exploring private investment option,Patil said. The PMC's Built Operate and Transfer (BOT) committee too has given a go-ahead to the administration to rope in private players, more so because in Mumbai too the cost for building the skywalks is being recovered through advertisement revenue.
This is the first initiative undertaken by the PMC to build skywalks on the lines of the Mumbai Metropolitan Region Development Authority (MMRDA) which has already constructed 18 skywalks near railway stations to ease congestion.
"A lot of people walk from Shivajinagar to Shaniwarwada. We feel that a skywalk will help the commuters to avoid congested roads. The project will ensure a hassle- free and safe pedestrian movement from the busy Shivajinagar railway station and Swargate bus station," Patil said.
Mumbai metropolitan commissioner Ratnakar Gaikwad said "Skywalks are convenient for commuters and have helped decongest the areas outside railway stations. In the last two and half years, MMRDA has opened 18 of the total 35 skywalks and the rest will be completed by the end of this year." The civic body is yet to come up with a detailed plan like the MMRDA.

Now, City To Get A `Night Garden' Developed By The Pune Municipal Corporation On The Solapur Road

 Within a year, citizens can look forward to enjoying late evening strolls and the fragrance of flowers that bloom only at night at the unique `night garden' being developed by the Pune Municipal Corporation (PMC) on a three-acre plot on the Solapur road.
The night garden will get an official name when it is ready to throw open the gates to visitors. It will be the first municipal garden in the city which will be open late into the night.
PMC garden superintendent Bhanudas Mane said the idea was to create a relaxed environment for citizens. "Plants like the Mogra, Jai-Jui, Jasmine that bloom in the night have been planted here. The fragrant environs will be soothed by classical music played there, along with water fountains dotting the landscape. A perfect place for a night out with children and elders," he said.
The civic body will decide the exact timings of the garden only after it is ready, but tentatively it will be open till 10 pm or maybe even till midnight, as opposed to the closing timing of 7.30 pm at other gardens.
"All necessary security measures will be taken, if the garden is kept open till late and all due permissions will also be taken. The monetary provision for developing the garden has been made in the municipal budget," Mane said. The garden is coming up on a three-acre plot on Solapur road, and the ground work like planting the seeds has been completed.

Green Signal For Pune Metro, Civic Body Approves Proposal

In what it called a historical moment, the Pune Municipal Corporation (PMC) passed the resolution on the Pune Metro here on Wednesday. In spite of a huge protest from several NGOs and citizens' groups against the Delhi Metro Rail Corporation (DMRC)'s Detailed Project Report (DPR) on the Metro, a majority of 65 votes were cast in favour of the proposal, giving the Pune Metro a go ahead from the general body.
Earlier, citizens had been barred from attending the meeting by Mayor Mohansingh Rajpal.
Shiv Sena abstained from voting, walking out of the house before the proposal was put to vote. According to the resolution, the PMC would fund 10 per cent of the total cost, while the rest would be borne by the State and Central government and other sources. The Mayor declared that the foundation stone to the 14.925 km metro corridor would be laid on December 12, which happens to be NCP (Nationalist Congress party) chief Sharad Pawar's birthday.
Out of the 19 amendments made to the resolution, only three were accepted. They were the inclusion of the metro in the Developmental Plan, execution of a monorail project on the high capacity mass transit route, and a request to all the ministers in the state cabinet, MPs and MLAs to support the project.

State Releases Rs 11.13 Crore For 51 Watershed Projects

A fund of Rs 11.13 crore has been approved by the state government recently for 51 watershed development programmes in 15 districts for the year 2010-11. These watershed projects will cover an area of around 40,000 hectares, and will supply water for agriculture purposes. The work on these watershed projects were undertaken in 2007. However, the work is still incomplete due to the lack of funds.
The recent development would bring hope to many in the state who have been waiting for the completion of these projects.
An official from the state agriculture department said, "The fund were released recently for 2010-11. It will be utilised for the completion of 51 watershed projects in the state."
The official said though the state undertook projects in large numbers, several of them are incomplete so far due to the non-availability of funds. Now, the fund has been released for completion of the project on fast-track. The official added that the work for the watershed projects is on for the last four years. Now, the government is keen on completing the work fast, so that the facilities can be utilised to their full capacities.
According to the statistics available with the department, around 425 watershed projects were completed in 2007-08, around 834 in 2008-09 and around 445 in 2009-10.

Home Delivery Of Foodgrain In More Villages

The district supply office has decided to extend the food grains home delivery scheme to 87 more villages for the next three months. The scheme has registered a significant response in its first phase, benefiting around 6,000 homes in 58 villages.
Ravindra Kulkarni, district supply officer, said, "We have distributed foodgrains for three months in 58 villages in 13 talukas. The items included rice, wheat and sugar."
Kulkarni said that one-time distribution of foodgrains reduced expenditure on transport and guaranteed delivery in a transparent manner. "Besides, the monitoring of distribution will become easier under home delivery. Government officials like tehsildars and supply officers, along with independent agencies and NGOs, can remain present at the time of distribution and verify the process. This would eliminate the role of fair price shops," said Kulkarni.
Kulkarni said the officials have been asked to conduct meetings with local representatives and residents to make them aware of the scheme. The administration planned to implement the scheme at every village in the district. The district has around 1,400 grampanchayats, he added. Nashik was the first district to implement the scheme successfully.

Pune Development Authority Will Push Pace Of Projects For The Region, Says MMRDA Chief

The development, planning and implementation of mass transport projects in Pune region can steam ahead if the Pune Metropolitan Regional Development Authority (PMRDA) is formed quickly, said Mumbai Metropolitan Region Development Authority's (MMRDA) commissioner Ratnakar Gaikwad.
This was obvious going by the pace at which projects are being initiated by the MMRDA. Pune's planners continue to struggle with development and mass transport projects like the metro while Mumbai has taken up several ambitious projects worth over Rs 1.14 lakh crore that it plans to complete by 2013.
According to Gaikwad, Pune has a lot to learn from the planning and execution of projects from the Mumbai development authority.

FORMING THE PMRDA
- In 1997, the government had announced the formation of the Pune Metropolitan Region Development Authority (PMRDA). The state assembly passed a resolution in 1999 incorporating several municipal councils and corporations and 100 villages
- Elections for the 30-member Metropolitan Planning Committee were held in 2008. The PMRDA will implement the development of the Pune region according to the draft development plan (DP) prepared by the MPC
On what steps Pune could take to replicate the MMRDA's example, Gaikwad told TOI that the Pune Municipal Corporation or the PMRDA should have a strong revenue base, look at revenue generating options and identify new growth centres.
"The early formation of the PMRDA is necessary and both Pune and Pimpri-Chinchwad municipal corporations should work in close cooperation," he said.

Park: MLC Opposes Govt plan To Allow Constructions

Even as the proposed Development Plan (DP) for the 23 merged villages in the Pune Municipal Corporation (PMC) is set to be approved in a month and the government is considering to allow construction in the proposed Biodiversity Park, MLC Vandana Chavan is planning to write to Chief Minister Ashok Chavan not to change the mandate of the people and the civic body that had approved the DP in 2005. The draft DP has recommended reservation of 1,600 hectares for the biodiversity park, for which the PMC will have to acquire 978 hectares and pay compensation to owners.
"The government has to honour the people's mandate as well as that of the civic body which passed the plan. If they have to make changes, the law calls for the plan to be put forth again in the public domain as it comes under "substantial modification," the MLC said.
She said she was supposed to meet Chavan on the matter but the meeting was postponed. Now, with the developments of construction activity in the proposed park coming up, she has decided to write to Chavan before it is cleared.
Urban Development Department Principal Secretary T C Benjamin had said last week they were likely to allow constructions in the proposed park and cited reasons such as illegal constructions in the area as well as the huge compensation amount to be shelled out by the PMC. Vandana said both the rea sons were misleading.

District To Get 526 New Citizen Facilitation Centres In The City And It's Rural Areas

The district administration will open around 526 citizen facilitation centres (CFC) in the city and its rural areas under its e-district project. According to sources from the state government, similar initiatives will also be undertaken in four other districts Latur, Nanded, Nagpur and Sindhudurg in the next few months. A state-level meeting was recently held in Mumbai in this regard.
Pune district collector Chandrakant Dalvi said, "The locations for the CFCs will be identified in the first phase. Around 70 of the 526 CFCs will be opened in Pune city and the remaining will be in the rural areas of the district. Once the CFCs become operational, people from rural areas will be able to get the desired documents from the nearest CFC, instead of travelling to the taluka headquarters. In fact, we are trying to introduce a provision whereby citizens will be able to apply online to CFCs for a document."
"All the centres will be well-connected to the main server at the district headquarters," said Dalvi. He said that 25 types of documents, including birth and death certificates, 7/12 extracts and certificates for income and caste, will be available at the CFCs. "The basic infrastructure will be in place in the next few of months."
Dalvi said the state has outsourced the CFC services in the Pune district to a private agency. At present, there are around 14 CFCs functioning at every taluka headquarters. With the new centres, the facility will be taken right up to the villages.
Meanwhile, the state government plans to simplify the existing procedure of application for obtaining certificates and documents. Dalvi said that suggested changes will soon be submitted to the state.
